CALL TO ORDER
This Sept. 8, 2020 meeting of the Community Justice Collaborating Council (CJCC) Mental Health
Subcommittee was called to order by Chair Rohret at approximately 8:35 AM.

Members went around the room and introduced themselves as this is the first
meeting for new Health and Human Services Director Bob Rohret.

PUBLIC COMMENT
Chair Rohret opened the meeting to public comment. No public comment today.
BUSINESS ITEMS
1. Community Justice Collaborating Council Mental Health Subcommittee Membership
The Community Justice Collaborating Council (CJCC) Mental Health Subcommittee
reviewed the current status of membership and discussed any additional members or
changes. The current members agreed to continue with the addition of the new
Behavioral Health Administrator and the Jail Captain once these positions are filled. Chair
Rohret and CJCC Coordinator Mike O'Keefe will be sure to include these new members
once they are determined. This subcommittee is able to meet virtually if needed per the
bylaws.

2. Community Justice Collaborating Council Mental Health Subcommittee Priorities
Subcommittee members provided some history on the priorities that this subcommittee
has been focused on to inform and orient HHS Director Bob Rohret. The need for
Emergency Detention/Crisis beds and treatment in this region continues to be an issue
and a priority of this subcommittee. Telehealth has provided some improved services,
but are still transporting to Winnebago.
Discussion was had on new things going on at the state level as well as how to best
approach this issue. Chair Rohret shared how DHS was able to include changes in
Minnesota Medicaid benefits based on evidence of a long- term cost savings for
emergency services, which led to establishing new benefits and rates to incentivize
providers. The subcommittee agrees it most often comes back to Medicaid
reimbursement for providers and likely needs some backing from Department of
Health Services as well as legislative backing.

3. Update on Mental Health Services during Covid-19 Response
Behavioral Health Co-Administrator Kathy Huston updated the subcommittee on how
mental health services are being provided during the St. Croix County Health and Human
Services pandemic response. Huston informed the group that there was a short lapse in
services while everyone adjusted to working remotely, but currently all outpatient Mental
Health therapy clients as well as Substance Use clients are being seen either through
some sort of technology or in person if necessary. The psychiatrist/psychologist are most
often utilizing telehealth, but are meeting in person if there is a need. Medication
monitoring continues for those clients needing this service.

4. Review of the Hub and Spoke Behavioral Health Home Pilot
Chair Rohret provided a brief overview of the Hub and Spoke Behavioral Health Home
pilot project through Department of Health Services (DHS). The focus of this pilot is to
address the needs of specific target populations with severe substance use disorders and
other co-occuring mental health/physical disorders, to better integrate and coordinate
behavioral health care. Primary goal is to reduce emergency care needs and strengthen
recovery supports. There will be 3 pilot sites approved within the state to serve as the
"Hub" to provide case management, Peer Recovery support, medication assisted
treatment and care coordination to support a full continuum of care. A Request For
Application (RFA) has been submitted. If St. Croix County is selected as a pilot site in
October, we will work with DHS to develop an implementation plan and financial
reimbursement structure for initiation of the pilot in March of 2021. Rohret is hopeful
this is a step towards program change in Wisconsin.

5. Review Stepping up Program
In the absence of Chief Deputy Borgschatz, CJCC Coordinator Mike O'Keefe asked that
this agenda item be brought back to the next meeting as Chief Deputy Borgschatz can
speak best on this initiative.
