CJCC Substance Abuse Subcommittee – Regular Meeting – December 20, 2018 8:30 AM Chair Johnson asked if after review of the December 20, 2018 minutes if any additions or deletions needed to be made. With nothing noted Chair Johnson accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT Chair Johnson opened the meeting to public comment for items on or off the agenda. No public comment. BUSINESS ITEMS 1. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan-St. Croix County Drug Use Data Children Services (CS) Administrator Julie Krings reported that CS is now collecting data on drug types, including alcohol and vaping, when investigating Child Protection Services (CPS) reports. She will review data collected with this group in 3 months and quarterly moving forward. Sheriff Knudson reports that Investigator Justin Johnson is working with their office manager to update St. Croix County data collection codes that are used when recording the drug type during an arrest. They are getting very close to completing the updates and now need to get the other agencies updated and ready to implement. Sheriff Knudson hopes to have more information by next month's meeting regarding the status of the agencies countywide roll out. The subcommittee also reviewed the consumer self - reported data that St. Croix County Behavioral Health collects with their outpatient admissions. The subcommittee then discussed the plans for the use of this data once collected as well as other data sources that this subcommittee should consider. This information/data may be of good to use for grant applications and identify which drugs to focus on for early intervention when starting outreach. Other potential sources of data suggested were: * Other area providers of AODA services; Kristin will follow up on this. * Emergency room/hospital data; individual hospital data may be difficult to obtain as they have different diagnostic codes, Fred will follow up with the Wisconsin Hospital Association on the cost and type of data we could access through them. * Tracking of Narcan use report; Sheriff Knudson will follow up with Emergency Medical Services(EMS). * Type of arrest data; Fred has data from Lieutenant Brent Standaert and Chief Deputy Borgschatz and will bring to the next meeting. * Student survey from schools; these survey's are done in odd years so Kelli will follow up on this. * Medical Examiner; Kelli has access to the information as well, but is still checking on if the data/cause of death is available in a report style. She will reach out to medical examiners office as well. * Provider to patient ratio data from New Richmond Community Health Action Team (CHAT) may be a resource and Kelli will follow up on this. RESULT: DISCUSSED 2. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan-Mapping of St. Croix County Substance Abuses Prevention and Early Intervention Services Kelli Engen and Kristin Deprey provided a draft of the survey they have been working on. Feedback was provided by the subcommittee members. Suggestions were mainly to provide some definitions on programs and terms as well as to collapse questions into more open ended questions. Kelli and Kristin will make these edits and then plan to send it out via Survey Monkey to schools, hospitals and other service providers to see what other programs are currently going on. They will provide an update at the next meeting. RESULT: DISCUSSED 3. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan-St. Croix County Substance Abuse Survey Kimberly Kitzberger shared drafts of the survey that she, Phillip Galli and Alicia Duven are working on. She informed the group that they hope to add a demographics section, work on the language and flow, as well as add questions on community resource accessibility. Subcommittee members should feel free to review this and provide any feedback. They will continue to make updates, but once in final draft form they will submit to the Institutional Review Board (IRB) at the University of Wisconsin River Falls (UWRF). Prior to submittal to the IRB a letter from the full Community Justice Collaborating Council Committee will be requested, sanctioning this survey. Once approved by IRB they plan to roll out a small pilot of the survey to the recovery community to help determine if any additional editing needs to be made as well as determining where their focus of implementation/distribution should be. An informed consent form will be given prior to giving consumers the survey. The completed paper survey's would be housed under lock and key and once data complied, they would be destroyed. Discussion had on funding options to roll out this survey, initially it would require an approximate budget of $1000 for paper and copy costs. Chair Johnson and CJCC Coordinator Mike O'Keefe will look into funding for this. RESULT: DISCUSSED 4. Substance Abuse Prevention, Education, and Early Intervention Resources The subcommittee reviewed the spreadsheet of resources and provided any updated or additional information. This will be an ongoing process and will be updated as more resources are learned about. RESULT: DISCUSSED 5. Consideration of Intoxicated Driver Intervention Program as a Priority for the Community Justice Collaborating Council Substance Abuse Subcommittee At the Community Justice Collaborating Council's full meeting in December, this agenda item was proposed by Judge Needham as a priority. This would involve requiring offenders to participate in the Intoxicated Driver Improvement Program (IDIP) upon receiving a 2nd Operating While Intoxicated (OWI), making them a little more accountable for their actions and possibly lead to change and or treatment. CJCC Coordinator Mike O'Keefe believes this to be a need and a worthwhile program to pursue, but needs backing by the District Attorney's office. Offenders participating in the IDIP may reduce jail time as well as the fines connected to the OWI, though they would still sit a minimum of 10 days. There are different ways to implement this program and each program seems to vary a bit. Kathleen Avoles will gather information from other counties that have IDIP's and share with the group at next meeting. Sheriff Knudson believes it is worth looking into and will gather statistics on the number of 2nd, 3rd and 4th OWI numbers for St. Croix County. Consensus of the Subcommittee is to gather more information on IDIP and bring it back for further review and discussion. Chair Johnson asked the subcommittee to remember open meeting rules so be careful of information sharing. Please get anything to Fred or Colleen and it can be put on the next agenda. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Agenda items 1-3 will be standing agenda items More information in considering implementing the Intoxicated Driver Intervention Program (IDIP) Selena Freimark from UWEX may present in the future once their restructuring has been completed. ANNOUNCEMENTS & CORRESPONDENCE * On Feb. 27th at the St Croix Central Middle School the Top Secret Project will be presented. The program starts at 6 p.m., but the doors will open at 5:30 with a light supper and child care provided. *Another training opportunity available on February 18th in Dunn County, but appears to be highly focused on Opioids and the Know Meth program. Fred will make information available if anyone is interested. ADJOURN CJCC - Substance Abuse Subcommittee Chair Fred Johnson called the January 24, 2019 meeting adjourned at approximately 11:15 AM.
