APPROVAL OF MINUTES
1. Community Engagement Subcommittee of the Community Justice Collaborating
Council – Regular Meeting – March 29, 2017 12:00 PM
Minutes of March 29,2017 were accepted as presented.

BUSINESS ITEMS
1. Review Subcommittee Membership
Mike O'Keefe, CJCC Coordinator, states that Kate Avoles is requesting to be removed
from this Subcommittee due to other commitments with the CJCC. Ms. Avoles has
assumed the duties of CJCC Vice Chair effective January 2019.
RESULT: DISCUSSED
2. Review Subcommittee Goals and Objectives
Mike O'Keefe, CJCC Coordinator states that Judge Needham, Chair, CJCC, has instructed
each subcommittee to meet and review their goals and objectives. He states that
Juvenile Justice (Young Justice) was a goal for this subcommittee. Michelle Leccia
discussed changes at Lincoln Hills and Copper Lake over the past couple of years and the
County Board has approved the use of the 180 Program in Eau Claire. Discussion was
held on the potential for St. Croix County (SCC) to be involved in a grant for a Court
Appointed Special Advocates (CASA) Program. Susan Capparelli said she has some
background knowledge of this type of program and would be in full support of it.
Michelle Leccia states Barron County has a possible pilot CASA program and she will
check with their supervisors. Judge Waterman explained what a CASA volunteer would
do and what would be their role in the process. He also suggested setting up a
presentation for this subcommittee to answer all of their questions and or concerns.
Judge Waterman will follow up with the State of WI CASA staff so we can get a date for a
presentation. Pam Bellrichard would like to see if there is a need for a program like this
based upon available data.
RESULT: DISCUSSED
3. Subcommittee Meeting Schedule Review
Mike O'Keefe, CJCC Coordinator, states he will work with the Judges schedule to see if
we could hold a noon CASA presentation in the near future to address concerns and
questions of this subcommittee. This could take the place of a regular meeting and we
could open it up to other interested stakeholders.
