CJCC Substance Abuse Subcommittee – Regular Meeting – August 22, 2019 10:00 AM Chair Johnson asked the subcommittee if after the review of the August 22, 2019 minutes if any editing was needed. With nothing noted the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT Chair Johnson opened the meeting to public comment for items on or off the agenda. No public comment. BUSINESS ITEMS 1. St. Croix County Intoxicated Driver Intervention Planning Report Community Justice Collaborating Council (CJCC) Coordinator Mike O'Keefe provided an update on plans for an Intoxicated Driver Intervention Program (IDIP) and the status of the Department of Justice grant request. He and Diversion Program Supervisor Lisa Multhauf informed the subcommittee that the Treatment Alternatives and Diversion (TAD) funds came out so quickly and that they did their best to put a grant application together requesting about $100,000 for case management and start up costs for the IDIP. They have been informed that we did not receive grant funds, but will pursue funds again in 2022. Discussion on if we should wait until then or look for other grant opportunities to try and implement an IDIP sooner or could it be a 2021 budget item? Judge Waterman shared that the Judges are in support and see it as a worthwhile program. It was suggested to present an IDIP model, as well as the grant proposal, to the full CJCC to see if they are in support. The CJCC Substance Abuse Subcommittee members are in consensus of this as next steps. Lisa will work on this to get on the next full CJCC agenda. RESULT: DISCUSSED 2. Family Resource Center St. Croix Valley Trauma Screening, Brief Intervention and Referral to Treatment (T-SBIRT) Training Report Family Resource Center (FRC) Executive Director Agnes Ring provided a report on the recent Trauma Screening, Brief Intervention and Referral to Treatment (T-SBIRT) training that her staff and several Health and Human Services (HHS) staff attended. The Subcommittee reviewed a packet of information that Ring provided and she highlighted some areas of the T-SBIRT program. One of the tools FRC uses in their home visiting program is the Adverse Child Experiences Survey (ACES). It is a very personal survey and T- SBIRT provides skills to use while delivering this survey. It also helps in supporting the referral to treatment. Additional discussion was had on how FRC gets their referrals and how they and other entities will utilize this training in the future to best serve the clients. The state will do additional training in 2021 for other entities outside of the home visitor role. RESULT: DISCUSSED 3. Healthier Together Substance Use Disorder Draft Goals Chair Johnson shared with the subcommittee information from the Healthier Together committee around their goal focused on substance use disorders. The hope is that this CJCC Substance Abuse Subcommittee can coordinate with them to not overlap work. RESULT: DISCUSSED 4. St. Croix County Health and Human Service- Public Health Division NARCAN® Direct Program Grant Request Chair Johnson informed the subcommittee that St. Croix County Health and Human Service-Public Health Division has applied to the Wisconsin Department of Health Services, Division of Care and Treatment Services for the NARCAN® Direct Program. This program provides NARCAN® at no cost to participating agencies through an order on demand system. NARCAN® is the nasal spray formulation of naloxone, a drug used to reverse opioid overdoses. Discussion had on plans for how it will be used and outreach that can be done if grant is awarded. RESULT: DISCUSSED 5. Community Justice Collaborating Council Substance Abuse Subcommittee Meeting Schedule for 2020 The subcommittee discussed plans for meetings in 2020. The group decided to stay with the fourth Thursday of every other month @ 10:00 AM. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS * Intoxicated Driver Intervention Program (IDIP) follow up * Review Survey Data ANNOUNCEMENTS & CORRESPONDENCE *Survey update from Kim - they have collected 8 surveys in River Falls Area, but now have a new partner in New Richmond who will start collecting more soon. The first 8 completed surveys are already showing some interesting data. ADJOURN Chair Johnson called this November 21, 2019 meeting of the CJCC Substance Abuse Subcommittee adjourned at approximately 10:50 AM. DATE OF NEXT MEETING Currently scheduled for January 23, 2020 at 10:00 AM in the St. Croix County Services Center, New Richmond.
