,",NT Y ORDINANCE CREATING CHAPTER 69 - ANIMAL -DRAWN
VEHICLES - OF THE ST. CROIX COUNTY CODE OF ORDINANCES
1 WHEREAS, St. Croix County has a growing community that uses animal -drawn
2 vehicles for transportation needs; and

4 WHEREAS, St. Croix County highways are being damaged by the wheels on the
5 animal -drawn vehicles and cleated animal shoes; and
6
WHEREAS, fixing county roads due to damage caused by cleated animal shoes is costly
to St. Croix County and taxpayers; and
10 WHEREAS, animals, specifically horses, drop manure on St. Croix County highways
11 creating road hazards for all drivers causing a public nuisance and offensive odors; and
12
13 WHEREAS, it is in the best interest of St. Croix County to protect county highways for
14 all constituents of St. Croix County to utilize safely; and
15
16 WHEREAS, Wis. Stat. § 83.01(7)(a) provides the county highway commissioner with
17 the authority and responsibility for the maintenance of all highways maintained by the county;
18 and
19
20 WHEREAS, the St. Croix County Transportation Community has reviewed the proposed
21 Chapter 69 and recommends the St. Croix County Board of Supervisors enact Chapter 69 -
22 Animal -Drawn Vehicles - of the St. Croix County Code of Ordinances.

24 NOW, THEREFORE, BE IT ORDAINED by the St. Croix County Board of
25 Supervisors that Chapter 69 - Animal -Drawn Vehicles - of the St. Croix County Code of
26 Ordinances is hereby enacted as attached hereto.

28 BE IT FURTHER ORDAINED that the St. Croix County Highway Commissioner is
29 directed to forward Chapter 69 to the governmental units and agencies throughout St. Croix
30 County.

32 BE IT FURTHER ORDAINED that Chapter 69 - Animal -Drawn Vehicles - of the St.
33 Croix County Code of Ordinances shall be published by the County Clerk, pursuant to Wis. Stat.
34 § 59.14, and will become effective upon publication.
