LOCAL EMERGENCY PLANNING COMMITTEE
MINUTES
The St. Croix County LEPC meeting was held at Precision Ag Services in New Richmond at 1:00 p.m. on October
19, 2001.
Present: Gary Kollman, Emergency Communications; David Hausman, DNR; Jim VanderWyst, NR Fire
Department, John Mortensen, Denise Bjerstedt, County Board; Barbara Nelson, Public Health; Dan Smith, Hudson
Fire /Bay West; Tom Overby, Precision Ag Services; Jack Colvard, Carrie Peterson, Emergency Management, David
Sander, Land at Water Conservation; Hendryk Sowa, Hulcher Services; Larry Wojchik, Precision Ag
Services /Goldstar
LEPC Chairman, Dan Smith, called the meeting to order at 1:10 p.m. The agenda was adopted on a
Mortensen /VanderWyst MOTION. The July 13, 2001 minutes were approved on a Mortensen /Overby
MOTION.
The next meeting date: OPEN
NEW BUSINESS:
1. Presentation by Dave Sanders on Proposed Placard Project
The Land and Water Conservation Department is in the process of rewriting an Animal Waste Ordinance.
Sanders brought up to the Citizens Advisory Group that a section should be written in regarding placarding
farms that have hazardous materials on their property. The Citizens Advisory Group didn't feel that it
belonged with this particular ordinance. Sanders came to the LEPC Committee asking for suggestions. Colvard
shared that Pepin County and the LEPC have a good program. They work with the Fire department to install
the placards. VanderWyst had a couple suggestions. First he felt the placard should be aluminum not plastic.
Secondly, he thought it might be a good idea to have the information show up on the 911 screen. People may
not like the idea of having a placard on a building but may not object to having it come up on the 911 screen.
Kollman said they have the capability to have it show up by address. After a lengthy discussion, and many good
ideas, the committee decided that something must be done about this issue. It will continue to be topic at
further meetings. A Mortensen /Nelson MOTION was made to have Colvard apply for a Hazardous Materials
Planning Grant to be used for this project.
2. Goldstar Cooperative Guest
Larry Wojchik, with Goldstar Cooperative, was a guest at our meeting. He explained that Precision Ag Services
is affiliated with Goldstar Cooperative. He welcomed us and spoke briefly about Precision Ag /Goldstar Coop.
3. Facility Plan Update
Colvard stated we have gone from 38 facilities down to 31. If necessary, Colvard would be willing to talk to
any new or existing facilities. We updated four off -site facility plans in the fourth quarter.
4. 2002 Exercise
Next August or September there will be an exercise at Precision Ag. Colvard asked for some volunteers to put
together a tabletop exercise. Overby, Mehls, Palmer, and Colvard agreed to be on this committee. The first
planning meeting will be held after the January LEPC Meeting.
ANNOUNCEMENTS:
Sowa informed the group about openings for an upcoming class on Tanker Truck Rollovers. Peterson /Colvard will
fax the information out to all fire departments.
Colvard said there would be two Hazmat Refresher courses on November 6 at the Government Center.
The meeting was adjourned at 2:15 p.m. on a Bjersted /Mortensen MOTION.
After adjournment, Overby took the committee on a tour of the Precision Ag facility.
