Staff: Steven Fisher, and Debra Zimmermann. Excused: Linda Luckey. Chair Raymond called the meeting to order at 7:02. He declared the agenda adopted. The next meeting is September 29. Raymond explained the hearing process and opened the hearing. Robert Martell : Fisher read the notice. The request is to rezone approximately 40 +/- acres of land from Agriculture to Ag/Residential. It is a parcel located in the SE 1/4 of the SW 1/4, Section 16, T31N, R19W, Town of Somerset. Robert Martell, 2075 County Road I, Somerset, Wisconsin, the owner requests rezoning to Ag/Residential to sell this 40 acres. He still owns 160 acres of land. His preference would be to sell the entire 40 as a whole, but realizes that may not happen. If the parcel is rezoned to Ag/Residential, he will have more options. A question was raised by the committee,whether he would consider rezoning to Ag -II that would allow two lots to be sold off this 40 acres. He said he would rather not do that, as it would limit his options. Miles Wittig, 1722 38 Street, Somerset, on the Planning Commission of the Town, stated that he is in favor of this rezoning. The Commission favored this request, as it meets the Town criteria for rezoning and is not good land for farming. Fisher went over the staff report and handed out a map. The Town recommended approval, stating that it meets the requirements of Statute 91.77 and is in compliance and meets the objectives of the Town and County plan. The hearing was closed. Motion by Malick, seconded by Raymond to table, carried. Irene G. Hildebrant: Fisher read the notice into the record. The request is to rezone approximately 60 +/- acres of land from Agriculture to Ag/Residential. It is a 20 acre parcel located in the N 'A of the SW 1/4 of the NW 1/4, Section 5, T3ON -R19W, and 40 acres in the SE 1/4 of the NE 1/4 of Section 6, T3ON -R19W, Town of Somerset. Irene Hildebrant, 1759 38 Street, Somerset, the owner of the property stated that she is only planning on selling 3 acres at the present time, but would like to rezone the entire 60 acres. The Town encouraged her to rezone the entire 60 acres. Miles Wittig and Jerry Neuman, neighbors of Hildebrant, supported the request. Ed Schachtner, Chairman of the Town, stated that the Town supports the request. He added that this is very poor farmland, and this parcel is in the plan for the Town to rezone to Ag/Residential. Bob Pierce, Planning Board Chair, reiterated that the Town supports the request, and encouraged Hildebrant to rezone the entire 60 acres. The Town is in favor of rezoning the poor ag land to ag/residential for development. The request will be on the agenda for September 28. John and Evelyn Strese: Fisher read the notice into the record. The request is to rezone 1 i approximately 317 +/- acres of land from Agriculture to Ag/Residential. It is a parcel located in the NE 1/4 of Section 18 and the NW 1/4 of Section 17, T3ON -R19W, Town of Somerset. John Strese, 1553 42 Street, Somerset, the owner requested to rezone the property to Ag/Residential for estate planning purposes. The land is in CRP, and he plans to keep it in CRP. He has no plans for development, but would like to have it rezoned so that his children do not have to do this in the future. Bernice and Hem Lentz, 123 State Road 64, adjoining landowners, support the request. Jack Walsh, 433 165 Avenue, owner of contiguous property, supports the request. The land surrounding the Strese property is all Ag/Residential. Bob Pierce, Chair of the Planning Committee for the Town, stated that the Committee unanimously approved the request. Strese is an excellent steward of the land, and a good citizen. Pierce believes this property would be ideal for a conservation design. The Town is currently looking into conservation designs. This rezoning fits into their town plan. Miles Wittig expressed his support for the rezoning. Ed Schachtner stated that the Town supports the rezoning Fisher went over the staff report, stating that this request conforms to the County plan. Motion by Malick, second by Larson to close the hearing. Discussion on conservation design, and that Troy and St. Joseph have models of conservation design. Motion by Malick, second by Larson to table until the 28 Shortage of Septic Permit Staff: Discussion was held between Fisher and the committee regarding staffing for septic permits. Fisher said we are extremely short- staffed for septic inspections, with only one inspector for 800 permits this year. The Personnel Committee denied a new position. Ed Schachtner, Somerset Town Chairman stated that he had complaints from citizens and plumbers that it is hard to get timely permits. Miles Wittig said he also heard complaints. Fisher added that most counties with this workload have at least 5 full time inspectors. Raymond asked the staff to put this on the agenda for September 28 and invite Administrative Coordinator Chuck Whiting to attend. Chair Raymond adjourned the meeting at 8:35 p.m. //tiditek.
