Comm 83.54(1). • Comm 83.52(2) - A POWTS that is not maintained in accordance with the approved management plan or as required under s. Comm 83.54(4) shall be considered a human health hazard. In the event this soil absorption system or any of its component parts malfunctions so as to create a health hazard, the property owner must follow the contingency plan as described in the approved plans. • The owner is responsible for submitting a maintenance verification report per Comm 83.55, that is acceptable to the county for maintenance tracking purposes. Reports shall be submitted at intervals appropriate for the component(s) utilized in the POWTS. Mound System Management Plan Page Z of Pursuant to Comm 83.54, Wis. Adm. Code Septic Tank The septic tank shall be maintained by an individual certified to service septic tanks under s. 281.48, Slats. The contents of the septic tank shall be disposed of in accordance with NR 113, Wis. Adm. Code. The operating condition of the septic tank and outlet filter shall be assessed at least once every 3 years by inspection. The outlet filter shall be cleaned as necessary to ensure proper operation. The filter cartridge should not be removed unless provisions are made to retain solids in the tank that may slough off the filter when removed from its enclosure. If the filter is equipped with an alarm, the filter shall be serviced if the alarm is activated continuously. Intermittent filter alarms may indicate surge flows or an impending continuous alarm. The septic tank shall have its contents removed when the volume of sludge and scum in the tank exceeds 1/3 the liquid volume of the tank If the contents of the tank are not removed at the time of a triennial assessment, maintenance personnel shall advise the owner of when the next service needs to be performed to maintain less than maximum scum and sludge accumulation in the tank. The addition of biological or chemical additives to enhance septic tank performance is generally not required. However, if such products are used they shall be approved for septic tank use by the Department of Commerce, Safety and Buildings Division. Pump Tank The pump (dosing) tank shall be inspected at least once every 3 years. All switches, alarms, and pumps shall be tested to verify proper operation. If an effluent filter is installed within the tank it shall be inspected and serviced as necessary. Mound and Pressure Distribution System No trees or shrubs should be planted on the mound. Plantings may be made around the mound's perimeter, and the mound shall be seeded and mulched as necessary to prevent erosion and to provide some protection from frost penetration. Traffic (other than for vegetative maintenance) on the mound is not recommended since. soil compaction may hinder aeration of the infiltrative surface within the mound and snow compaction in the winter will promote frost penetration. Cold weather installations (October - February) dictate that the mound be heavily mulched for frost protection. Influent quality into the mound system may not exceed 220 mg /L BOD5, 150 mg /L TSS, and 30 mg /L FOG. Influent flow may not exceed maximum design flow specified in the permit for this installation. The pressure distribution system is provided with a flushing point at the end of each lateral, and it is recommended that each lateral be flushed of accumulated solids at least once every 18 months. When a pressure test is performed it should be compared to the initial test when the system was installed to determine if orifice clogging has occurred and if orifice cleaning is required to maintain equal distribution within the dispersal cell. Observation pipes within the dispersal cell shall be checked for effluent ponding. Ponding levels shall be reported to the owner, and any levels above 4 inches considered as an impending hydraulic failure requiring additional, more frequent monitoring. General This system shall be operated in accordance with Comm 82 -84 Wis. Adm. Code, and shall maintained in accordance with its' component manual - and local or state rules pertaining to system maintenance and maintenance reporting. Sikh No one should ever enter a septic or pump tank since dangerous gases may be present that could cause death. Septic and pump tank abandonment shall be in accordance with Comm 83.33, Wis. Adm. Code when the tanks are no longer used as POWTS components. Septic or pump tank manhole risers, access risers and covers should be inspected for water tightness and soundness. Access openings used for service and assessment shall be sealed watertight upon the completion of service. Any opening deemed unsound, defective, or subject to failure must be replaced. Exposed access openings greater than 8- inches in diameter shall be secured by an effective locking device to prevent accidental or unauthorized entry into a tank or component. Continaencv Plan If the septic tank or any of its components become defective the tank or component shall be repaired or replaced to keep the system in proper operating condition. If the dosing tank, pump, pump controls, alarm or related wiring becomes defective the defective component shall be immediately repaired or replaced with a component of the same or equal performance. If the mound component fails to accept wastewater or begins to discharge wastewater to the ground surface, it will be repaired or replaced in its' present location by increasing basal area if toe leakage occurs or by removing biologically clogged adsorption and dispersal media, and related piping, and replacing said components as deemed necessary to bring the system into proper operating condition. Dear Mr. Schaefer: Pursuant to our telephone conversation on January 28th, the Zoning Dept. requires an on -site soil determination in conjunction with Leroy Jansky, POWTS Wastewater Specialist for the parcel listed below. NE1/4, SE1 /4 Sec. 15, T28N, R15W (Parcel #004-1035 -70 -000) 40 acre parcel south of County Rd. N on 310"' Street aka Wilson Road Two soil evaluation reports have been submitted to the zoning office for this parcel. Tom Gustum, CST# 227618, tested an area approximately 10 ft. west of 310"' St. (Wilson Road) at a point somewhere between County Rd. N and 30 Ave. (report dated 8/2/00). The three borings indicated mottles within 6 inches of the A horizon, with the test holes extending to a depth of 24 ". In this location, the 6" Rule may apply and a mound with 30 inches of sand fill might be feasible. As discussed in my previous letter (1/17/03), your findings at a site farther west on the parcel indicated redox features immediately below the A horizon in 2 test holes and at 4 inches below the A horizon in the third test hole. After reviewing both reports, Mr. Jansky agreed that an on -site investigation would be necessary in order to determine whether an A +O or A +4 condition exists and /or another location would provide more unsaturated soil at the infiltrative surface. Without conducting an on -site determination, no assurance can be given to either the owner or potential buyers that a mound system design will be approved by the state. Comm 85.60 (2) & (3) addresses situations where the CST has conclusive data that demonstrates redox features observed are a result of conditions other than periodic soil saturation. Since one of your borings ( #2) encountered ground water at 37 ", the effort to perform a soil saturation determination or interpretive determination would still require a department site visit to determine the accuracy of data submitted. The urgency of the pending sale not withstanding, this type of soil investigation must be done after the surface soils have thawed sufficiently to allow an accurate evaluation. Frost penetration, due to lack of Schaefer — Page 2 insulating snow cover, likely extends into the zones of saturation and would interfere with any attempt at a soil evaluation right now. Builders Page 5 of 9 Mound System Management Plan Pursuant to Comm 83.54, Wis. Adm. Code General This system shall be operated in accordance with Comm 82-84 Wis. Adm. Code, and shall maintained in accordance with its' component manuals [SBD- 10691 -P (N.01/01) and SSWMP Publication 9.6 (01/81)] and local or state rules pertaining to system maintenance and maintenance reporting. No one should ever enter a septic or pump tank since dangerous gases may be present that could cause death. Septic and pump tank abandonment shall be in accordance with Comm 83.33, Wis. Adm. Code when the tanks are no longer used as POWiS components. Septic or pump tank manhole risers, access risers and covers should be inspected for water tightness and soundness. Access openings used for service and assessment shall be sealed watertight upon the completion of service. Any opening deemed unsound, defective, or subject to failure must be replaced. Exposed access openings greater than 84nches in diameter shall be secured by an effective locking device to prevent accidental or unauthorized entry into a tank or component. Septic Tank The septic tank shall be maintained by an individual certified to service septic tanks under s. 281.48, Slats. The contents of the septic tank shall be disposed of in accordance with NR 113, Wis. Adm. Code. The operating condition of the septic tank and outlet filter shall be assessed at least once every 3 years by inspection. Th outlet fl shall be cleaned as necessary to ensure proper operation The filter cartridge should not be removed unless provisions are made to retain solids in the tank that may slough off the filter when removed from its enclosure. If the fitter is equipped with an alarm, the filer shall be serviced if the alarm is activated continuously. Intermittent filter alarms may indicate surge flows or an impending continuous alarm. The septic tank shall have its contents removed when the volume of sludge and scum in the tank exceeds 1/3 the liquid volume of the tank. If the contents of the tank are not removed at the time of a triennial assessment, maintenance personnel shall advise the owner of when the next service needs to be performed to maintain less than maximu ► scum and sludge accurnutation in the tank The addition of biological or chemical additives to enhance septic tank performance is generaly not required. However, if such products are used they shall be approved for septic tank use by the Department of Commerce. Pump Tank The pump (dosing) tank shall be inspected at least once every 3 years. All switches, alarms, and pumps shall be tested to verify proper operation. If an effluent filter is installed within the tank it shall be inspected and serviced as necessary_ Mound and Pressure Distribution Sustain No trees or shrubs should be planted on the mound. Plantings may be made around the mound's peri meter, and the mound shall be seeded and mulched as necessary to prevent erasion and to provide some protection from frost penetration_ Traffic (other than for vegetative maintenance) on the mound is not recommended since soil compaction may hinder aeration of the infiltrative surface within the mound and snow compaction in the winter will promote frost penetration. Cold weather installations (October - February) dictate that the mound be heavily mulched as protection from freezing. Influent quality into the mound system may not emeed 220 mg1L SOD 150 mg1L TSS, and 30 mg1L FOG for septic tank effluent or 30 mg1L BOD 30 mg1L TSS, 10 mg1L FOG, and 10 cfu/100 mL for highly treated effluent Influent flow may not exceed maximum design flow specified in the permit for this ustallaticn. The pressure distribution system is provided with a flushing point at the end of each lateral, and it is recommended that each lateral be flushed of accumulated solids at least once every 18 months. When a pressure test is performed it should be compared to the initial test when the system was installed to determine if once clogging has occurred and if orifice cleaning is required to maintain equal distribution within the dispersal cell. Observation pipes within the dispersal cell shall be checked for effluent ponding. Pording levels shall be reported to the owner, and any levels above 6 inches considered as an impending hydraulic failure requiring additional, more frequent monitoing. Conrtinuencv Plan If the septic tank or any of its components become defective the tank or component shall be repaired or replaced to keep the system in proper operating condition. N the dosing tank, pump, pump controls, alarm or related wiring becomes defective the defective component(s) shall be immediately repaired or replaced with a component of the same or equal performance. If the mound component fails to accept washwrdter or begins to discharge wastewater to the ground surface, it will be repaired or replaced in its' present location by increasing basal area if toe leakage occurs or by removing biologically clogged absorption and dispersal media, and related piping, and replacing said components as deemed necessary to bring the system into proper operating condition. Dear Mr. Schaefer: Pursuant to our telephone conversation on January 16th, my review of the submitted soil reports for Mr. Hubinette indicated the need for additional data before the reports will be accepted by our department. The following items must be addressed: Site 1- 15.28.15.239 40 acre parcel south of County Rd N on 310 Street Two of the test pits ( #1 & #2) indicated redoximorphic features immediately below the A horizon, which is considered an "A +0" condition (Redox features or mottles are interpreted as zones of seasonal soil saturation). This is not acceptable for installation of a sewage disposal system and St. Croix County Sanitary Code 15.04(3)(a)3 states "Holding tanks are prohibited on new construction." (See enclosure) Wisconsin Admin. Code Comm 85.30(2)(b) requires that the highest elevation of seasonal saturation shall be the ground surface where redoximorphic features are present within 4 inches of the bottom of the A horizon. Because the profile description for Test pit #3 provides the minimum 4 inches below A horizon, further investigation may be worthwhile to find a mound site on this property. Per Comm 85.30(5) you are entitled to request a determination by either the zoning office or a wastewater specialist (Leroy) regarding the soil saturation conditions on Site #1. Site 2 —15.28.15.230 Lot 1 on proposed Certified Survey Map (CSM), north of County Rd N on 310 St 1. All three test pits have horizon profile descriptions that indicate depth to mottles at >36" from the ground surface in sandy textured soil. Wisconsin Admin. Code Comm 83.44(3) Table 3 requires a minimum depth of unsaturated soil for treatment purposes in sand at 36" below the treatment system. This would allow the option to install either an at -grade system or mound system based on the data provided. The contour elevations and tested area as shown on the site plan, will require careful planning for the system to be located along a selected contour and maintain adequate distance from the property line to comply with setbacks required in Comm 83.43 -1. 2. Depending on the reason mottles were observed in the fourth horizons, additional test pits to a depth 4 feet below the mottles may be worth considering to determine if an in- ground system is Schaefer — Page 2 possible on this site. According to the soil survey map, the area tested may be in Arland silt loams, which typically are underlain by weathered sandstone bedrock. The sands encountered may be mottled due to the more resistant material below, but it may not be evident until the backhoe can dig a couple feet deeper. The property owner should be made aware that the additional soil evaluations may only confirm the need for the previously recommended systems, but the information may also provide some flexibility in the size and orientation of whichever system can be installed. 3. The site plan for Lot 1 report was not accurately scaled based on dimensions of the CSM. It needs to reflect the 194' frontage and the relative location of the tested area to the proposed house. 4. The report form stated the number of bedrooms used to calculate design flow as 4; the site plan "proposed house" showed 3 BDR — this needs to be consistent to avoid confusion by potential system designers or installers. 5. The soil descriptions for horizon 4 are incorrect for sands — if you have single grain (sg) listed under Structure, use a 0 for structureless grade and use the modifier referring to size under Texture (as in "fl.", "med. ", "co." using the USDA system). Also, consistence of sands should describe whether moist or dry and if any particle adhesion or cohesion is observed. The Dept. of Commerce Soil & Site Evaluation Handbook and the Field Book for Describing and Sampling Soils Version 1.1, (available through WOWRA) are handy references that I use when checking correct nomenclature.
