Ordinance No. 954 (2025)
ORDINANCE CREATING CHAPTER 68 - HIGHWAY
COMMISSIONER CONTRACT AUTHORITY - OF THE ST. CROIX
COUNTY CODE OF ORDINANCES
1 WHEREAS, Wis. Stat. § 83.01(7)(a) provides the county highway commissioner with
2 the authority and responsibility for the maintenance of all highways maintained by the county;
3 and

5 WHEREAS, the St. Croix County Highway Commissioner, pursuant to Wis. Stat. §§
6 83.015 and 83.035, has the authority to enter into contracts with cities, villages, and towns within
7 the county borders to enable the Highway Department to construct and maintain streets and
8 highways in such municipalities; and

10 WHEREAS, currently St. Croix County does not have an ordinance that incorporates
11 Wis. Stat. §§ 83.015 and 83.035 related to the authority of the St. Croix County Highway
12 Commissioner to enter into contracts; and

14 WHEREAS, the St. Croix County Transportation Community has reviewed the proposed
15 Chapter 68 and recommends the St. Croix County Board of Supervisors enact Chapter 68 -
16 Highway Commissioner Contract Authority - of the St. Croix County Code of Ordinances.

18 NOW, THEREFORE, BE IT ORDAINED by the St. Croix County Board of
19 Supervisors that Chapter 68 - Highway Commissioner Contract Authority - of the St. Croix
20 County Code of Ordinances is hereby enacted as attached hereto.

22 BE IT FURTHER ORDAINED that the St. Croix County Highway Commissioner is
23 directed to forward Chapter 68 to the governmental units and agencies throughout St. Croix
24 County.

26 BE IT FURTHER ORDAINED that Chapter 68 - Highway Commissioner Contract
27 Authority - of the St. Croix County Code of Ordinances shall be published by the County Clerk,
28 pursuant to Wis. Stat. § 59.14, and will become effective upon publication.
