CROIX COUNTY LOCAL EMERGENCY PLANNING COMMITTEE (LEPC) MINUTES April 6,2001 Meeting Present: Jack Colvard, Mary Souter - Emergency Management; John Mortensen, Charles Mehls, Art Jacobson - County Board; Dan Smith - Hudson Fire /Bay West; Leonard Laskow - United Gear; Kitty Rhoades - State Representative; Craig Olson - River Falls; Tim Ramberg - Highway Dept.; Jeff Rixmann - River Falls EMS; Jon Aubart - River Falls Police Dept.; Rick Huston - United Fire; Gregory Palmer - Hulcher Professional Services; Barbara Nelson, Public Health. Others present: Phil Hermann, Williams Pipeline The meeting was called -to -order at 1:04 p.m. by Chairman Smith. The agenda was adopted on a Mortensen /Huston MOTION. The January 19, 2001 minutes were approved on a Laskow /Mortensen MOTION. The next meeting Date: To be determined OLD BUSINESS 1. Off -Site Fa cility Plans updated- Second Quarter Colvard reported Fairest Made Foods - Baldwin, Precision Ag Services -New Richmond, Somerset Waste Water Treatment Plant and Action Batteries - Somerset, were updated during this past quarter. NEW BUSINESS 2. Full Scale Exercise planned for 5 -12 -01 in River Falls Aubart told the committee the exercise is scheduled to begin at 8:00 a.m. on Saturday May 12th at the corners of 6 th and Cascade in River Falls. He, Rixmann and Colvard are in the process of putting together the evaluation materials for the exercise. Committee members were invited to attend the exercise. 3. Precision Ag Services exercise being planned: Palmer stated the exercise is still in the planning stages. It is tentatively planned for Saturday, August 18th at 8:00 A.M. Palmer, Overby and Colvard have visited the site. Mehls passed out maps with the Worst Case Vulnerability Zones for the Chemicals that Precision AG stores. Wisconsin Central Rail Road would like to participate in the exercise. During the exercise the Red Cross and Mutual Aid may be used. A similar exercise maybe used at United Gear next year. 4. Update on Training Courses available for funding: Colvard reported 19 courses can be funded through W.I.T.C. along with many mini courses. To date, St. Croix County has presented more courses than most of the counties in the state. Colvard presented 4 Hazmat classes, this past quarter, 2 of them had Clandestine Drug Labs included with them, which Sheriff's officers presented. 5. Williams Pipeline Presentation: Phil Hermann has worked for Williams for 13 years Operations Department. Williams has 12,000 miles it is in Wisconsin. The pipeline is generally an approximately 36 inches deep. The line is checked and is in the Field of pipeline, 176 miles of 8 inch pipe buried for leaks every 10 days. Aermann showed the committee a 15 minute video called Responding to a pipeline emergency. He also passed out two pamphlets and pictures of various spills.
