COUNCIL ON AGING AND DISABILTIES MEETING
December 18, 2008
St. Croix County Government Center
CALL TO ORDER: Councilmember Nelson called the meeting to order at 9:00 a.m. Pledge of
Allegiance was said.
ROLL CALL: Supervisors: Sharon Norton-Bauman, Al Schrank, Esther Wentz, Gerald Peterson;
Councilmembers: Ramsey Lee, Lois Burri, Kristen Johnson, Vera Grant, Michelle Chevalier,
Virginia Jacobson and Sue Nelson. Also present were: Community Outreach Coordinator Tracy
Davis; Administrative Assistant Renea Aeschliman; Caregiver Support Coordinator Nancy
Abrahamson; Health and Human Services Director Fred Johnson; Brad Beckman ADRC Manager;
County Administrator Chuck Whiting; Representative for Western Wisconsin Medical Association
Mike Stein and Norm Matzek.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes with revision was made
by Councilmember Grant and seconded by Supervisor Wentz; motion carried.
DATE OF NEXT MEETING: Thursday, Jan. 15th in the County Board Room of the Government
Center.
1. Vote on the Council on Aging and Disabilities By-Laws Draft 2nd reading:
A motion to accept the by-laws as presented at the November 20th meeting was made by
Councilmember Jacobson and seconded by Supervisor Peterson; motion carried. The by-laws
for the Council on Aging and Disabilities are now official.
2. Aging Updates:
• A list of the current Interfaith Volunteer requests was given to the Council.
• Caregiver Support Coordinator Nancy Abrahamson informed the Council that new members
are needed for the DayAway Club in Woodville. That location for the Adult Day Respite
program has been closed for sometime. In order for it to open at least two members must be
enrolled. The current DayAway Manager has accepted the Nutrition Program Manager
position in Baldwin.
• Meg Heaton, Hudson Star Observer, was awarded the State Journalism Award from the
Wisconsin Association of Aging Directors and the Association of Area Agencies. The award
was presented to Ms. Heaton by Beckman and Caregiver Support Coordinator Nancy
Abrahamson and will be highlighted in the upcoming issue of the Hudson Star Observer. An
article by Ms. Heaton will also be written about the ADRC and the staff.
• Transportation requests to use the ADRC vans for out of county trips were presented by
Community Service Coordinator Davis.
o Glenwood City Senior Center – Como Park Conservatory – January or February
o Hudson Senior Center – Cookie Factory, River Falls – January 26th
A motion to accept the transportation requests was made by Supervisor Schrank and seconded
by Supervisor Wentz; motion carried.

• Community Service Coordinator Davis informed the Council that in the past there has been
an advisory committee to oversee the functions of the transportation program and assist in
policy setting. The Transportation Committee is also part of COAD by-laws. She stated that
there are two members already, Supervisor Schrank and Councilmember Lee, however there
needs to be a third. She asked if there was anyone else that would be willing to be part of the
advisory committee that would meet on a quarterly basis after the COAD meetings.
Councilmember Grant volunteered. The Transportation Advisory Committee consists of
Supervisor Schrank and Councilmembers Lee & Grant.
• The Preventative/Nutrition Program Coordinator position has been filled. Former Roberts
Nutrition Program Manager Randi Hanson has accepted the position and will begin January 5th.
She will be working with the Nutrition Sites on menus, training, and fielding all concerns
regarding meals at the nutrition sites, staffing concerns and to oversee the Nutrition Advisory
Committee. She will also look at preventative programming for participants. The position is
19 hours a week.
• There currently is an opening for the Hammond and Roberts Nutrition Program Managers.
Since the nutrition sites are open on opposite days of the week, the positions will be combined
and there will be one Nutrition Program Manager overseeing both sites. The posting will be
done through Human Resources next week. Hopefully someone will be on board by the end of
January.
• Secret Santa program has wrapped up for 2008. This year 102 bags were distributed to
individuals throughout St. Croix County. As a result of combining the ADRC Secret Santa
program with Love Bags program through Five Loaves, individuals under the age of 60 also
received a bag. Quilts were donated by a variety of St. Croix County churches. Residents of St.
Croix County donated items to help fill the bags. Three individuals that wish to remain
anonymous did a wonderful job sorting and distributing the items and quilts. Volunteers were
also recruited to deliver the bags. An article will be submitted and printed in the Hudson Star
Observer.
• A flyer for the upcoming Health & Wellness Expo was given to the Council. The event will
be held on Saturday, March 28, 2009 at WITC in New Richmond from 9:00 a.m. – 1:00 p.m.
Information will be sent to prospective vendors in the coming weeks. The Expo will feature
clinics, hospitals, nursing homes, home health agencies and other providers. There will also be
blood pressure screens, diabetic information, cholesterol checks, and other screenings. The
Expo will be open to individuals of any age. Transportation to and from the Expo will be
provided. More information will follow.
• Aging Unit Plan for 2009: The Aging Unit Plan is a requirement of the state of Wisconsin
which is submitted to Area Agency on Aging. The Plan for the Aging Unit lays out goals and
the actions needed to achieve those goals. Amendments pertaining to transportation,
emergency procedures for staff, and vehicle/fleet information were requested for 2009. In
2010 a new Aging Unit Plan will need to be done. Copies of the Aging Unit Plan for 2009 are
available at the ADRC. Council Chair Nelson signed the amendments and Beckman will mail
the Plan to AgeAdvantAge, Inc for approval.

3. ADRC updates:
• Strategic Plan: Beckman informed the Council that he and the staff members have been
working on the Strategic Plan for the ADRC. The Strategic Plan focuses on the agency
mission, goals and actions to achieve those goals. All Health and Human Services
Departments are required to have a Strategic Plan in place and Beckman will work with Pete
Kling, UW Extension Department, on the Strategic Plan for the ADRC to finalize for 2009.
• Update on ADRC office expansion: Johnson and Beckman received the quote from Corporate
Express and Building Services in the amount of $78,000. In the 2008 ADRC budget the state
contract allocated a one time expenditure of $35,000 designated for office expansion. The
difference was budgeted in the 2009 ADRC budget. It will take 8 to 9 weeks for the equipment
to arrive and remodeling will begin at that time. There have been discussion on where the
office staff will be relocated during the remodeling process. Options discussed are: using half
of the lower level community room; using room 1216 conference room located near the
ADRC, utilizing the HHS satellite office or moving some of the staff to Health and Human
Services in New Richmond. The remodel is slated to take 2 to 3 weeks, but no date has been
set as to when it will actually take place.
• Client transition update: Council members were given stats as to the number of individuals
who have been transitioned from the waiver program to Community Health Partnership or the
state self-directive program IRIS as of November 1st. St. Croix County has the highest number
of individuals choosing IRIS. Beckman stated that current clients are being transitioned as well
as those who have been on the waiting list. Additional individuals have been placed on the
waiting list, after two years there will be no waiting list in St. Croix County.
4. Mike Stein, Western Wisconsin Medical Association:
Johnson introduced Mike Stein from the Western Wisconsin Medical Association which
oversees Hudson Physicians, New Richmond Clinic, and the River Falls Clinic. At this time, the
WWMA has decided not to contract with Community Health Partnership under the Partnership
Plan. A question was raised as to whether the decision not to contract is financial or not. Stein
stated yes and no. The contract from CHP presented is based on Medical Assistance reimbursement
rates, which is currently accepted. However, there will be more reporting responsibilities added
onto the clinic staff with no added benefit under the Partnership option. Johnson pointed out that
there are two options under the Community Health Partnership – Partnership and Family Care.
Under the Partnership Plan individuals need to receive medical care from providers within the CHP
network. If an individual is under the Family Care plan, they can receive medical care using their
Forward Card at the clinic of their choice. Individuals on the current waiver program and the wait
list are given information as to options and which clinics accept the Partnership option of CHP.
Stein indicated that the clinics he represents will continue to serve consumers that have Wisconsin
Medical Assistance who chose the Family Care benefit option. Discussion followed as to whether
advocacy should be done at a local level or state level to deal with the Medical Assistance
reimbursement rate.
5. Linda Fike, Community Health Partnership: Linda Fike was not able to make the meeting,
but will be present at the January meeting.

6. Correspondence: No correspondence received.
7. Possible Agenda Items for next meeting:
Community Health Partnership update; ADRC Training Kit – adaptive equipment; Councilmember
Michelle Chevalier – early retirement experience with Social Security; Project Lifesaver; ADRC
newsletter changes.
A motion to adjourn was made by Supervisor Wentz and seconded by Councilmember Grant;
motion carried.
