The St Croix County Long Term Support Committee recently took

. Eliminate the limit on federal funding for counties under the CSDRB

• Increase the state match for fully funded CIP IB slots.
In addition the LTS Committee believes that state funds should be
provided to match federal funds currently available for the Community
Support Program for persons with severe and long -term mental illness.
Members also strongly support Senate Bill 1, which creates a
prescription drug benefit for seniors.

policy issues.

hearing on the CY 2002 Budget. Agenda will include responses from

legislators regarding the Biennial Budget and more CY2001 vendor
contract detail.
NEW BUSINESS:
Members considered a policy to require Medical Assistance Personal
Care certification for all agencies providing personal care under contract
with St. Croix County. This policy was recommended by the LTS Penny
Pinchers study group to generate savings on current services so that
persons could be served from the waiting list. Motion to approve MAPC
certification requirement by R. Palewicz, second by F. Johnson; motion
carried (see attachment for policy detail).

Aging Department Report:
• Community Links Workforce Application increase Faith in Action Coordinator time to
recruit and train volunteers serving elderly persons in their own homes with priority
given to persons on LTS wait lists. Elderly outreach services will also be expanded
through these grant resources. Motion to approve application by K. Gregerson,
second by F. Johnson; motion carried.
Additional Business:
Members watched video on Medicare - Medicaid anti -fraud campaign. Anti -fraud
volunteer recruitment literatures was circulated.
John Mortenson reported on LTS Statewide Committee activities. John said
Intergovernmental Transfer Payments and LTS Wait Lists are getting the most attention.

Effective January 1, 2002 residential care and hourly personal care will be
purchased exclusively from vendors with state certification as a Medical
Assistance Personal Care Provider. This will require that prospective vendors
have their own MAPC provider number or provide services through the Center
for Independent Living for Western Wisconsin, Inc.
Current providers must be certified as MAPC providers by October 1, 2001. New
providers must be certified within six months from contract start date.
Providers will annually review care needs of consumers to determine program
eligibility for MAPC and seek prior authorization for all persons who meet MAPC
eligibility criteria. Such a review should also occur whenever care needs increase
significantly.
Failure to seek MAPC certification and /or failure to screen consumers for MAPC
eligibility and /or failure to seek MAPC prior authorization in a timely manner are
grounds for contract termination.
