Ellen Denzer Others: Ken Gerh , Doug Zahler, Joe Granberg, Ed Flanum, Steve Goff Excused Absent: upervisor Ron Raymond Vice Chairman Jensen called the meeting to order at 9:00 a.m. Malick moved, seconded by Jensen and carried, to adopt the agenda. Minutes /Meetin Dates: The next meeting is October 3 for a rezoning hearing at the Ag Center in Baldwi . Motion by Malick, second by Jensen and carried to approved the June 26 and August 14, 2001 inutes. Minor Subdivisions See Attachment A Major Subdivisions See Attachment B The Committee recessed from 9:55 a.m. to 10:10 a.m. i Zoning Bills, In oices and Revenue: Motion by Malick, second by Larson and carried to approve August ills in the amount of $9,195.07 and revenue in the amount of $57,186.30. Violations /Citati ns: The committee reviewed the report. Municipal Plats The following plats were reviewed by the committee: Silver Ridge in t e NE 1/4, S36, T28N R19W, City of River Falls. Motion by Malick, second by Jensen and carri to certify no objection to the plat, except that no opinion is expressed about the adequacy of ewer service. Somerset Meadows First Addition in the NE 1 /4 , S4, T3ON R19W, Village of Somerset. Motion by Malick, second by Luckey and carried to certify no objection to the plat, except that no opinion is expres about the adequacy of sewer service. The Committee tlso reviewed the plat for Red Cedar Canyon Fourth Addition located in the NE 1/4, S32, T29N R9W, City of Hudson. Motion by Malick, second by Luckey and carried to object to the plat, on grounds that it does not comply with the Hudson Sewer Service Plan. Tower Ordinance Amendment: The committee reviewed letters sent to them, in favor and against the ordinance amendment. Malick went over suggested changes made by Corporation Counsel. A draft will be presented at the meeting on October 10 for approval by the committee. Rezoning Sche uling: A hearing was scheduled for October 17 at the Ag Center in Baldwin for the Hillebr t (Star Prairie) and Schachtner (Cylon) rezonings. These sites will be viewed on 1 the next van tour. Three -Putt LLC rezoning: Ellen Denzer, Planning Department, went over the letter received from the Department of Transportation addressing the Three -Putt request. The DOT has stated that the Trans 33, 50 -foot required setback from the highway is sufficient. The property owners are aware that therb may be additional costs with regard to upgrading the road in the future. The committee would ike to see an additional 50 -foot setback, to the required setback, to insure that the setback is suffcient if the road needs to be upgraded. Steve Goff, attorn y for Three -Putt, reiterated that the owners are aware that there may be additional costs, d are willing to pay for what is needed. Goff stated that his clients would respect the setbac of the DOT's worst case scenario and would accept a condition to that effect. The type of inter ection needed will not be determined until the use is established. Fisher added that the use will b determined at a later time, and will go through the Board of Adjustments. The roads will fal under the platting process. Denzer stated th4 the County Plan has designated this area for commercial and industrial zoning, as it is along a major traffic corridor. The residential zoning is harder to justify. Goff said that for now, they arevilling to put the residential zoning on hold. Roger Van Beek, and Goff, went over the site plan of the property with the Committee in detail. After lengthy dis Ussion, a motion was made by Malick, second by Jensen and carried to direct staff to prepare fi dings and conditions to bring back to the committee for review, allowing the applicants to rezo e 37 acres to commercial and 42 acres to industrial as requested. The residential rezoni1g will not take place at this time. Town of Troy a4d St. Joseph issues: Fisher stated there is nothing to report. Budgets 2001/2102: The committee reviewed a letter from Leroy Jansky, Regional Wastewater Specialist for the State of Wisconsin, supporting an additional septic inspector for the zoning department. Thee was discussion on conflict of interest concerning this contracted position, and discussion on to ing into a "cooling -off period "clause for the contracted inspector. Fisher told the c mmittee that zoning is in the process of hiring a new secretary to replace Glad Meyer, who is refiring on November 2 " The job description has been reviewed by all appropriate partis, including personnel and the union.
