HomeMy WebLinkAbout02 28 2019 Substance Abuse Minutes MEETING MINUTES CJCC SUBSTANCE ABUSE SUBCOMMITTEE February 28, 2019 10:00 AM SCCSC Room 171 St. Croix County Services Center - 1752 Dorset Lane, New Richmond, Wisconsin CALL TO ORDER The February 28, 2019 meeting of the Community Justice Collaborating Council (CJCC)- Substance Abuse Sub Committee was called to order by Chair Fred Johnson at approximately 10:00 AM. CJCC Substance Abuse Subcommittee – Regular Meeting – January 24, 2019 10:00 AM Chair Johnson asked if after review of the January 24, 2019 minutes if any additions or deletions needed to be made. With nothing noted Chair Johnson accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT Chair Johnson opened the meeting to public comment for items on or off the agenda. No public comment. BUSINESS ITEMS 1. St. Croix County Sheriff’s Office Day Report Center and Jail Report Chief Deputy Cathy Borgschatz reviewed the report with this subcommittee. The report highlights the types and number of tests done in the day center, including drug testing, with an overview of the results. Discussion and questions followed. St. Croix County has the only day center in Wisconsin that is run by it's Sheriff's office, which possibly impacts compliance, and gives the program participants a positive contact with law enforcement. RESULT: DISCUSSED 2. University of Wisconsin Madison Division of Extension St. Croix County Health and Well-Being Educator Presentation University of Wisconsin Madison Division of Extension St. Croix County Health and Well- Being Educator Selena Freimark introduced herself and informed the subcommittee of the changes happening within the extension. She shared what she is currently working on and her potential roll in supporting this subcommittee and the county as a whole. RESULT: DISCUSSED 3. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan-St. Croix County Substance Abuse Survey The subcommittee reviewed an updated (3rd) draft of the survey developed by Kimberly, Phillip and Alicia. They are asked for feedback from the subcommittee prior to finalizing the survey. The plan is for this survey to be available in paper form as well as electronically. They have added some community connections questions, but hoping to reduce the total number of questions prior to final implementation. A demographics page will be added as well the use of an informed consent form for anyone who participates in the survey. Next steps is this draft survey will go to the CJCC Executive Committee, to request a letter of support in sanctioning this survey, which is a University requirement as part of the Institutional Review Board (IRB) process. The plan is to pilot the survey in late spring or early summer. The intent of this survey is to bring focus to areas of root cause/risk factors leading to substance use. In turn this will lead us to focus prevention and intervention programs within those same risk areas. RESULT: DISCUSSED 4. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan- Substance Abuses Prevention, Education and Early Intervention Services Survey Kelli and Kristin reported on where things are at with their survey regarding prevention and early intervention services. They asked for some additional feedback related to some of the definitions within the survey. The subcommittee provided some feedback and determined that they are fine with Kristin working with the Substance Abuse & Mental Health Services Administration (SAMHSA) definitions . Kelli and Kristin will work to get the survey in final form and begin distributing it. RESULT: DISCUSSED 5. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan-St. Croix County Drug Use and Arrest Data The subcommittee reviewed the data around drug arrests in St. Croix County, tracked by the Drug Task Force. Discussion and questions. Currently Methamphetamine (Meth) and Marijuana are the drugs most often found in these arrests. Kristin shared some data from Arbor Place based on admissions in Hudson and Westfields Hospitals. She is also still compiling the data from Behavioral Health Intakes here at the St. Croix County Services Center for 2018 and will share that with this group when completed. Chair Johnson shared that the Wisconsin Hospital Association is able to provide information pertaining to admission reasons involving alcohol and other drugs. This would initially cost approximately $300 -$500 dollars with additional funds due quarterly. Discussion had and the subcommittee members would like to access this information if possible, at least one time, to see what data they are actually collecting, how it is complied and compares to the data that we already have. Chair Johnson will follow up. RESULT: DISCUSSED 6. Review of Current Intoxicated Driver Intervention Program in Wisconsin-Western Regional Area Kate Avoles provided additional information and data around OWI arrests and the Intoxicated Driver Intervention Programs from surrounding areas. The subcommittee reviewed the information from Polk County, but is asked to further review all the information provided and be prepared to have an in depth discussion on this topic at the next meeting. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Additional membership "Written Off" Documentary and presentation follow up ANNOUNCEMENTS & CORRESPONDENCE March 18th from 6:00 - 8:00 PM a screening of the documentary "Written Off" will be held in River Falls @ the University Ballroom. This is being presented by Senator Patty Schachtner. Senator Schachtner is also looking to hold this event at another location, Mike O'Keefe is going to check into the New Richmond High School as a possible location. If others have location suggestions please reach out to Mike. ADJOURN Chair Johnson called this February 28, 2019 meeting of the CJCC Substance Abuse Subcommittee adjourned at approximately 11:25 AM.
