HomeMy WebLinkAbout12 10 2018 Substance Abuse Minutes MEETING MINUTES CJCC SUBSTANCE ABUSE SUBCOMMITTEE December 20, 2018 8:30 AM SCCSC Room 172 St. Croix County Services Center - Room 172 - 1752 Dorset Lane, New Richmond, Wisconsin CALL TO ORDER The December 20, 2018 meeting of the Community Justice Collaborating Council (CJCC)- Substance Abuse Sub Committee was called to order by Chair Fred Johnson at approximately 8:30 AM. CJCC Substance Abuse Subcommittee – Regular Meeting – November 27, 2018 8:30 AM Chair Johnson asked if after review of the November 27, 2018 minutes if any additions or deletions needed to be made. With nothing noted Chair Johnson accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT Chair Johnson opened the meeting to public comment for items on or off the agenda. No public comment. BUSINESS ITEMS 1. Community Justice Collaborating Council Substance Abuse Subcommittee Membership Discussion had on potential members to add to this subcommittee. Motion made by Sheriff Knudson to add Alcohol and Other Drug Abuse (AODA) Supervisor Kristin Deprey as an official member, second made by Kelli Engen. Voice vote was taken all approved. Wisconsin Summit on Opioids and Meth Report Kristin Deprey provided information regarding the Wisconsin Summit on Opioids and Meth that she attended in October. She shared that there weren't many sessions regarding Meth, the primary focus was on Opioids. Kristin highlighted a few things that she found interesting that other areas have implemented. One county has a collaborative effort that takes place in response to an overdose. This includes a Response Unit made up of Law Enforcement, EMS and Treatment Providers that respond to the home as a team, and work together in providing supports to either the client or their family. Also, in a southern Wisconsin county, those presenting to law enforcement that are struggling with substance use have a warm handoff with service providers to connect them to treatment. Discussion had on the feasibility of having/implementing a Response Unit here in St. Croix County. Discussion also had on the KNow Meth campaign, this program is more for awareness, but may be something to consider as part of early intervention/prevention. Kristin and Kelli will reach out to the Northwoods Coalition for more information on this as locally they are the provider of this training. Questions and discussion regarding the availability and use of various medications for withdrawal of both Meth and Opioids, especially for those coming out of incarceration, and if this is something for this group to consider looking into for St. Croix County. If others attend summits or informational sessions please bring information back to this subcommittee. RESULT: DISCUSSED 3. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan-Mapping of St. Croix County Substance Abuses Services and Programming Kelli Engen shared that she and Kristin have met, as well as she has reached out to Kevin Hamlin, Crime Data Analyst, from the Sheriff's Department. Kelli shared that Kevin will be instrumental in where this subcommittee goes in the future, but would need to give him a specific focus for this group to best benefit from his work. Kelli and Kristin shared some of their discussion on areas of focus for mapping. Initially the focus seemed to be prevention, early intervention and education, and treatment and recovery. After further discussion it didn't seem that treatment and recovery is an area for this group to spend time focusing on as there is much out there already on these services. They determined that prevention seemed a better area of focus as there are currently limited resources on this, but they are looking for feedback as to where does this group would like to focus. The resource that the New Richmond school shared was great, though seemed more mental health focused. Also this was just one school and there are potentially many other efforts going on across the county. The group thinks getting some collaboration among the various school districts to address the issues that they are all seeing is important, as well as getting a similar prevention effort out there to all school districts. Other thoughts are to check on utilizing school counselors as well as physical education teachers to get this message out. Focus on the children at a younger age as well as educating the parents seems valuable. Involving community partners in this effort, in the future, make sense as well. Consensus from the group is to focus on mapping what's currently out there regarding the prevention and early intervention of abuse of all substances by doing outreach to school counselors, hospitals, and other community organizations. RESULT: DISCUSSED 4. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan-Sheriff’s Office and Health and Human Services Data Tracking Report Children Services Supervisor Julie Krings shared that within the St. Croix County Child Protection Services (CPS) program they will begin manually tracking referrals for specific substance use starting January 1, 2019. In the state system, Ewisacwis, they still just list substance use, not the specific drug. Julie will continue to work with those at the state level to make the changes there as it seems this would be valuable information for all counties across the state. Sheriff Knudson informed the group that making the change within their Record Management System (RMS), which includes 9 agencies, isn't quite as easy. Initially it may be entered as one type of arrest or one drug type but with further investigation be another or more than one. The St. Croix County Sheriff's office is working to improve their coding to be drug specific and Sheriff Knudson will continue to work with all the Chief's from local departments on improving the coding and how it is entered in RMS. Other areas to consider for data collection were discussed such as St. Croix County (SCC) Behavioral Health/AODA Programs, SCC Juvenile Justice, Hospitals, Medical Examiner's office and potentially schools. RESULT: DISCUSSED 5. Community Justice Collaborating Council Substance Abuse Subcommittee Work Plan-Service Recipient System Feedback Kimberly Kitzberger, Alicia Duven and Phillip Galli reported on the work they have done so far. They hope to bring a draft of a survey to the next meeting. Initially the questions will be regarding the consumers history and the risk factors during recovery, with the hope of this leading to some ideas on prevention efforts. Discussion on who this survey will be distributed to, and how to get good data and buy in. The plan is to keep this to St. Croix County residents. This area of focus will be discussed further to decide if Service Recipient Voice or System Feedback is a better description. RESULT: DISCUSSED 6. Substance Abuse Prevention, Education, and Early Intervention Resources This agenda item is to assist this subcommittee to discuss and inventory potential resources that may be beneficial as a work plan is developed around prevention and early intervention. Some that were listed are: The Department of Public Instruction, The Department of Health Services State Council of Alcohol and Other Drug Abuse, Turning Point, The Northwoods Coalition, The Family Resource Center, Early Headstart, Birth to 3 Programs, Top Secret Program, Hospitals, Medical Examiner, University of Wisconsin Extension, The Free Clinic, Child Abuse and Neglect Coalition grant and homeless shelters. If any Subcommittee members think of additional resources or potential official members please let Chair Johnson know. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS No requests. Agenda items 3,4, & 5 will be recurring agenda items. ANNOUNCEMENTS & CORRESPONDENCE Sheriff Knudson shared that calendar contest ceremony took place yesterday and that they had over 1000 submissions.
