Re: Shared Septic System Abandonment; Code complying Sewage Treatment required
Dear Mr. SchilIinger:
An inspection of the private domestic seu,age treatment and disposal system
serving your residence and Mrs. Ross' residence has revealed the following
discrepancies from the !{isconsin State Plumbing Code.
l. H62.20(a)(a) Septic Tanks and 0ther Treatment Tanks. AII tanks shall be
watertight and fabricated so as to constitute an individual structure.
The septic tank is leaking and apparently some of the basement Ieakage Mrs.
Ross is experiencing emanates from the septic tank. Surfacing of Iiquid
above the tank constitutes a nuisance and potential health hazard to both
of you which must be prevented. I have directed abandonment of the septic
tank.
2, H62.20(l)(b). AII abandoned treatment tanks shall have the contents
pumpEd-nd disposed of in accordance with NR Il3, l,lis. Administrative Code,
the tank or entire top shall be removed and the remaining portion of the
tank or excavation shall be irmediately filled with suitable fill material.
Mrs. Ross has abandoned the septic tank and now util izes a holding tank for
waste disposal since site conditions do not permit installation of a conven-
tional soil absorption system. I have directed proper disposition of the
abandoned septi c tank.
3. H52.20(2)(e)7. There shall be a minimum of 3 feet of soil between the
bottorn oT-tEe so-i 1 absorption system and high groundwater or bedrock.
The site of the soil absorption system does not meet the above requirernent.I have directed abandonment of the old soil absorption system.

Since both your residences have been served by the septic system described
above, abandonment as directed will result in your no Ionger being served
by a sewage treatment and disposal system.
Therefore, you are hereby directed to have a private domestic sewage treat-
ment and disposal system installed to conform to the provisions of the
}lisconsin State Plumbing Code as stipulated below.
4. H62.01(14). If water closets or other plumbing fixtures exist in
buildings where there is no sewer within a reasonable distance, suitable
provision shall be made for disposing of the building sewage by some
method of sewage treatment or disposal satisfactory to the department
and local health authority having jurisdiction.
H62.01 (20). Sewa ge or other wastes shall not discharge into water surface
or sub-surface soil unless it has first been sub jected to some acceptab l e
form of treatment.
You are required to have a sewage disposal system, no waste shall be
discharged to ground surface.
H62.20(l )(a). The private domestic sev{age treatment and disposal
ystem of each building shall be entirely separate from and independentf that of any other building.
You are required to have your own system.
6. ttO2.20(l)(c). All a pplicable approvals and permits required by local
government shall be obtained prior to construction.
Permits are required by St. Croix County and must be obtained.
7. A62.20(?)(e)7. There shall be at least 5 feet of soil over bedrock
and above the high groundwater level .
Based on known soil conditions of the area, and on specific data obtained
at the Helen Ross site, it is extremely doubtful that soil conditions at
your residence will permit installation of a septic tank and soii absorption
system. A holding tank system will undoubtably be required.
8. H62.20(9). Holding tanks shall be considered on an individual basis.
Three cornpl ete sets of plans, as required in Section H62.20(1)(c)4., shall
be submitted to the department for each request to install a holding tank.
Installation shall be completed within 30 days from the receipt of this
Ietter or a written agreeable date satisfactory to state and county
authori ti es .
