January 9, 2012
Official Minutes
MEMBERS PRESENT: Roger Larson, Karen Meyer, Steve Hermsen and Robert Shearer Joe
Hurtgen. ABSENVEXCUSED: Fred Horne and one vacancy.
STAFF PRESENT: County Administrator Pat Thompson, Emergency Support Services Director
Casey Swetlik, Emergency Coordinator Terry Anderson, Medical Examiner Patty Schachtner and
Recording Secretary Amy Geurkink.
OTHERS PRESENT: None.
Meeting called to order at 8:00am by Chair Larson. Motion by Hermsen, 2nd by Shearer to approve the
minutes of the December 12, 2011 meeting. Carried unanimously. The next meeting will be held
Monday, February 13 2012 at Sam.
PUBLIC PROTECTION
FINANCIAL REPORT Thompson provided the financial summary report through the end of
November 2011.
MEDICAL EXAMINER'S REPORT Schachtner provided an updated annual report, noting age
statistics, fetal /child death rate, suicide rate, causes of death, life expectancy, etc. Schachtner reported
an ME intern has been accepted into medical school. Hermsen requested Schachtner provide a chart
showing year -to -year autopsy trends.
EMERGENCY MANAGEMENT
FINANCIAL REPORT: Covered in earlier financial report.
EMERGENCY SUPPORT SERVICES UPDATE Swetlik provided his 2011 annual report and noted
there are no changes from what was submitted at the December County Board meeting. Swetlik
outlined department goals for 2012. Discussion regarding future space needs, equipment protection,
etc.
Swetlik reported the 911 merged phone system and county phone system have worked well and have
saved a considerable amount of money. Swetlik noted other counties are following suit.
Discussion regarding emergency message communication flow and mass notification issues. Swetlik
explained various approaches of emergency message delivery.
EMERGENCY MANAGEMENT: Swetlik reported on a 6 -month project regarding emergency
preparedness for entire St. Croix County. Swetlik reported this was previously a Public Health
Department function that has expanded and is now facilitated by Emergency Management. Swetlik
noted the program is 100% grant funded and a person with thirty -two years of experience will start on
February 3 under contract.
Swetlik reported the first responder training in New Richmond was a success, noting there were many
participants.
Discussion regarding status of the block grant program for victims of flooding and requesting a status
report from Cedar Corporation. This item will be placed on next month's meeting agenda.
