Members were particularly concerned Mental Health about the waiting list initiative because wait lists for MA Waiver 246 -8287 services are intolerably long, especially in the developmental Nursing Home disabilities area. The Committee advocates for Family Care funding for 246 -6991 the Alternative Model and increasing CIP IA rates to the maximum Public Health Family allowable levels within federal limits of $300 per day. Planning WIC 246 -6263 Members support the Governor's proposals to: St. Croix Industries a Eliminate the size requirements for use of COP and MA Waiver 246 -6299 funds in CBRFs and RCACs; 246-8225 * Allow private agencies to hold a personal care -only license to 246-8220 provide MA personal care services; Information . Eliminate the limit on federal funding for counties under the CSDRB a7e5/246 -6 ants program and add three services to the program; 246-8325 • Increase the state match for fully funded CIP IB slots. In addition the LTS Committee believes that state funds should be provided to match federal funds currently available for the Community Support Program for persons with severe and long -term mental illness. Members also strongly support Senate Bill 1, which creates a prescription drug benefit for seniors. Thank you for considering our position on each of these important policy issues. Family Planning WIC 246 -8263 Motion to adopt agenda by M. Sumner, second by R. Peterson; Motion St. Croix Industries carried. 246 -8299 FAX Motion to accept previous meeting minutes by R. Information Other Departments Next Meeting Date: Will be announced to coincide with the public 715 / TDD 991 hearing on the CY 2002 Budget. Agenda will include responses from 246 -8325 legislators regarding the Biennial Budget and more CY2001 vendor contract detail. NEW BUSINESS: Members considered a policy to require Medical Assistance Personal Care certification for all agencies providing personal care under contract with St. Croix County. This policy was recommended by the LTS Penny Pinchers study group to generate savings on current services so that persons could be served from the waiting list. Motion to approve MAPC certification requirement by R. Palewicz, second by F. Johnson; motion carried (see attachment for policy detail). It LTS Committee Meeting April 12, 2001 Page 2 Financial Report: NONE Variance & Purchase Requests: NONE Aging Department Report: • Community Links Workforce Application increase Faith in Action Coordinator time to recruit and train volunteers serving elderly persons in their own homes with priority given to persons on LTS wait lists. Elderly outreach services will also be expanded through these grant resources. Motion to approve application by K. Gregerson, second by F. Johnson; motion carried. Additional Business: Members watched video on Medicare - Medicaid anti -fraud campaign. Anti -fraud volunteer recruitment literatures was circulated. John Mortenson reported on LTS Statewide Committee activities. John said Intergovernmental Transfer Payments and LTS Wait Lists are getting the most attention. Motion to adjourn at 2:55pm by R. Peterson, second by M. Sumner; motion carried Submitted by Ron Lockwood, LTS Coordinator mj r r Effective January 1, 2002 residential care and hourly personal care will be purchased exclusively from vendors with state certification as a Medical Assistance Personal Care Provider. This will require that prospective vendors have their own MAPC provider number or provide services through the Center for Independent Living for Western Wisconsin, Inc. Current providers must be certified as MAPC providers by October 1, 2001. New providers must be certified within six months from contract start date. Providers will annually review care needs of consumers to determine program eligibility for MAPC and seek prior authorization for all persons who meet MAPC eligibility criteria. Such a review should also occur whenever care needs increase significantly. Failure to seek MAPC certification and /or failure to screen consumers for MAPC eligibility and /or failure to seek MAPC prior authorization in a timely manner are grounds for contract termination.
