St. Croix County Planning, Zoning and Parks Committee
March 21, 2001
St. Croix County Agriculture Center, Baldwin, Wisconsin
Committee members present: Supervisors Ron Raymond, Linda Luckey, Art Jensen, Gerald
Larson and Buck Malick. Staff present: Steve Fisher and Deb Zimmermann
Chairman Raymond called the meeting to order at 7:00 p.m. A motion was made by Jensen,
second by Larson to adopt the agenda. The next meeting for this Committee is Tuesday, March
27, 2001. The Committee will address Item #3 on the agenda first.
Parks Request: Joe Grant, Parks Director, presented a list of bids that he has received for a
storage building at Glen Hills Park. Grant is requesting Committee approval of the bid, and
recommends that the contract be given to Bauman of Chippewa Falls. They are a reputable
company, and submitted the lowest bid. Motion by Jensen, second by Raymond and carried to
approve the bid for the storage building at Glen Hills Park to be awarded to Bauman of
Chippewa Falls.
Raymond explained the hearing process and opened the hearing. Fisher read the notice into the
record for Item #1.
Richard, Fred, Jerry and James Heebink: The request is to rezone approximately 17 +/- acres
of land from Agriculture to Commercial. Location: A parcel of land located in the N %2 of the
NW Fractional 1 /4, Section 7, T28N -R16W, Town of Eau Galle, St. Croix County, Wisconsin.
Fred Heebink, property owner, lives at 1370 8`" Avenue, Baldwin, and is here on behalf of the
applicants. He explained that this parcel would be a good location for a commercial site, and the
parcel directly west of this property was rezoned to commercial two years ago. It is located right
outside the Village of Baldwin.
Bill Peavey, Clerk for the Town of Eau Galle, showed the Committee a map that the Town
approved in January, 2001, designating areas where commercial sites may be located. The
location of the proposed rezoning would be consistent with this map. Peavey gave a copy of the
map to Fisher for the Zoning Office files. Peavey told the Committee that the Town
recommended approval of this request.
Fisher went over the staff report with the Committee, including the GIS maps. There appear to
be limitations on the site for septic systems. Staff asked for additional information to determine
if it meets the County Plan. Fisher went over staff concerns listed in the report, including sewer
system capability, road access, and buffers between commercial and residential sites. The staff
also suggests contacting the Village of Baldwin to see if there would be any consideration to
annex this property into the Village in order to provide sewer service. Peavey added that the
Town would upgrade the roads as necessary, if this becomes a commercial area.
There was discussion of an intermittent stream running through the property that is a direct
conduit to the Rush River. This would be looked at in the CSM and Special Exception process if
the property is rezoned, but the Committee feels it is important to see conceptual stormwater
management plans for the site before making a decision. They want to be assured that water
runoff will not be increased as a result of commercial development.

The hearing was recessed by Raymond. Motion by Malick, second by Luckey and carried to
table a decision. The staff is to send a letter outlining concerns discussed, and contact the
Village of Baldwin about plans for annexation in this area.
Harvey Hielkema: Hearing reopened by Raymond. Fisher read the notice. The request is to
rezone 78.25 acres of land from Ag to Ag/Residential. Property is located in the S 1 /s of the SW
Fractional 1 /4 and the NW 1 /4 of the SE 1 14, Section 18, T29N -R16W, Town of Baldwin. Jensen
abstained from taking part in the hearing, citing a potential personal conflict of interest.
Larry Murphy, surveyor, represented Mr. Hielkema. The parcel consists of approximately two
40's that come together at a 20' x 20' point. If an easement would be needed to make this more
feasible, Hielkema's neighbor, Paul Lokker, would sell enough for a 66' easement. Borings have
been taken and the land is suitable for a septic system. Murphy said that they would be willing to
just rezone the lower 40 acres if there is a problem with rezoning both 40's at this time.
Jim and Kristin Mikla farm property near this land, and said they do not want to see it developed.
They stated that there is no access to the north 40. David Sander, 2672 6& Avenue, Woodville,
said he would like to see the property stay in farmland. There is useable farmland on all sides.
He also stated that it has been in the Farmland Preservation Program. Gerald Kusilek is an
adjoining landowner and said he would like to see a decision on what type of zoning is going to
be allowed in the Town and put together a Town Plan. Lokker, the adjoining landowner and
Town supervisor who would sell the easement if needed and who made the motion and voted
with the 2/1 majority to approve, said he sees Baldwin as a growing area and is not against the
rezoning. Wilma Stott said she is an adjoining landowner and has no objection.
Fisher went over the staff report with the Committee. A large part of the land is prime farmland.
There are some limiting soils on the property. A discussion was held on the two intermittent
waterways that cross the parcels. They are a direct conduit to the Rush River, which is about a
quarter of a mile from the site. It was suggested by the Committee that a conservation buffer be
constructed near the Rush River if the land is developed. This would be addressed at the
subdivision level.
Discussion was held on the possibility of only rezoning the south 40 acres, and leaving the north
40 in agriculture. Fisher said that the staff would be willing to review this option.
Motion by Larson, second by Luckey to close the hearing. Motion by Malick, second by Luckey
to table a decision in this matter. The staff is to work with the applicant on options for rezoning
the south 40 acres and bring back to the Committee. Malick, Luckey and Raymond voted in
favor of the motion. Larson was opposed. Jensen abstained from voting. Motion carried on a
3 -1 vote.

24 and 3& meetings.
