CALL TO ORDER
Chair Rohret called the Nov. 19, 2020 meeting of the Community Justice Collaborating Council
(CJCC) Substance Abuse Subcommittee meeting to order at approximately 10:00 AM.

APPROVAL OF MINUTES
1. CJCC Substance Abuse Subcommittee – Regular Meeting – September 24, 2020
10:00 AM
Chair Rohret asked if after review of the minutes from the CJCC Substance Abuse
Subcommittee meeting from Sept. 24, 2020 if any editing is needed. With nothing noted
the minutes were accepted as submitted.

Chair Rohret opened the meeting to public comment for items on or off the agenda. No public
comment today.
BUSINESS ITEMS
1. Community Justice Collaborating Council Substance Abuse Subcommittee Work
Plan-St. Croix County Substance Abuse Survey
Kimberly Kitzberger and Phillip Galli provided some history about this survey and an
update as to where things are at.
Kitzberger shared that they have been working on a research survey to gather data
around substance use risk factors that are most prevalent in St. Croix County to
determine next steps in prevention and early intervention strategies. They were able
to get paper copies in the hands of approximately 100 people and also did a 400-
person mailing, but response was less than they had hoped. That data is being
tracked. With some of the grant funds they also purchased 2 iPads, hoping to get
them out to consumers where or when they are receiving services to collect survey
data. With the pandemic that never came to fruition. Recently they have asked
Western WI Health if an iPad could go into their facilities to try to get the survey out
there again to patients waiting for appointments. Also, Kitzberger will be meeting
with Adam Kastonek, Public Information Officer (PIO) hoping to draft a flyer or
implement other resources to communicate with employees to share with the
families they are serving. There is concern that this electronic process will be too
cumbersome for consumers.
Galli shared that the data received, (about 10% of surveys returned), was entered into
an excel spreadsheet. One point of interest that showed up is from the question on
mentorship. Many responses list that mentorship is lacking and this may be an area
to begin our focus. Discussion and questions.
Thoughts are to partner with self-help groups or other programs that are already in
place and educate them on what we are seeing from this data. Also thinking that
Peer Recovery Support Services could fit this need as it is an allowable Medicaid
benefit for some service areas such as Comprehensive Community Services as well as
implementation of The Families 1st Act which is a form of preventive care targeting
early intervention and peer recovery support in the child protection area.
Dr. Walsh shared that she believes Health Partners would be interested in
distributing this survey as well.

2. Healthier Together Update Regarding the Substance Use Priority
Chair Rohret and Selena Freimark Health and Well Being Educator from UWEX are both
members of the Healthier Together Leadership team. Selena provided an overview of the
goals and strategies they have made around the priority of substance use.
Questions and Discussion.
Agnes Ring brought up that at CJCC Executive Committee meeting last week Judge
Nordstrand wondered what resources and services are available for substance use
disorders. Kiztberger believes that in saying this the Judge fears there is a shortfall of
services so some information may need to be shared. The courts lack in the triage of
services for those appearing in court. Kitzberger thinks the resources are there, just
need the connection from court to services. This may be something this
subcommittee could work on. We have information on the services available, may
need to have conversation with judges on this as well as working on a warm handoff
for client engagement to these services.
Selena also shared information on a $3000 grant that the extension has been
awarded and program areas that they plan to use this funding in.
Chair Rohret commented on ways to treat addiction effectively and believes there
are benefits to cognitive/behavioral change, and having appropriate resources is
necessary, but broader health care coordination involving the medical community is
essential. Use of Medication-Assisted Therapy and comprehensive health exams are
needed to improve outcomes when treating substance use disorders.

3. Update on Grant Applications and Systems Reform
Chair Rohret shared that unfortunately St. Croix County was not chosen as one of the
pilots for the Hub and Spoke Behavioral Health Home pilot project. Rohret is hopeful
that if these pilots show good outcomes in the selected pilot sites areas that were
chosen we may see behavioral health homes replicated around the state.
DePrey reports that she has submitted the proposal for the Treatment Alternative
Programs grant which was due in October and is waiting to see if we have received
an award. The results are due in Jan. 2021.
Public Hearing on Rule 75-- public hearing focused on public comment testimony
about the rule, not much information given out. Most comments focused on
changes to medication assisted programs and changes to supervision from licensed
professionals to those with other degrees with minimal experience within substance
use.
Rohret shared that there is talk around the state of WI in exploring Certified
Community Behavioral Health Clinics (CCBHC) providing Medicaid-funded services to
those with co-occurring disorders. This was successful in MN and is structured much
like a Behavioral Health home but paid on a cost reimbursement rate. There is an
encounter rate they receive, and the idea is to serve anyone who has an addiction or
mental health disorder (primarily for outpatient services). This would be similar to a
health home as it is a coordinated whole-person care experience and would be like a
triage or outpatient environment to get a variety of services. The state is interested in
looking at this and may be a way to go moving forward. Changing the system of care
along with state involvement is where Health and Human Services is looking for the
future of behavioral health care.
Discussion on the need to educate the legal system on addiction as it points to why
people do the things they do and is a vicious cycle.
Family Resource Center Director Agnes Ring shared they have a grant opportunity
announced this week. It is a preschool development grant to promote early
childhood programming. The evidenced based program called Parent Cafes is
something they are interested in implementing if awarded a grant and would have
parent educators trained and include parents as partners. Ring would like input on
key areas of need and any parent groups that could participate. This may serve as a
support or recovery group. Kimberly Kitzberger and Julie Krings would be interested
in learning more. Please get any feedback to Agnes.

ANNOUNCEMENTS & CORRESPONDENCE
Sheriff's Office Informed:
* Fentanyl use/overdoses are increasing, they have had 2 deaths recently and an arrest for
possession
* Calendar contest for grades 4-7 had 961 submissions and will be printed soon. It should
be really nice as the kids do a great job.
* Inmate Program Coordinator position posting soon- - this position will be dedicated to
preparing inmates to transition to the community.
