Location: A parcel of land located in the NE'/ of the NW 1 /4, Section 20, T28N -R1 6W, Town of Eau Galle. 2) Rolland and Verena Lorentson to rezone approximately 2 +/- acres of land from Agriculture to Ag /Residential. Location: A parcel of land located in the W ' / 2 of the NE '/4, Section 25, T29N -R16W, Town of Baldwin. 3) Galen and Mildred Anderson to rezone approximately 6.848 +/- acres of land from Ag /Residential to Agriculture. Staff: Steve Fisher, Deb Zimmermann, Rod Eslinger Chairman Raymond called the meeting to order at 7:00 p.m. A motion was made by Malick, seconded by Luckey, and carried, to adopt the agenda. The next meeting is January 22, 2001 at the Government Center in Hudson. Chairman Raymond explained the hearing process. Kristen A. Gilbertson and Paulette J. Rickard: Fisher explained that this request was heard on January 10"'. The property has not been viewed by the entire Committee, but Jensen has seen the property, staff has viewed the property and has supplied the Committee with digital photos of the property, showing several angles of the rezoning request. The staff supports this down zoning from Commercial to Ag /Residential zoning. Motion by Jensen, second by Larson and carried to approve rezoning request based on the following findings: 1. The Town of Cylon recommends approval of the request. 2. The land is in the rural planning area and is an appropriate use. 3. The parcel is identified on the potentially productive agriculture map. 4. The parcel is not identified on the primary environmental corridor map. 5. The proposed residential use of the land fits the policies of the County Plan. 6. The surrounding land uses include large lot residential and traditional farms. The rezoning request will be forwarded to the January County Board meeting Cynthia R. Ramberg Fisher read the notice. Raymond opened the hearing. The request is to rezone approximately 60 +/- acres of land from Agriculture to Ag -II. Location: A parcel of land located in the NE 1 /4 of the NW 1 /4, Section 20, T28N -R16W, Town of Eau Galle. Eldon Ramberg appeared before the Committee and explained the request, stating that the re- zoning is to allow him to build one home on this 60 -acre parcel. Don Rodel, Town Chairman for Eau Galle, told the Committee that the Town is in favor of this request. Fisher, who viewed the site, distributed photos of the property. He supported this rezoning, after suggesting the rezoning to Ag -II rather than Ag /Residential, with which the applicant agreed. No one appeared in opposition. Motion by Malick, second by Jensen to approve based on these findings: 1) The Town of Eau Galle recommends approval of the request. 2) The Town and County confirmed that the request complies with §91.77, Wis. Stats. 3) The land is in the rural planning area and is an appropriate use. 4) A portion of the parcel is identified on the primary environmental corridor map. 5) The land is currently cropped and in the conservation reserve program. 6) The proposed residential use of the land fits the policies of the County Plan. Motion carried. Luckey objected because the Committee did not view the property. The rezon- ing will be forwarded to the January County Board meeting. Rolland Lorentson Fisher read the notice. The request is to rezone approximately 2 acres of land located in the W %Z of the NE I /4, Section 25, T29N -R16W, Town of Baldwin. Ed Flanum, NorthLand Surveying, represented the applicant. The request is to allow a family member to build a residence. The parcel is at the edge of the property and will not interfere with the farming of the land. It abuts another piece of Ag /Residential land. Paul Lokker, Supervisor from the Town of Baldwin, stated that the Town approves of this request, and reiterated that the property to be rezoned is at the edge of the parcel, and will not interfere with any farming on the land. No one appeared in opposition. The hearing was closed. Motion by Malick, seconded by Luckey and carried to table this request until a future meeting. Galen and Mildred Anderson Hearing opened. Fisher read the notice, and then explained the request. This property is part of a 20 -acre parcel rezoned from Ag to Ag /Residential in August. The applicant had a soil test done on the property, and the property would not perc for a septic system. The applicant is asking to have this property zoned back to Agriculture in order to com- bine this parcel with another parcel containing over 100 acres. Fisher stated that this is a unique circumstance and the staff does not object to this request. Galen and Mildred Anderson stated that they want to rezone the property back to Agriculture for the reasons stated by Fisher. The Town of Baldwin approves of the request. Hearing closed. Motion by Jensen, second by Malick and carried to approve the request for the rezoning based on the following findings: 1. The Town of Baldwin recommends approval of the request. 2. The land is in the rural planning area and is an appropriate use. 3. The parcel will be combined with an existing farm of 170 acres. A significant portion of this farm is found on the potentially productive agriculture map. 4. The parcel is not identified on the primary environmental corridor map. 5. The proposed use of the land fits the policies of the County Plan. 6. The land is currently cropped. 7. There were no objections to the request. 8. The surrounding land uses include large lot residential and traditional farms. The rezoning will be forwarded to the January County Board meeting. Ordinance Timeline A discussion was held on the time for re- writing the ordinances with public input and time for Committee consideration. Fisher said that Planning has been meeting weekly with Zoning to re -write the ordinances. This will be placed on the agenda for the January 30'" meeting. Comm -83 The deadline for the Comm -83 delay motion to expire is January 1, 2003. Bill Berndt was present on behalf of the Wisconsin Home Builders Association and the Realtors Association and stated that they believe that the delay is not necessary. After some discussion, it was decided that the deadline for the delay to expire would be April 15, 2002. This would mean that the delay would be completed in time for the 2002 building season. The change will be made, and presented at the hearing on January 22 " Floodplain Ordinance Fisher informed the Committee that according to Corporation Counsel the noticing for the Floodplain Ordinance and Comm -83 was done correctly, but suggested that the hearing still be held on January 22 to allow for the towns to comment if they want to. The Committee will meet again on the Floodplain Ordinance and Comm -83 on January 22 at 1:00 p.m. at the Government Center in Hudson.
