CROIX COUNTY GOVERNMENT CENTER - 1281 1101 CARMICHAEL ROAD, HUDSON WI 54016 Chair Esther Wentz called the meeting to order. Members present: Supervisors: Esther Wentz, Linda Luckey, Buzz Marzolf Doug Briggs, Judge Ed Vlack, Amber Perry, Wendy Kramer, Tom Hennes, Mary Planten-Krell, Dana Krahenbuhl and Joan Sprain APPROVAL OF MINUTES OF PREVIOUS MEETING: Linda Luckey moved and Buzz Marzolf seconded to accept the November 30, 2011 meeting minutes. Motion carried. 1. Committee Networking - Alcohol and Other Drugs Judge Vlack reported that there has been on more successful graduate from Adult Drug Court. There are 14 currently participating. He continues to see alcohol abuse, meth use (Shake n Bake is new way of making meth using a soda pop bottle which is more dangerous), Bath Salts, and prescription drug use increasing. They have had their first graduate of juvenile treatment court. This has been a huge challenge. This is the third year of grant (the last year). Other funding will need to be found. It may need to move under the courts not human services. Juvenile court includes truancy, abuse and other issues. Esther asked how many courts were in the area and suggested regionalization. Judge Vlack explained that with the adult court, the DOC gives $50,000/year for treatment but not juvenile. Not sure there would be any state funding like this for J.C. There may be funding for staff training. There are five current participants. Because the 3 supervisors on this committee are not running for re-election, Esther will keep Pat Thompson, County Administrator informed of the importance of this committee and potential funding. Judge Vlack reminded us they need this committee for support of their grant. Esther reported that New Richmond schools will be coming through with funding the YSB program until the end of the year. Tom Hennes reported they are looking for another house manager. Called UW-RF social work program to see if students might be interested. It would provide free room and board. Joan Sprain reported there will be a How Are the Children-The Social Emotional Well-being of Children and Families in Pierce and St. Croix Counties conference on April 30th. She will make sure this committee receives the announcement. Doug Briggs reported the State accepted the CHIPS position grant. Somerset, St. Croix Central and New Richmond are on board with funding so the project is now self-sustaining. There is a 28% decrease in underage drinking incidents in the County. Sara Sedahl convened a meeting of the Parents Who Host Lose the Most group. Three school administrators attended. The Somerset Police Department will be applying for CARD grant again. A question was asked about work requirement for Drug Court. Amber reported there is a 30 hour work requirement. There is 76% compliance. Dana reported that the Youth Risk Behavior Survey will be conducted in February and March so results should be ready in April. The Department of Public Instruction implements it. All six school district students in the 6th, 8th & 10th & 12th grades complete it. Results will be on-line on each school districts web site. In April, there will be a print out of County-wide data.
