CALL TO ORDER
The November 27, 2018 meeting of the Community Justice Collaborating Council (CJCC)-
Substance Abuse Sub Committee was called to order by Chair Fred Johnson at approximately
8:30 AM.

MINUTES APPROVAL
1. CJCC Substance Abuse Subcommittee – Regular Meeting – October 23, 2018 8:00
AM
Chair Fred Johnson asked if after review of the October 23, 2018 minutes if any changes
needed to be made. With nothing noted a motion was made by Sheriff Knutson and was
seconded by Kate Avoles. A voice vote was taken and all approved.

Chair Fred Johnson opened the meeting to public comment for items on or off the agenda.

BUSINESS ITEMS
1. Community Justice Collaborating Council Substance Abuse Subcommittee
Membership
The Community Justice Collaborating Council Substance Abuse Subcommittee members
had invited several potential additional members to today's meeting. Introductions of
those around the table were made and why each of them was recommended as an
additional member to this subcommittee was discussed.
A motion was made by Sheriff Knutson to add as official voting members all those
introduced including; Alicia Duven (Citizen Member), Julie Krings HHS Children Services,
Kimberly Kitzburger Drug Court ,Kelli Engen HHS Public Health, Patrick Olson School
Rep., Phillip Galli UWRF, Justin Johnson Drug Investigator, Michael O’Keefe Drug
Investigator, and Mike O’Keefe (CJCC Courts) this was seconded by Kate Avoles. A voice
vote was taken, all approved.

2. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan
Priority
The Community Justice Collaborating Council Substance Abuse Subcommittee continued
to discuss possible areas to focus their priority area of work. At the October 23, 2018
meeting a preliminary priority to focus on methamphetamine abuse was determined.
The Subcommittee, along with its additional members, agreed that Methamphetamine
(Meth) is the predominate drug in the area; it is easily accessed with our close proximity
to the Twin Cities metro. The group highlighted several other concerning areas that need
continued focus. Alcohol still seems to be a root of the problem as a gateway drug,
although the variety of drugs used in Vaping are also becoming more of an issue. There
is increased use especially by youth and assorted Vaping items are readily available
online making it easy for youth to purchase and keep their usage very discreet.
Further discussion was had on various initiatives and programs that are already
implemented involving various entities within area communities across the county.
Some of those highlighted are Living Well Together, started by educators, which is
focused on drug use and mental health concerns. Another is the Youth Risk Behavior
Survey which is given to students in area school systems, with focus on being trauma
informed. Many area schools and entities have been trained on being trauma sensitive
and are looking to committees like this to help in determining what additional needs
there are. Feedback from parents and what would help them turn things around would
be a key to stopping the cycle within families.
Prevention and education, starting at a very young age, will be the priority area to
include methamphetamine abuse.

3. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan
The Subcommittee discussed a work plan that will help put focus on the priority areas of
prevention, education and early intervention.
Ideas discussed include:
*Mapping - services already available within the county and determining the gaps.
Patrick Olson shared that the school has done a gap analysis and he will share this
with Kelli Engen. Kelli will focus her work on the mapping project, so members are
asked to submit to her any information you have on work that is already being done.
Kelli will also reach out to Kevin Hamlin from the Sheriff's office regarding his work
with the St. Croix Valley Drug Task Force.
* Tracking - Julie Krings will implement better tracking of the particular drug type
involved in Child Protection cases. The Sheriff's Office will work on updating their
Records Management System (RMS) for data tracking to also require a particular
drug type to be listed. This should helps us to be certain our focus on Meth is
correct. Will also look to see if there are ways to determine drug use within other
county services like Behavioral Health, the Jail, and Treatment Court.
* Service Recipient Voice- Kimberly Kitzburger and Alicia Duven will work to reach
out to those they have connections with either at a personal level or within drug
court. They will look to find people at various stages of their recovery and ask the
questions of how did this start for them, what were the root causes. Also find out
what has helped and not helped. Discussed the potential of a survey given to clients
across various county programs.
* Funding- identify any grants available to be addressed at a future date
* Areas to work on later - Reach out to other counties like Polk and Pierce, other
communities and school districts. Reach out to The Northwoods Coalition and also
check on what information The Child Abuse and Neglect Prevention Board might be
able to share.

4. Establish Meeting Schedule of the Community Justice Collaborating Council
Substance Abuse Subcommittee
A meeting schedule of the Community Justice Collaborating Council Substance Abuse
Subcommittee was discussed and determined. The CJCC Substance Abuse Subcommittee
will meet on Dec. 20th @ 1:30 for the next meeting, but moving forward meetings will
generally be held on the 4th Thursday of each month at 10:00 AM at St Croix County
Services Center, Dorset Lane, New Richmond. This meeting schedule will start on
January 24, 2019.
