MINUTES
St. Croix County Planning, Zoning and Parks Committee
July 25, 2001
St. Croix County Government Center, Hudson, Wisconsin
Committee members present: Supervisors Ron Raymond, Linda Luckey, Art Jensen, Gerald Larson and
Buck Malick. Staff present: Steve Fisher and Debra Zimmermann
Chairman Raymond called the meeting to order at 7:00 p.m. A motion was made by Larson, second by
Jensen and carried to adopt the agenda. The upcoming meeting for this Committee is on August 1, 2001
to discuss budgets
Raymond explained the hearing process and opened the hearing.
County Concrete : Fisher read the notice into the record. The request is to rezone approximately 15.48
+/- acres of land from Ag/Residential to Industrial. Location: A parcel of land located in the SW 1/4 of
the NW '/4, Section 34, T29N, R18W, Town of Warren, St. Croix County, Wisconsin.
Kurt Krueger, 1324 County Road J, River Falls, Wisconsin, is the General Manager representing this
request. They are asking for this rezoning to industrial to use the space for more storage. The Town of
Warren and the Village of Roberts have approved the request. The Town of Warren has changed the plan
to include the proposed area to be zoned industrial on their maps. The DNR has approved the detention
pond built on the property to handle water runoff.
Mark Pendergast, St. Croix Electric Co -op, supports the request, stating that County Concrete is a very
good company to do business with. St. Croix Electric has invested in this company and believes their
growth is an asset to the area.
Fisher stated that the applicant has been very good to work with and the staff supports the rezoning
request. The request is compatible with the surrounding uses.
A discussion was held on the public hearing notice, and the fact that the 30 -foot easement to be rezoned is
not included in the 15.48 acres that was noticed. Discussion held on green space issue and leaving 50%
open as agreed in the earlier rezoning. Krueger said that there is still plenty of green space on the
property and would like to keep as much open space as possible, but currently, they need more storage
space for the existing business.
Motion by Luckey, second by Jensen to close the hearing. Staff is to notify the Town of Warren that they
should send a copy to the county of the public hearing notice of the meeting that changed the Town Plan.
The staff is to ask the Wisconsin Dept. of Transportation for a letter on whether or not they believe a
traffic analysis impact study needs to be completed.
Motion by Malick, second by Luckey to table this request until August 15 Staff is to re- advertise the
notice including the 30 -foot easement. Motion carried.
The meeting was adjourned by the chair at 8:37
