COUNCIL ON AGING AND DISABILTIES MEETING
October 16, 2008
St. Croix County Government Center
CALL TO ORDER: Councilmember Nelson called the meeting to order at 9:00 a.m. Pledge of
Allegiance was said.
ROLL CALL: Supervisors: Sharon Norton-Bauman, Al Schrank, Esther Wentz, Gerald Peterson;
Councilmembers: Ramsey Lee, Lois Burri, Kristen Johnson, Vera Grant, Michelle Chevalier,
Virginia Jacobson and Sue Nelson. Also present were: Community Outreach Coordinator Tracy
Davis; Administrative Assistant Renea Aeschliman; Information and Assistant Specialists Cia
Westphal, Denise Gillen, and Kelly Weber; Health and Human Services Director Fred Johnson;
Brad Beckman ADRC Manager.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes was made by Supervisor
Wentz and seconded by Supervisor Schrank; motion carried.

DATE OF NEXT MEETING: Thursday, Nov. 20th in the County Board Room of the Government
Center.
1. Council on Aging and Disabilities By-Laws Draft:
Manager Beckman stated the By-laws are still in draft form. The Council on Aging and
Disability member term limits still need to be set. The Supervisors will follow the term limits
set in the County Board by-laws. Beckman, Chairperson Nelson, and Vice Chair Wentz need to
meet to decide how to stagger the other members of the Council so as not to have a complete
turnover of the Council at one time.
2. Aging Updates:
• Caregiver Conference is scheduled for Saturday, October 18th in New Richmond at the WITC
Campus. Brochures were handed out to the Council members and Abrahamson informed the
members that registration is still available at the door.
• A list of the current Interfaith Volunteer requests was given to the Council. There is still need
in the Baldwin/Woodville area along with the New Richmond/Somerset area for driving. In
the River Falls area there is a need for light housekeeping. Caregiver Support Coordinator
Abrahamson informed the Council the school district of Prescott would like to pair up some of
the students in the life skills class with seniors seeking assistance or friendly visitor. The
program will be similar to the current program set up with the Somerset school district.
• Transportation requests to use the ADRC vans for out of county trips were presented by
Community Service Coordinator Davis.
o Somerset Senior Center – Apple Orchard trip in Washington County – Oct. 31st
o Somerset Senior Center. – Stillwater – November 14th
o New Richmond Sr. Center – Apple Orchard trip in Pierce County – Oct. 22nd
A motion to accept the transportation requests was made by Councilmember Lee and seconded
by Councilmember Grant; motion carried.
Community Service Coordinator Davis informed the Council the Public Hearing for the 85.21

Grant will be on November 13th at the Baldwin Senior Center at 1:00 p.m. The 85.21 grant
funds the Transportation program through the Aging and Disability Resource Center. She
stated she will provide the Council with a transportation report at the November meeting
detailing the Open Hearing and the van inspections that will be on November 7th.
• Community Service Coordinator Davis informed the Council that the 5th Annual Monster
Mash Bash will be held on Friday, Oct. 24th from 1:00 p.m. – 3:00 p.m. The menu for the event
will be chili, cheese, and crackers. The local senior centers and the Senior Center Board
Coalition along with the Aging and Disability Resource Center are hosting the event. There
will be a free will donation at the door to benefit the Congregate Nutrition Program.
Entertainment will be Roger Heutmaker and the Hunyucks.
• Woodville Senior Center held their annual Salad Luncheon on September 26th and raised over
$350.00 for the Woodville Senior Center.
• Baldwin Senior Center held their 3rd Annual Dinner/Dance fundraiser on October 2nd and
raised over $700.00 for the Baldwin Senior Center.
• Glenwood City Senior Center will hold their annual Soup & Salad Luncheon on November
7th. All proceeds will benefit the activities of the Glenwood City Senior Center.
• The Somerset Nutrition Program Manager position has been filled by Cheryl Moilanen. The
Baldwin Nutrition Program Manager position is currently open and applications are being
accepted.
• Starting November 3rd the Roberts and Hammond Nutrition Sites will be receiving their
meals from the Woodville Senior Center. Meetings have been held with the Woodville
Nutrition Site staff and there will be upcoming meetings with the Roberts and Hammond
Nutrition Site staff including the drivers to discuss the upcoming changes.
3. ADRC updates:
• Policies & Procedures for ADRC – drafts: Drafts of the ADRC policies and procedures have
been approved by the state and will be presented to the Council on Aging and Disabilities next
month.
• Update on ADRC office expansion: Johnson informed the Council that he, Art Tobin and Brad
will meet with Corporate Express on November 10th. At that time, there will be discussion on
what needs to be ordered and when the remodeling will begin. In 2008, $39,000 will be spent
on equipment and remodeling needs. Lead time for the project is 8 weeks to order everything
with a 2 week turn time.
• Staff training – IRIS Self-directive training: All the ADRC staff received training in River
Falls on the IRIS program. Currently, St. Croix County has the most individuals enrolled in the
IRIS program. IRIS allows individuals to determine how they want to spend their monthly
allocation.
• October ADRC State Conference – wrap up: The Information & Assistance Specialists,
Disability Benefit Specialist, Elderly Benefit Specialist, and Manager attended the ADRC State
Conference October 13th – 15th in Appleton. Beckman stated there were over 600 people that
attended the conference. There were a variety of sessions to attend and lots of networking.

• Staff roles in the ADRC – Information & Assistance Specialists overview: Kelly Weber,
Denise Gillen, and Cia Westphal presented information on what an Information & Assistance
Specialist is and what role they play in an ADRC. A handout was given to the Council
members. An Information & Assistance Specialist provides information on resources, assist
people with planning for long-term and short-term care needs, assist with the enrollment
process for those individuals that have been on the waiting list, option counseling for
individuals, completing the COP assessment for individuals seeking services, assisting
individuals looking to switch programs, and provide outreach. The screening tool that the
Information & Assistance Specialists utilize was shown to the Council as an overview. The
screening tool can be found at http://dhs.wisconsin.gov/LTCare/FunctionalScreen for those
interested. Individuals seeking to receive assistance through the care management program or
IRIS, will receive a screen to see if they qualify for services and are then put on a waitlist.
While individuals on the waitlist, other services are reviewed and offered to them. Individuals
currently on the waiting list are receiving options counseling and being moved off the list.
4. Budgets for 2009:
Johnson informed the Council there were no cuts made to either the ADRC or Aging budgets
other than the decrease in Health Insurance costs. Currently the Preventative/Nutrition Program
Coordinator position is still in the budget. That position will assist in the oversight of the Senior
Nutrition Program, staff issues and menus. The formation of the position will allow for Beckman to
focus more on the ADRC and adult protection.
5. Funding Sources for Aging Services: Handouts were given to the Council members regarding
the funding source for the programs.
6. CWAG District 6 meeting wrap up: Supervisor Schrank along with Manager Beckman
attended the District 6 meeting in Menomonie. He mentioned that he learned a lot. Representatives
from throughout the state discussed Medicare, SeniorCare and other aging concerns.
7. Complaint and Grievance issues: Beckman informed the Council that on a quarterly basis
complaint and grievance issues will be presented to the Council for review.
8. Correspondence: Veterans Supermarket of Benefits will be offered on Friday, October 24 and
Saturday, Oct. 25th.
The Benefit Specialist program received over $9000 to assist in paying for the individual filling in
during Liza’s maternity leave.
Council members were given a handout on the new poverty guidelines.
