MINUTES
PLANNING, ZONING AND PARKS COMMITTEE
ST CROIX COUNTY GOVERNMENT CENTER
AUGUST 6, 2001
PRESENT: Chair Ron Raymond, Supervisors Buck Malick, Gerald Larson, Linda
Luckey and Art Jensen. Staff: Dave Fodroczi, Joe Grant, Dave Larson, Pete Kling, Steve Fisher,
Debbie Zimmerman and Judy Kahler.
Raymond called the meeting to order at 2:32 p.m. A motion to adopt the agenda was made by
Jensen, second by Malick and carried.
2002 BUDGET
Parks Phase II bid openings were held last Thursday, August 2, 2001. Only one contractor
submitted a bid, in part due to the season and short time. The bid was $692,984.00, exceeding the
estimate by $294,984.00. We are not obliged to accept that bid. A handout with four options for
Homestead Parklands was presented. Option four was chosen. Not all paths will be paved.
Fewer or less expensive benches and tables will be furnished. It will still be a fine park. Phase II
was cut $234,000.00 and Phase III, by $177,000.00. County staff will be responsible for bidding
and installing some of Phase II and all of Phase III. The opening of the park will be delayed from
Memorial Day to summer, 2002. Motion by Larson, second by Malick to adopt Option #4 for
Homestead Parklands with a 2002 levy request of $339,183.00 for Homestead Parkland
Development. Motion carried.
Discussion on Handout #2 from Parks. The handout included amounts for each park within the
Parks budget and the required changes to get to a $710,000.00 levy amount. A detailed listing of
2002 budget cuts totaling $540,865.00 was also reviewed. Motion by Malick, second by Jensen
to approve $709,657.00 for the Parks levy for 2002. Motion carried.

Zoning Fisher presented a survey of Zoning Inspectors in the comparable counties of Oneida,
Walworth, Waukesha, Dane, Vilas, and Washington Counties. The average number of permits
handled per inspector is 140 /inspector. The average for St. Croix County for our only inspector is
450 this year. Fisher also discussed contracting for a sanitary inspector. Malick had furnished a
simple contract form. To avoid conflicts of interest, contract inspectors would have to do no
septic work in this county. Only two counties tried this option, one had a terrible experience and
did not advise contracting. The second has only 100 -130 inspections a year. According to
developers and surveyors, the growth trend in septic permits shows no sign of slowing. The
department is faced with serious decisions regarding inspections. Quality is suffering. The
Committee asked Fisher to look at other solutions for the staffing problems. One plumber sent a
complaint letter and many others have been voicing their frustration.

Planning Fodroczi presented the map copier maintenance amount, which he did not have at the
last budget meeting. Motion by Jensen, second by Malick to approve Planning budget as
proposed for a total of $310,456.00.
