APPROVAL OF MINUTES
1. CJCC Substance Abuse Subcommittee – Regular Meeting – March 28, 2019 10:00 AM
Chair Johnson asked the subcommittee if after the review of the March 28, 2019 minutes
if any editing was needed. With nothing noted the minutes were accepted as submitted.
RESULT: ACCEPTED

Chair Johnson opened the meeting to public comment for items on or off the agenda.
No public comment.
BUSINESS ITEMS
1. Review of Current Intoxicated Driver Intervention Program Report
Mike O'Keefe provided information on the current Intoxicated Driver Intervention
Programs around the area. He handed out some data on the Eau Claire County
Operating While Intoxicated(OWI) Early Intervention Program which focuses on 2nd and
3rd offenders, and helps reduce time spent in jail as well as fines incurred. This is a well
attended program with a good success rate.
The subcommittee members discussed the need for some type of program in St.
Croix County around OWI's, and agree that something different needs to be done as
the jail is nearing capacity with many in there for OWI offenses. Kate Avoles and Mike
O'Keefe will look to provide some additional data from Eau Claire County and
possibly the State, including how many offenders are participating in this program,
the outcomes/effectiveness, and the amount of case management time involved.
O'Keefe stated this program would need to be supported by the District Attorney so
he will invite District Attorney Nieskes to the next meeting.

2. Community Justice Collaborating Council Substance Abuse Subcommittee Work
Plan-St. Croix County Substance Abuse Survey
Drug Court Coordinator Kimberly Kitzberger, Phillip Galli, and Alicia Duven provided an
update on where things are at with the substance abuse survey. Kitzberger reports that
there was some delay, but now things are moving forward and they have a signed
approval/support letter from CJCC Executive Committee Chair, Judge Needham. This
can be submitted to UWRF Institutional Review Board (IRB) and the survey should be
approved within a couple of weeks. They are also working on a budget which Phillip
has submitted and is in draft form. The original budget for this project came in at
$10,000 for time and printing with $1000 coming from St. Croix County CJCC budget.
They will be working to find other funds for this project, like grant funding, as well as
ways to trim the budget. Phillip feels, and the CJCC Substance Abuse Committee
agreed, that with the funds currently available ($1000) that we should start moving
forward with the pilot of this survey to get some preliminary data.
Long range, we can present to the County Board that we are looking to determine
what risk factors are most prevalent in St. Croix County and then would work with
UWEX along with UWRF to select and implement the best evidence based model on
early intervention/prevention program.

3. Community Justice Collaborating Council Substance Abuse Subcommittee Work
Plan- Substance Abuses Prevention, Education and Early Intervention Services Survey
Kristin Deprey provided an update on the results from the substance abuse prevention,
education and early intervention survey as well as plans to compile and use the
information that was obtained.
Currently they have seven respondents from area school districts; six provide
education, five provide prevention, and only two provide early intervention. Most of
this information is coming from the health classes and only four indicate they are
using evidenced base models. All the schools are using different programming.
Kristin signs off on grant applications for schools around substance abuse and sees
that much of the programming is pro health vs. anti use. There is a list of programs
available from the Substance Abuse and Mental Health Services Administration
(SAMHSA), so Kristin and Kelli will crosscheck to see if any of these programs are
happening within area communities.
Next steps would be to determine which of these programs are actually substance
abuse prevention work, if they are evidenced based and discuss ways to implement
programming across the county in coordination with the substance abuse survey.

4. Healthier Together Needs Assessment and Substance Use Disorder Planned Goals
Kristin Deprey reviewed what the Healthier Together needs assessment looks like and
some information around their planned substance use disorder goal. Healthier Together
is just beginning work on this goal so the CJCC Substance Abuse Subcommittee will wait
for more information from the Healthier Together committee on ways to coordinate
efforts .

5. Adverse Childhood Experiences (ACES)
The Subcommittee reviewed some information that Family Resource Center
Administrator Agnes Ring had provided regarding Adverse Childhood Experiences
(ACES).
Discussion had on how the ACES data/ information could be used to help the
subcommittee in determining additional goals.
Kitzberger reports that the courts are hesitant in asking these ACES questions due to
concern it can do more harm or trigger the trauma. A question raised is how and
where could/should ACES information be collected, is there risk involved and how
should the information be used? The information could be valuable in
understanding why consumers are behaving the way they are, but also should look
at a resilience scale as some consumers with high ACES numbers continue to do well.
Julie Krings shared that through her Trauma Informed training she has learned that
ACES was initially used for more of a community overview and not so much for
individuals.
This agenda item will be brought back when we can get insight from Agnes Ring on
what her thoughts are regarding how to use or integrate ACES.

6. Wisconsin Hospital Association Data Report
Chair Johnson provided an update on the request to the WI Hospital Association for data
regarding substance use in the hospital emergency rooms.
Nothing new to report at this time, though did receive a data use agreement, which
has been signed by Corporation Counsel and submitted, so should have more
information and data available to review by next meeting.
