HomeMy WebLinkAbout09 10 2019 Mental Health Minutes MEETING MINUTES MENTAL HEALTH SUBCOMMITTEE OF THE COMMUNITY JUSTICE COLLABORATING COUNCIL September 10, 2019 8:30 AM SCCSC Room 172 St. Croix County Services Center - Room 172 - 1752 Dorset Lane, New Richmond, Wisconsin CALL TO ORDER This September 10, 2019 meeting of the Community Justice Collaborating Council (CJCC) Mental Health Subcommittee was called to order by Chair Fred Johnson at approximately 8:30 AM. Mental Health Subcommittee of the Community Justice Collaborating Council – Regular Meeting – August 13, 2019 9:30 AM Chair Johnson asked the subcommittee if after review of the August 13th minutes if any editing was needed. With nothing noted the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT Chair Johnson opened the meeting to Public Comment for items on or off the agenda. No Public Comment. BUSINESS ITEMS 1. Community Justice Collaborating Council Mental Health Subcommittee Membership Subcommittee members discussed additional membership to this subcommittee. Mike O'Keefe will reach out to public defenders office to see if they still have interest in membership. Will readdress at the next meeting. RESULT: DISCUSSED 2. Community Justice Collaborating Council Mental Health Subcommittee Residential Treatment Services Work Plan Development Peter Vandusartz with Hudson Hospitals along with Heather Erickson, Director of Behavioral Health with Amery Hospitals reviewed information regarding the Minnesota Intensive Residential Treatment Services (IRTS) model. They shared that Health Partners in the metro area have highly invested in the IRTS facilities. This type of facility could help with bed need and with the appropriate continuum of care and treatment for consumers to be released to when leaving an inpatient facility. IRTS are licensed and staffed 24/7 with awake staff as well as some nursing hours and clinical staff. Consumers can be committed to an IRTS for stabilization, or can be admitted voluntarily, and are free to leave if they choose. IRTS are billable to insurance and Medicaid, but funding also includes other state and county dollars. The costs are dramatically reduced in comparison to an inpatient facility but provides a step up in care from a Community Based Residential Facility (CBRF). Average length of stay was estimated at 90 days. Questions and discussion followed. Subcommittee members feel this is a good option to work to move forward with these next steps: * Health Partners come & present and share their IRTS model-this subcommittee will collect our questions for them. (ie; success rate/recidivism ) * Health Partners discuss financial viability * Hear from Donavon Schumacher his responses to questions from others at state level (Minnesota Rule 36). What current licensure an IRTS would fit under and how much or if it is billable to Medicaid. Compare with Minnesota plan and the standard of care. * Senator Schachtner will connect with Heather from Amery Hospital to get more information as well as research the Minnesota bills attached to the IRTS to present to Wisconsin legislators. She may bring to legislators the option of a small IRTS pilot program in our area and work to be collaborative and creative in addressing the mental health issue. Her office will report back. * Do a needs assessment/market analysis and the plan for process change in the region once an IRTS opens. Hospitals may have some data. Discussion with other surrounding counties. RESULT: DISCUSSED 3. State Crisis Services Workgroup Steve Kirt, as a county representative, provided an update on recent activity from the state crisis workgroup. The workgroup is looking at ways to improve the crisis services and is in the process of drafting survey questions to ask each county. The National Suicide Hotline is another area they are looking to improve across the state, which could include connecting these calls with resources in the area the call was made. This would increase call volume in each area so would need to be prepared. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS * Membership * IRTS- operational questions, licensure and billable services * State crisis workgroup update * Crisis stabilization bills ANNOUNCEMENTS & CORRESPONDENCE NA ADJOURN Chair Johnson called this September 10, 2019 meeting of the CJCC Mental Health Subcommittee adjourned at approximately 9:39 AM. DATE OF NEXT MEETING October 8, 2019 @ 8:30 in the SCCSC, New Richmond. The subcommittee members determined that the next meeting would be November 12, 2019.
