Roll Call: Quorum present Motion to accept previous meeting minutes by Boche, second by Gregerson, carried. Next Meeting Date: Thursday, January 10, 2002 at 1:30pm in board room at Human Services Complex, New Richmond UNFINISHED BUSINESS: Final Action on State Biennial Budget — R. Lockwood handed out a report from Wisc Council on LT Care that highlights Secretary Dube's points on Long Term Care. Discussion. LTS Planning Committee Meeting Page 2 November 1, 2001 CY 2002 County Budget Proposal — The budget was approved by the County board with a 20% tax levy increase. This is the first time since 1989 that there has been an increase in the property tax mill rate for county operations. NEW BUSINESS: .Financial Report: Report of expenses for January through September 2001 was presented. All program expenses are on target. It was noted that the area of Alzheimers Program and the number served appeared to be an error based on the report of last time. Ron L & Michele J will check this out and have correct information by next meeting. Variance & Purchase Requests: None Nursing Home relocation requests: Funds are available for special COPW slots for persons who are currently in nursing homes, but would be appropriate for home or community placement. Ron Lockwood is requesting approval of a request for a male client currently in a nursing home to be able to tap into these special funds and move back home. Motion to approve request for relocation funding made by K. Gregerson, second by M. Sumner. Motion carried without further discussion. State policy regarding CIP2 slots received by county when county nursing homes close beds: Copy of a letter from Donna McDowell, Aging & Long Term Care Resources with an explanation of some of the issues regarding the closing of county nursing home beds and some options relating to this. Ron Lockwood also handed out a copy of frequently asked questions regarding this issue. Discussion followed. There was concern by members of what this committee could do to assist and /or recommend to the nursing home with regards to the issue of closing, rebuilding, etc. It was decided that the committee would like to be informed as to what is happening with this, and will continue to discuss the issues to keep informed so as to know how this will affect the LTS Programs. Ron Lockwood will update the committee at next meeting. Aging Department Report: Sandra Gehrmann reported that there is a lot of interest in organizing an AARP Chapter for St. Croix County. There were 58 persons signed up to be part of the organization. It will be called The AARP of St. Croix County, membership $5 /yr, and about LTS Planning Committee Meeting November 1, 2001 Page 3 4 meetings per year. These persons will be advocates for the older persons of St. Croix County. New Richmond Senior Center is opening 2 days a week for meals. Dept on Aging is negotiating with the state to help with meal tickets along with local restaurants. In the meantime, Sandy and her department are making sure that those persons that need meals, will be served. Sandy reported noting that the seniors are not handling the WTC tragedy well. Their concerns appear to be for the future of young people. Sandy is working on getting something set up to assist those who need some help coping with this. Possible future agenda items: Waiting List report Update on information regarding possible nursing home closure. Motion made to adjourn by Peterson, second by Palewicz.. Motion carried.
