Introductions were made around the room. CJCC Substance Abuse Subcommittee – Regular Meeting – January 23, 2020 10:00 AM Chair Rohret asked if after the review of the Jan. 23rd minutes if any edits were needed. With nothing noted a motion was made by O'Keefe to approve the minutes and seconded by Kitzberger. All approved. RESULT: ACCEPTED PUBLIC COMMENT Chair Rohret opened the meeting to public comment for items on or off the agenda. No public comment. BUSINESS ITEMS 1. Community Justice Collaborating Council Substance Abuse Subcommittee Membership Discussed if this subcommittee has a need for changes in membership. After discussion it was determined that we will remove both Investigators Johnson and O'Keefe with Sheriff Knutson representing the Sheriff's Dept. (Cathy Borgschatz as sub), will remove Patrick Olson from New Richmond Schools (Colleen will reach out to him), remove Alicia Duven (Kimberly will contact). Would like to add a different consumer, as the subcommittee feels their voices should be heard, Kristin and Kimberly will work to find someone they feel would be a good addition. We should also ask for another member from HHS Board possibly Dr. McGinnis or Supervisor Anderson. Chair Rohret will reach out to him. Would like to keep membership to 13 members. RESULT: DISCUSSED 2. St. Croix County Intoxicated Driver Intervention Planning O'Keefe informed the subcommittee that they tried to get funding via a grant to begin implementation of the Intoxicated Driver Intervention Program (IDIP), but didn't receive an award so at this time this program will not move forward. There may be another opportunity for funding via Treatment Alternatives and Diversion program (TAD) grant in 2022 so may be good to keep this in the forefront and ask for funding for this program at that time. RESULT: DISCUSSED 3. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan-St. Croix County Substance Abuse Survey Phillip Galli reviewed how this survey came to be and some history behind it. Galli shared that he applied for a grant through Hudson Hospitals in April 2020 and was awarded $3300 so was able to send out 415 surveys asking for feedback regarding the needs of the community. They have only gotten 10% feedback, approximately 80-100 surveys collected. Would need 40-60% of the feedback in order to get better conclusive results. The goal of the survey is to determine the risk factors in SCC so we can develop early intervention and prevention programming around this. The data from survey would drive how we move forward. One of the consistent areas of need Galli is already seeing stand out is mentorship. Discussion. The subcommittee still sees this as a priority and discussed ways to possibly get further data back as well as reach more individuals. With the grant fund they were also able to purchase 2 tablets so these could be utilized somehow, possibly with a community provider or libraries. Discussion on if the survey could be done via email with an electronic version that clients could connect with and also reaching out to the SCC Public Information Officer Adam Kastonek who may have some suggestions on ways to reach the community. Agnes Ring shared that she thinks this could somehow be implemented in Family Resource Center's home visiting program as well as discussing with SCC Children Services Administrator Julie Krings of possibly using the in SCC Children Services programs. The subcommittee would like to see one last push to obtain more data through January of 2021 with hopes of gathering 200-300 survey results. Phillip and Kimberly will work together on getting a list of people to reach out to, to see if they could help in gathering data. O'Keefe shared some data from jail bookings from Jan. 2020 to Sept. 2020. This data is easily obtained and might help determining areas of focus as well. RESULT: DISCUSSED 4. Review of the Behavioral Health Home Pilot and Treatment Alternatives Program (TAP) proposals Chair Rohret provided a brief overview of the Hub and Spoke Behavioral Health Home pilot project through Department of Health Services (DHS). The focus of this pilot is to address the needs of specific target populations with severe substance use disorders and other co-occuring mental health/physical disorders, to better integrate and coordinate behavioral health care. Primary goal is to reduce emergency care needs and strengthen recovery supports. There will be 3 pilot sites approved within the state to serve as the "Hub" to provide case management, Peer Recovery support, medication assisted treatment and care coordination to support a full continuum of care. A Request For Application (RFA) has been submitted. If St. Croix County is selected as a pilot site in October, we will work with DHS to develop an implementation plan and financial reimbursement structure for initiation of the pilot in March of 2021. Rohret is hopeful this is a step towards systems change in Wisconsin. Kristin DePrey informed the subcommittee of a grant application she has been working on with community partners. It is due Oct 9th and will be awarded in Jan. of 2021. She is writing for a 1 year pilot and if all goes well can get approved for an additional 4 years. The Wisconsin Department of Health Services (DHS) is seeking Applications for Treatment Alternative Programs (TAP) and intends to use the results of this process to award four (4) grant agreements to agencies providing community based treatment alternatives to incarceration. Funding is allocated under the Substance Abuse Prevention and Treatment Block Grant in combination with state funds authorized under Wis. Stat. §46.55. Seventy-five percent (75%) of each grant award is to be used to provide treatment services to clients in the program. The purpose of the program is to provide substance use screening, assessment and treatment services to justice involved individuals who are referred from the criminal justice system. Evidence based treatment programming and case management which addresses criminogenic risk and need will be used to reduce recidivism and incarceration rates for individuals who are involved in the criminal justice system primarily due to a substance use disorder. Substance use treatment should be used in lieu of incarceration. Discussion and questions followed. System change needs to happen, coordinating mental health and substance use treatment with community partners would be a giant step forward. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS * Updates on both of the grants * Survey updates * Intoxicated Driver Intervention Program (IDIP)-Funding possibly available via TAD grant in 2022 * Healthier Together Update - Substance Use Priority-Selena ANNOUNCEMENTS & CORRESPONDENCE No announcements ADJOURN Chair Rohret called this September 24, 2020 meeting of the CJCC Substance Abuse Subcommittee adjourned at approximately 11:28. DATE OF NEXT MEETING Thursday November 26, 2020 would be our regularly scheduled meeting, but due to the Thanksgiving holiday we will need to reschedule. After discussion, the subcommittee decided to move the meeting to Thursday Nov. 19th @ 10:00 here st SCCSC room 171/172 if we are able to meet in person, otherwise an online option will be made available.
