CJCC Substance Abuse Subcommittee – Regular Meeting – May 23, 2019 10:00 AM Chair Johnson asked the subcommittee if after the review of the May 23, 2019 minutes if any editing was needed. With nothing noted the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT Chair Johnson opened the meeting to public comment for items on or off the agenda. No public comment. BUSINESS ITEMS 1. Consideration of St. Croix County Intoxicated Driver Intervention Program At the last meeting Kate Avoles and Mike O'Keefe provided data and information from Eau Claire County and the State regarding intoxicated driver programs and Mike O'Keefe planned to invite District Attorney (DA) Michael Nieskes to a future meeting. DA Nieskes shared that with Operating While Intoxicated (OWI) 2nd offense it is only a 5 day jail sentence and no probation, so this type of program would provide little incentive for participation. Rather, DA Nieskes thought that dealing with 3rd and 4th offenses would be the focus for an Intoxicated Driver Intervention Program (IDIP). An IDIP type of program may provide some incentive if reducing their jail time, community service to reduce their fines and possibly using electronic monitoring, which is less expensive for them than Huber and takes no jail space. DA Nieskes feels this should only be only offered to St. Croix County residents. He would like to see a proposal and the details for an IDIP drafted that includes fine reduction, jail reduction, as well as possible electronic monitoring (out of jail) if participating in the program. His thoughts are that this type of program would not be offered to offenders involved in injury accident offenses. Mike O'Keefe informed the group that more tax allocation (TAD Grant) money is available from the State which may assist in implementing an IDIP program. Discussion on how this program would be monitored along with case management assignments. The consensus of the subcommittee is to gather more information , check with the courts in doing up front early assessment/screenings, requirement of a treatment component to reduce jail time, community service to reduce fines (check with Corporation Counsel), and what the case management component would look like. Next steps and work from this subcommittee will include 1) Kimberly will work with Mike and Kate to develop an outline structure for an IDIP 2) Kristin will look for evidence supporting the IDIP programs and the outcomes. 3) DA Nieskes will check with OWI attorneys and the Judges on their thoughts on an IDIP and the requirement of risk assessments being done with the 2nd and 3rd offenders. RESULT: DISCUSSED 2. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan-St. Croix County Substance Abuse Survey CJCC Drug Court Coordinator Kimberly Kitzberger, provided an update on the substance abuse survey. Phillip Galli has the final draft of the survey, and will bring it to the next meeting. An initial Institutional Review Board (IRB) process is completed, but due to the highly personal questions, a second IRB review is pending. RESULT: DISCUSSED 3. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan- Substance Abuses Prevention, Education and Early Intervention Services Survey Kelli Engen and Kristin DePrey provided the results from their prevention, education and early intervention survey, along with some information on the programs that the respondents have implemented. They received results from five school districts and one treatment facility. Schools determine what they implement based on what they are seeing in their schools, but some of it also depends on their resources available. We now have some information on programs offered and will hold this information to help determine what programs might fit the St. Croix county need once the substance abuse survey is completed. RESULT: DISCUSSED 4. Wisconsin Hospital Association Data Report Chair Johnson and Kristin DePrey provided an update on the Wisconsin Hospital Association information received per the data request of hospital admissions in the state with a substance use diagnosis. Unfortunately, confidentiality requirements prohibit release of specific data due to the limited number of individuals admitted for substance abuse. Discussion on if there are other ways in accessing this data. RESULT: DISCUSSED 5. Adverse Childhood Experiences (ACES) Agnes Ring provided information about and her thoughts on the use of Adverse Childhood Experiences (ACES) screen. The Wisconsin Child Abuse and Prevention Board began the ACES research starting in 2011. At one point there was an ACES score for St. Croix County showing that 20 % of the researched population had an ACES score of 4 or higher(which is a high score), but now with updated data it shows that 12% of the population surveyed has a score of 4 or higher. ACES scores are an important indicator of how early trauma has influenced where and possibly why a person is where they are currently at. The Family Resource Center began doing ACES screening with their home visitor program but don't have a year's worth of data to review yet. They are now planning to have staff trained in Trauma Screening, Brief Intervention and Referral to Treatment (T-SBIRT). They will learn ways to administer the ACES survey to reduce the potential of re-traumatizing people, as well as how to refer them to the help they need. The training is September 19th from 9-4 at the Family Resource Center in Baldwin and Agnes will check to see if others from this subcommittee can participate as well. Agnes will report on the training. RESULT: DISCUSSED 6. Healthier Together Needs Assessment and Substance Use Disorder Preliminary Goals Kelli Engen shared the goals document from the Healthier Together committee with this subcommittee; this information was brought to this subcommittee to review and possibly use to coordinate efforts with Healthier Together. They are putting together a work plan, based on the impact and feasibility scores, to determine their next steps. This will be decided at their meeting in August. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS *Invite Supervisor Bob Fiedler to next meeting *Update on T-SBIRT training ANNOUNCEMENTS & CORRESPONDENCE The T-SBIRT training Sept. 19th from 9-4 at the Family Resource Center, Baldwin.
