CJCC Substance Abuse Subcommittee – Regular Meeting – February 28, 2019 10:00 AM Chair Johnson asked the subcommittee if after the review of the February 28, 2019 minutes if any editing was needed. With nothing noted the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT Chair Johnson opened the meeting to public comment for items on or off the agenda. No public comment. BUSINESS ITEMS 1. Community Justice Collaborating Council Substance Abuse Subcommittee Membership Community Justice Collaborating Council (CJCC) Substance Abuse Subcommittee members discussed the addition of members to this subcommittee. Motion made by Mike O'Keefe to add Selena Freimark from UWEX and Agnes Ring from Family Resource Center as members of the Community Justice Collaborating Council (CJCC) Substance Abuse Subcommittee, this was seconded by Julie Krings. A voice vote was taken and all approved. Review of Current Intoxicated Driver Intervention Program in Wisconsin-Western Regional Area CJCC Substance Abuse Subcommittee members reviewed current Intoxicated Driver Intervention Programs (IDIP) in Wisconsin-Western Regional Area as well as St. Croix County OWI data. CJCC Coordinator Mike O'Keefe informed the group that he spoke with District Attorney Mike Nieskes and he said he is willing to support the IDIP if there is proof it has value or makes a difference. O'Keefe shared he believes the focus should be on second time offenders as this seems to be a time that would have the most impact. Further discussion on what this might look like in St. Croix County and the funding involved. Possible need to hire a case manager who would work with the consumers and do the follow up. This could be a county employee, contracted out or possibly be within Day Reporting at the jail. This subcommittee would like more information on this program and there is consensus it seems worthwhile to look into further. Mike O'Keefe and Kate Avoles will plan to visit another county and bring back information about and the impact of the program to this subcommittee or ask if someone from the program would be willing present at the next meeting. O'Keefe will also invite District Attorney Mike Nieskes or one of his office staff to attend the next meeting. RESULT: DISCUSSED 3. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan-St. Croix County Substance Abuse Survey Drug Court Coordinator Kimberly Kitzberger reported that the draft of the substance abuse survey, regarding risk factors, was presented to CJCC Executive Committee. They are in support of this survey and will draft and sign a letter sanctioning their support and submit to the UWRF Institutional Review Board committee. It was also presented to the full CJCC Council with additional support. The plan is to roll out a pilot of 50-60 surveys in May or June. Kitzberger added that the demographics page and informed consent documents are drafted. At the next meeting they should have a final draft available. RESULT: DISCUSSED 4. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan- Substance Abuses Prevention, Education and Early Intervention Services Survey Kelli and Kristin provided an update as to the status of the substance abuse prevention and early intervention survey. The survey was finalized and sent out at the end of last week by Kelli and Kristin to some of their own contacts at local hospitals, schools, as well as the treatment community. They have received some response already, but will do some follow up as to the best contact at each entity and any additional community programs to survey. Law enforcement will be added to the agencies surveyed. As results come in Kelli and Kristin are logging information. A survey reminder will go out in approximately 2 weeks. Superintendent Olson will put this information on the agenda or announce at the next CESA 11 meeting for follow up as well. Results received will plan to be shared at the next meeting. RESULT: DISCUSSED 5. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan- Review of Identified Substance Abuse and Arrest Data Sources The subcommittee reviewed the data sources that have already been discussed and tapped into. This data collected and sources would be available to support funding or grant opportunities in the future. Discussion had on any additional sources that may have been missed or any that should be looked into further. Discussion on the Adverse Childhood Experiences (ACES)and the Youth Risk Behavior Surveillance(YRBS)survey's. Agnes Ring and Kelli Engen, as well as any others with additional information, will provide an update on these at the next meeting. Julie Krings provided an update on drug use reported in Child Protection intakes through the first quarter of 2019. Kristin will share the Arbor Place data and internal Behavioral Health data at the next meeting. RESULT: DISCUSSED 6. Wisconsin Hospital Association St. Croix County Data Chair Fred Johnson provided an update on the data request from the Wisconsin Hospital Association, he shared that the price estimate is $170 for data related to substance abuse. The requested information is for any hospital admissions, including emergency room data, for St. Croix County and throughout the state. Kristin DePrey provided diagnostic codes that will be gathered in the data.. A data use agreement, regarding the use of this information, has been given to Corporation Counsel for their review. This review is in process. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Updates will be given on recurring agenda items, but please let Chair Johnson know if something comes up that you would like added to the agenda. ANNOUNCEMENTS & CORRESPONDENCE *Hands Around the Courthouse event on April 16th @ 12:00 *DITEP- Drug Impairment Training for Education Professionals- 2 days DITEP-Drug Impairment Training for Education Professionals-2 day training on Monday April 29-30 in Cameron.
