The following variances are to accommodate the subdivision of an existing home site and access: A variance to Article 18.16(D)(6)(b), regarding maximum grade of driveway serving only one lot is 12% and a variance to Article 18.16(H)(2) regarding net buildable project area. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI November 27, 2001 Present Supervisors Ron Raymond, Linda Luckey, Art Jensen, Gerald Larson and C. W. "Buck" Malick. Staff: Steve Fisher, Mary Jenkins, Debbie Zimmermann Others: Doug Zahler, Joe Granberg, Ed Flanum Chairman Raymond called the meeting to order at 11:30 a.m. Malick moved, seconded by Jensen and carried, to adopt the agenda. Minutes/Meeting Dates: The upcoming meetings are Tuesday, December 11th and Wednesday, December 19th at the Government Center in Hudson. The variance hearing that was scheduled for today has been canceled. Minor Subdivisions See Attachment A: ten lots Major Subdivisions See Attachment B: sixteen lots The committee requested that Corporation Counsel and the Land and Water Conservation Depaihnent plan to attend the December 19th meeting to discuss issues regarding 20% slopes in subdivisions. Tower Ordinance: A short discussion held. Supervisor Luckey has some issues with this proposed ordinance and will bring to committee on December 19th. Zoning Bills, Invoices and Revenue: Motion by Malick, second by Luckey and carried to approve October bills in the amount of $15,146.86 and revenue in the amount of $69,943.00. Violations /Citations: The committee reviewed the report. Jon Sonnentag continues to devote most of his time to septic permits. The committee will continue to be updated monthly. Town of Troy and St. Joseph issues: Fisher told the committee that Corporation Counsel is working on agreements for road inspections and will update committee when completed. Rezoning Schedules: The following rezonings were scheduled for January 9, 2002, at 7:00 p.m. in the Government Center Community Room in Hudson: Gillen/Conley (Town of Cylon), Diller (Town of Troy), Schettle /Paulson (St. Joseph). Staff Recommendation: Approval Committee action: Motion by Malick, seconded by Jensen to approve, carried. 2. Owner: Tom and Liz Nirmaier Location: NW 1/4- NW 1/4, Section 9, T31N -R18W, Town of Star Prairie, 2 lots totaling 11.79 acres, original parcel, 11.79 acres. Staff Recommendation: Conditional approval: An erosion control plan must be submitted for Lot 4 prior to construction on the lot. Committee Action: Motion by Malick, second by Larson to approve with condition recommended by staff, carried. 3. Owner: Dale and Judy Crowley Location: NE 1/4- SE 1/4, Section 32, T29N -R17W, Town of Hammond, 2 lots totaling 19.785 acres, original parcel, 19.785 acres Staff Recommendation: Conditional approval: An erosion control plan must be submitted for Lot 3 prior to construction on the lot. Committee Action: Motion by Larson, second by Malick to approve with condition recommended by staff, carried. 4. Owner: William and Jean Peavey Location: NW 1/4 - NW 1/2, SW 1/4- NW 1/4, & NW 1/4- SW 1/4, Section 14, T28N -R16W, Town of Eau Galle, 3 lots totaling 10.87 acres, original parcel, 306 acres. Staff Recommendation: Approval Committee Action: Motion by Jensen, second by Malick to approve, carried. 5. Location: Section 3, Town of Somerset, 7 lots totaling 22.96 acres Staff Recommendation: Conditional Approval) Financial guarantees equal to 120% of the construction estimates are required for road construction and erosion control. Written estimates must accompany the guarantees and 2) No construction, including earth moving, shall take place prior to approval of the financial guarantees; 3) The County Highway Dept. and the Land and Water Conservation Dept. must be notified 3 days prior to construction beginning. Committee Action: Motion by Malick, second by Larson to approve with conditions recommended by staff, carried. 2. Johnson Meadows - Preliminary Owner: M.L. Johnson Development, Inc. Location: Section 16, Town of Somerset, 9 lots totaling 36.28 acres Staff Recommendation: Conditional Approval: 1) Financial guarantees equal to 120% of the construction estimates are required for road construction and erosion control. Written estimates must accompany the guarantees; 2) No construction, including earth moving, shall take place prior to approval of the financial guarantees; a construction waiver may be granted provided the guarantees are approved; 3) The County Highway Dept. and the Land and Water Conservation Dept. must be notified 3 days prior to construction beginning; 4)Applicable DNR permits must be obtained.
