MEETING MINUTES
CJCC SUBSTANCE ABUSE SUBCOMMITTEE
October 23, 2018 8:00 AM

CALL TO ORDER
Convener, Health and Human Services (HHS) Director Fred Johnson, called this first meeting of
the newly formed Substance Abuse Subcommittee of the Community Justice Collaborating
Council (CJCC) to order at approximately 8:04 AM.

APPROVAL OF MINUTES
This is the first meeting of this subcommittee, no previous minutes to approve.

BUSINESS ITEMS
1. Election of Community Justice Collaborating Council Substance Abuse Subcommittee
Chair
Convener Fred Johnson opened nominations for Subcommittee Chair. Sheriff Scott
Knutson nominated Fred Johnson, which was seconded by Kate Avoles. No other
nominations. A voice vote was taken and all approved. Fred Johnson will serve as the
Chair of the Community Justice Collaborating Council (CJCC) Substance Abuse
Subcommittee.
RESULT: APPROVED [UNANIMOUS]

2. Election of Community Justice Collaborating Council Substance Abuse Subcommittee
Vice Chair
Chair Johnson opened nominations for Subcommittee Vice Chair. Chair Johnson
nominated Kate Avoles, which was seconded by Sheriff Scott Knutson. No other
nominations. A voice vote was taken, all approved. Kate Avoles will serve as Vice Chair
of the Community Justice Collaborating Council Substance Abuse Subcommittee.
RESULT: APPROVED [UNANIMOUS]

3. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan
Priorities
Community Justice Collaborating Council (CJCC) Substance Abuse Subcommittee
members discussed areas to focus their work priorities as well as determine a work plan
to meet their priorities. Once completed this plan will be presented to the CJCC over site
committee.
After much discussion, the subcommittee members determined that Methamphetamine
(Meth) would be the drug to place their initial focus. Discussion continued with a variety
of ways to address the Meth issue in our area. Prevention and education seems to be a
good first step so the subcommittee would like to hear from various county staff and
programs on what is already available to consumers at the county level but also within
area communities. This might help determine where this subcommittee should put their
resources. Chair Johnson will ask that Alcohol and Other Drug (AODA) Supervisor Kristin
Deprey attend the next meeting and provide information that she has.
In addition, the subcommittee discussed looking into what the barriers are that
consumers are dealing with in receiving or attending treatment, as well as ways to
educate youth. The subcommittee will look into potential ways to survey consumers as
well as how to implement a coordinated effort within the communities on education and
outreach. This may include outreach to Drug Court, the jail, schools, medical community
and consumer feedback.

4. Community Justice Collaborating Council Substance Abuse Subcommittee
Membership
Subcommittee members discussed if any additional people should be considered for
membership to the CJCC Substance Abuse Subcommittee. The current 3 members will
do outreach and recruitment to bring forth potential additional members at the next
meeting. Suggested outreach included:
*Kimberly Kitzberger - Drug Court
*The Jail Captain or an Investigator
*Local School Staff
*A Consumer with lived experience
*Health and Human Services Internal staff from Children Services, Public Health, and
AODA staff in Behavioral Health
*Dr. Phillip Galley-UWRF Professor
*Success by Six
*Medical Professionals and Healthier Together.
RESULT: DISCUSSED
5. Establish Meeting Schedule of the Community Justice Collaborating Council
Substance Abuse Subcommittee
Subcommittee members discussed a meeting schedule moving forward. The
Subcommittee members determined it would work to initially meet once a month to
get things off the ground. Members agreed 8:30 a.m. on Tuesdays is good, so next
meeting will be @ 8:30 on Tuesday Nov. 27th at the St. Croix County Services Center
(SCCSC) in New Richmond. Due to the holidays, the meeting in December will be at
8:30 a.m. on Thursday Dec. 20th at SCCSC. Moving forward meetings will plan to be
scheduled on the 4th Tuesday of the month at 8:30 a.m. at the SCCSC and will try to
stay within a one hour time frame.
