CALL TO ORDER
Chair Johnson called this August 22, 2019 meeting of the Community Justice Collaborating
Council Substance Abuse Subcommittee meeting to order at approximately 10:00 A.M..

APPROVAL OF MINUTES
1. CJCC Substance Abuse Subcommittee – Regular Meeting – July 25, 2019 10:00 AM
Chair Johnson asked the subcommittee if after the review of the July 25, 2019 minutes if
any editing was needed. With nothing noted the minutes were accepted as submitted.
RESULT: ACCEPTED

Chair Johnson opened the meeting to public comment for items on or off the agenda.
No public comment.
BUSINESS ITEMS
1. Substance Abuse Community Forum
County Board Supervisor Bob Fiedler informed the subcommittee of his plans to host a
community forum on substance abuse. He highlighted the forum will address education,
treatment and prevention, and hopes to provide the community with information and
resources. The forum will be held on September 18th @ 8:00 AM-12:00 PM in the County
Boardroom, Hudson.
RESULT: DISCUSSED
2. Consideration of St. Croix County Intoxicated Driver Intervention Program
Subcommittee members continued the discussion on possibly implementing an
Intoxicated Driver Intervention Program (IDIP) in St. Croix County.
Mike O'Keefe informed the subcommittee that the Department of Justice released a
grant for expansion of programs and are they are applying for it, hoping it will
support a case manager. The IDIP will be under the DA's office as a diversion
program and once a decision on the grant is received, more work will begin on
developing a plan.
RESULT: DISCUSSED
3. Community Justice Collaborating Council Substance Abuse Subcommittee Work
Plan-St. Croix County Substance Abuse Survey
CJCC Treatment Court Coordinator Kimberly Kitzberger and Phillip Galli reviewed the
draft version of the substance abuse survey that they have been working on. They
believe it is ready for the pilot to begin of 50-60 consumers and has been approved
by the Institutional Review Board (IRB). Alicia Duven has many ideas of how to get
this out to self help groups and collect data. Once she has made her contacts they
will begin the release of the survey. Phil will be the go to for compiling the results
and answering questions. UWRF students will help with data collection and should
be a quick turn around to review the results. There should be some data to review by
next meeting.
After this pilot is completed, they will do some tweaking of the survey if needed, and
then roll out to a larger group throughout the county. The survey will initially be on
paper but eventually may be available electronically. The plan is get this to various
demographics and random samplings with the goal of determining the biggest need
in St. Croix County in order to provide the most appropriate programming.
CJCC has provided the starter funds and UWRF covered the printing. Funding
moving forward will need to be discussed. Phil is applying for a grant, and will
continue to look for grants to help cover costs.

ANNOUNCEMENTS & CORRESPONDENCE
* Sept. 18th is the Substance Abuse Forum from 8-12 in County Boardroom, Hudson
* Family Resource Center, Baldwin is holding a Protective Factors Training on Oct. 8th & 9th.
A flyer will be sent to the subcommittee members.
* Mike O'Keefe shared that on November 14th a training on neurobiology of trauma with
domestic violence will be held @ Faith Community Church in Hudson. He will send more
info when available.
* Foster Care informational meeting on Oct. 3rd at 7:00 PM. Mama Maria's, North Hudson.
