Chairman Raymond called the meeting to order at 9:05 a.m. Jensen moved, seconded by Larson
and carried, to adopt the agenda.
Minutes/ Meeting Dates: Raymond said the next meeting is tomorrow evening, May 30"' to
discuss Homestead Park..
Minor Subdivisions See Attachment A (25).
The Committee recessed from 10:10 a.m. to 10:20 a.m.

Birch Park Rezoning: Fisher updated the committee and stated that the Town of St. Joseph has
recommended approval of the rezoning and has signed off on the preliminary plat for the
subdivision. All concerns have been addressed and the Land and Water Conservation Department
and the Highway Department have given their approvals.
Christopher Bolt, Cedar Corporation engineer for the Town of St. Joseph, told the committee that
all of the Town concerns have been addressed and he believes the developers have submitted a
good plan. He addressed the issue of the road access to the adjoining landowners, and believes it
is adequate and provides appropriate access for the adjoining landowners. Bolt further stated that
with this design, it seeks a "middle ground" for all parties involved. He sees no problem with
what has been submitted. Bob Wall, attorney for the Villafanas, stated that he is in agreement
with Mr. Bolt.
Fisher reminded the committee that the applicant has asked that the rezoning and the subdivision
be approved contemporaneously. These items will be placed on the June 12' agenda for a
decision.
The committee recessed from 11:45 a.m. to 12:45 p.m.
Zoning Bills, Invoices and Revenue: Motion by Larson, second by Malick and carried to
approve April bills in the amount of $4,984.50 and revenue in the amount of $62,026.85.
Violations and Citations:The Committee reviewed the status report of violations and citations.
Municipal Plats: The committee reviewed plats and the following action was taken:
County Line Ridge in the NW '/4 S6 T3 IN RI 7W, Village of Star Prairie. A motion to certify
no objection was made by Malick, seconded by Larson and carried.
Creekside Meadows in the SE' /4 S3 T30N RI 8W, City of New Richmond. A motion to certify
no objection, with no opinion about the adequacy of sewer service, was made by Jensen,
seconded by Malick and carried.
In reviewing the above plats, the Committee motions stated for the record that although they
certify no objection to the above plats, no opinion is expressed concerning adequate sewer
service. Staff will relay this message in writing to the Plat Review office for the State of
Wisconsin.
Homestead Parklands: Raymond updated the Committee on this project, stating that there have
been some problems getting permits from the DNR for work on the beach area and beach access
trails at the park. Greg Timmerman, Corporation Counsel, has reviewed the information
received from the DNR and has given his opinion on this, stating that based on past practices of
the DNR, a Chapter 30 permit is not required. The project is clearly above the ordinary high
water mark except for the fishing pier. Staff believes precedent was set when the 53` Street
project was done, and no permit was required. DNR has already approved the project, but there
are new people holding things up. DNR is suggesting the east side of the lake for the beach. Staff
said that surveys have been done, and the outcome was that the north side of the lake is the best
place for the beach. It is safer and more easily accessible for handicapped people. It is already a
beach. It is better for emergency vehicles. Staff strongly feels that the north side of the lake is
the place for the beach. A submerged road leads to the north beach.
Kling said that the permits from the DNR must be issued as soon as possible. This project is at a
crucial stage and because of the grant money and season, this project needs to move. Raymond
and Malick will be meeting with DNR officials this week and will inform the group of the
outcome.
Subdivision Lighting: Fisher informed the Committee that some developers are interested in
having street lights within their subdivision. Corporation Counsel has given the opinion that the
ordinance does not address this issue. The Committee asked Fisher to do research on available
standards and to determine the standards that have been used up to this point and bring back to
the Committee.
Star Prairie Escrow Account: Will be on a future agenda.
Rezonings: Discussion held on tabled rezonings. The Committee asked Fisher to look into the
following issues with the Three -Putt rezoning: 1) Septic issues, 2) Road setbacks, 3) Traffic
concerns, 4) Different types of zoning in one area (commercial, industrial, residential). Fisher
will look into this and send information out to the Committee to review. This will be placed on a
future agenda.
Modifications to Tower Ordinance: The Committee reviewed the draft copy of the proposed
amended ordinance handed out by Malick. Motion by Larson, seconded by Jensen and carried to
take to public hearing on June 13'. The Committee asked staff to note on the draft that the

committee will consider making the whole county "stealth only."
Johnson CSM: Discussion held on the Steve and Theresa Johnson CSM that was approved
today. Luckey pointed -out that the ordinance requires that a private road be brought up to
standards over its entire length when a new lot takes access. Therefore, she would like to see
additional conditions placed on the map. This item will be placed on the agenda for the meeting
on June 6' for reconsideration to discuss additional conditions.
Capital Outlay Planning The committee will reviewed the handouts given to them by the
Register of Deeds. The committee suggested that the large items listed for 2003 be designated for
5 to 7 years, rather than 3 to 5 years.
The meeting was adjourned at 3:25 p.m. on a motion by Malick, seconded by Jensen.

Corporation Counsel, a motion was made by Luckey, seconded by Malick, and carried, to
approve with conditions recommended by staff and with the added condition
recommended by the committee that the joint access must be constructed to County
standards to the point where it divides for the separate lots.
