Minutes of St. Croix County Planning, Zoning and Parks Committee February 26, 2001
St. Croix County Government Center, Hudson, Wisconsin
Supervisors Ron Raymond, Gerald Larson, Linda Luckey, Art Jensen, and Buck Malick were
present, as were Kelly Cain, Joseph Grant, David Larson and, later, Peter Kling.
Chairman Raymond called the meeting to order at 9:07 a.m. A motion made by Malick, was
seconded by Luckey and passed, to adopt the agenda.
Discussion with Park Consultant. Raymond described the consideration he gave before engaging
Cain as consultant. The Committee previously determined that opening Homestead Park at
Perch Lake next year, as well as the advance in sophistication required for management of the
County parks, requires serious study of the best organization of that department.
Cain taught "parks and recreation" at University of Wisconsin -River Falls. After that curriculum
was phased out five years ago, Cain continued to be in demand as a private consultant. In this
instance, for a county client, he is willing to invest a limited number of hours without charge.
Cain described the analysis he made after reviewing the St. Croix County Outdoor Recreation
Plan of April, 2000 on the web site and conferring with Raymond, Jim Janke, Joe Grant and
others. The Plan indicates significant unmet needs.
He distributed a handout with seven recommendations:
1. Establish a new Parks & Recreation Committee separate from the current PZ &PC, or isolate
Zoning, leaving Planning & Parks in the standing Committee
2. Make a Special Report to the County Board regarding the revised real & anticipated
budgetary needs of the County Parks Department
3. Redefine & transition the County Parks Director position to a full -time professionally
credentialed, administrative position responsible for planning, programming, budget,
personnel, marketing, interdepartmental cooperation, & all other facets of management
4. Reconsideration for County Parks Director & Department to remain independently housed or
integrated within the Planning Department
5. Redefine & assign each of the current full time Parks Department staff positions to Park
Managers for each of the major parks, or set of combined properties
6. Hire at least one new full -time Park Department position
7. Provide additional full -time seasonal laborers for each Manager during the summer
The Committee and staff questioned him.
The Committee recessed from 10:10 until 10:15
Homestead Park Report. Kling arrived. He reported on a meeting with the Administrative
Coordinator and Highway Commissioner. He reported on plans done by Bonestroo and
Associates. Arrangements are in place for Pember Excavating to add road work to the other
contract work.
At 10:42 Jensen moved to adjourn, seconded by Larson, and passed.
