Location: A parcel of land located in the NE'/ of the NW' /, Section 5, T31 N -R1 6W, Town of Cylon. 2) An ordinance to delay the utilization of some waste treatment technologies listed in Wisconsin Administrative Code Section Comm 83.04 -2. A copy of the proposed ordinance is available from the St.Croix County Zoning Office. 3) An ordinance amendment to subchapter IV, Section 17.40 - 17.49, Floodplain Zoning of the St. Croix County Zoning Ordinance. This amendment describes a detailed floodplain boundary for the earthen dams in the Glen Hills Area as approved by the Department of Natural Resources. The Floodplain District is an overlay zoning district that is in addition to other zoning regulations found in Chapter 17 to any area meeting the definition of a floodplain. Staff Present Steve Fisher, Deb Zimmermann, Rod Eslinger, Bob Heise Chairman Raymond called the meeting to order at 7:00 p.m. A motion was made by Jensen, second by Luckey to adopt the agenda. The next meeting for this Committee is January 16, 2001 to conduct a tour of properties to be rezoned. Chairman Raymond explained the hearing process. He stated that Comm -83 and the Floodplain Ordinance will be discussed, but no action taken, to allow the Towns time to make any com- ments. Action will be taken at a later date, before the County Board meeting on January 23, 2001. Steve Fisher read the notice into the record. Municipal Plat: The committee reviewed: Rolling Meadows First Addition in the SE t /4 S 15 T29N R18W, Village of Roberts Motion by Malick, second by Larson and carried to certify no objection, contingent upon staff review that sewer service is adequate. If there is a problem with sewer service to this subdivi- sion, it should be brought back for further review. Raymond opened the hearing. Kristen A. Gilbertson and Paulette J. Rickard Fisher read the notice. The request is to rezone approximately 5.17 +/- acres of land from Com- mercial to Ag /Residential. Location: A parcel of land located in the NE 1 /4 of the NW 1 /4, Sec- tion 5, T31N -R16W, Town of Cylon, St. Croix County, Wisconsin. Paulette Rickard, 2377 Highway 46, Deer Park, WI, explained the request, stating that they re- ceived Town approval on this request at a meeting on November 8"'. She stated that she and Ms. Gilbertson conducted a commercial business, Capability Books, Inc., at this site since 1985. The business has been dissolved. They would like to rezone the property, as they are surrounded by Ag and Ag/Residential property, and believe this rezoning would be more compatible with sur- rounding uses than the commercial zoning. Fisher agrees that the Ag /Residential rezoning request is appropriate and conforms with the County Plan. There was no one present in opposition of the request. The hearing was recessed. Motion by Malick, second by Luckey and carried to table a decision until the meeting on January 17 th . Comm -83 Hearing reopened by Raymond. Fisher read the notice. Eslinger presented the proposed ordi- nance for Comm -83 and went over small changes from yesterday's meeting. Bill Berndt, 984 Hazel Street, River Falls, WI, was present on behalf of the St. Croix Valley Home Builders Association and Western Wisconsin Realtors Association. He opposes this ordi- nance to delay, as his clients believe that the systems in question have been debated and tested at the state level and are ready to be implemented in this county. He stated that he believes it will give citizens of the county more choices of systems and these systems would produce cleaner effluent than septic systems. Berndt added that the Department of Commerce has stated that the object of Comm -83 is to have a statewide uniform standard. A discussion was held on the reason for the delay. It was explained by the Committee and staff that there are still questions on some of these systems that staff would like cleared up. Staff is working on implementing these new technologies into the ordinance. Malick added that the county is working on writing the ordinance to include these systems in cluster development, us- ing bonds for some systems and there are other issues as well. The Committee would like to see this delay lifted before January 2003, and will be looking at the timeline staff has put together for implementation of the new ordinance. Staff will work on timeline, and this will be discussed again on January 17 as to the possibility of shortening the delay time for Comm -83 to spring of 2002. This hearing will be held open until the 17"' for more discussion. Floodplain Ordinance Fisher read the notice. Eslinger went over minor changes from yesterday's meeting. Berndt asked if there was a map available showing floodplain areas. Staff explained that there are large maps that can be viewed in the Zoning Office. Bob Heise added that there are detailed studies, but at the present time, there are no maps to hand out. Staff will look into contacting Ayres As- sociates to get what they need to run maps off for the public, if that is possible. Eslinger and Heise explained that an updated ordinance was needed for the County, especially around the Glen Hills Dam area. There are some new unbuildable areas around the Glen Hills Watershed Area, but the rest of the county remains as is. Those maps are located in the Zoning Office. As there were no further questions from the public, the hearing was recessed until January 17 Staff will get a clarification from Corporation Counsel on timeline for Town notification before the 17 Raymond declared the meeting adjourned at 8:05 p.
