System Management Management of this system is critical. As a condition of approval of these plans this system management section must be reviewed with the owner, and the owner must be provided with a complete set of plans including this management section. If problems develop with the adsorption system or any other system components, the installing plumber, Ben Helgeson, 715-772-3278, or the St. Croix County Zoning Office, 715-386-4680, should be contacted for assistance. General Proper functioning of an on-site disposal system, "septic system," is significantly dependent on the volume of water which flows into the system and the level of contaminants in that volume. The lower the volume of water and the lower the level of contaminants, the better and longer the system will function. Typical system components include a septic tank or compartment to settle out solids and contain greases and oils, a filter on the outlet of the septic tank to retain small particles of the same density as water, a dose tank or compartment to allow a dose to be accumulated, a pump and controls or automatic siphon, and finally some type of soil adsorption cell to recycle the water in a manner to protect ground water quality and public health. 1. If the septic tank is installed prior to sheet-rock and/or painting, pump the septic tank before normal use begins to ensure adherence to contaminant load design criteria. 2. Install water-saving appliances whenever and wherever possible. 3. Repair even small water leaks as soon as possible. 4. Never pour grease or oil down any drain or stool. 5. Garbage disposals are not recommended; if you must have one, use it sparingly 6. No paper products other than tissue should go into the system. 7. No chemicals should go into the system. 8. Avoid surge flows of water; try to spread laundry throughout the week. 9. Septic tank effluent must be less than or equal to the design criteria specified in page 2 of these plans. 10. If septic or dose tanks are no longer used, they must be properly abandoned. 11. If construction timing and weather could create a frozen infiltration system, weather-proofing with plastic sheeting and heavy mulching may be required to maintain a functional system at start-up. 12. The upslope toe of the mound system must be landscaped with additional fill to blend this area into the upslope natural grade; this will minimize the possibility of the system trapping surface run-off; final settled slope must 2-3% diverting surface run-off around the ends of the system. Maintenance 1. The septic tank must be inspected every three years by a properly licensed person. 2. If necessary, the septic tank must be pumped to remove solids and scum; pumping is required if the combined scum and solids volume equals one third of the tank volume. 3. When the septic tank is pumped, any solids in the bottom of the dose tank must be pumped, and the filter must be back-washed into the septic tank to remove accumulated material. System use may require more frequent filter cleaning; initial inspections of the filter should be made every 6 months until a minimum time sequence is determined. 4. Periodic observation pipe inspections should be made by the owner to examine the state of the in-situ soil adsorption cell. Quarterly inspections are recommended; a licensed plumber should be notified if effluent is consistently ponded in the adsorption cell. 5. If this system contains specific treatment components other than those mentioned here, maintenance requirements will accompany their specifications. 6. The pumping components for this system include an alarm which must be installed and remain on a separate circuit from the pump. If the alarm is activated, minimize water use and notify a licensed plumber for service as soon as possible. The system allows reserve capacity to accumulate some necessary flow until normal service can be restored; this volume is minimal, and no more than one or two days should pass before any necessary repairs can be made. 7. Avoid compaction such as vehicle traffic within 15' down-slope of the adsorption system. 8. Avoid disturbing the system itself such that might encourage erosion or disturb the required seeding of the system. 9. Grote, CSTM 222774, Certified Soil Testing, conducted a Soil and Site Evaluation on the Tim Holldorf property for the purpose of establishing the potential for an onsite wastewater dispersal system. This site work follows an onsite soils verification conducted by Leroy Jansky, Wisconsin Department of commerce Wastewater Specialist, on October 14, 2002. A previous, preliminary soil and site evaluation had been conducted by Henry Grote on October 11, 2002. These evaluations were conducted on the east forty of the eighty acre property described as the SW '/4 of the NW '/4 of Section 24, T 28 N, R 15 W, Town of Cady, St. Croix County, Wisconsin. Methods Sbil color, texture, structure, consistence and redoximorphic features have been evaluated and reported on the accompanying Soil Evaluation Reports in accordance with guidelines under Comm 85 of the Wisconsin Administrative Code. Pertinent information has been abstracted from the Soil Survey of St. Croix County, Wisconsin. Topographic detail has been obtained from the DeLorme 3-D TopoQuads CD mapping release. Field investigation included a preliminary backhoe pit plus two hand dug pits with soil profiles documented on the attached Soil Evaluation Reports. Rod and transit elevations were obtained at pit locations and over twenty to forty foot grid intervals to allow the insertion of nominal two foot contour lines on the detailed plot plan. The two, hand dug pits evaluated by Leroy Jansky are located on the plot plan. Local Hydrology The'major local hydrology input is from annual precipitation. This is estimated at from 29.57 inches' to 31 inches.2 These values are average; the 2002 total for this area is closer to 42 inches.3 Surface runoff is an additional input most significantly during heavy precipitation events. Upslope land use is currently sod lawn with several, large oak trees which can be expected to adsorb significant volumes of precipitation during the growing season when most of the precipitation occurs. A slight dead furrow runs down-slope, west to east between the cultivated hay ground of the proposed site and the sod lawn. Modest accentuation of this furrow would suffice to divert surface runoff from the proposed system area. Dense glacial till beneath a shallow loess cap provides significant groundwater protection from possible surface contamination. Water outputs consist of surface runoff, soil infiltration, and evapotranspiration. Surface runoff will generally be minimal unless frozen soil conditions or excessively heavy and prolonged precipitation occurs. Soil infiltration is described as "moderately well drained" for typical Freeon series soils.4 This is reasonable for the well structured silt loam A horizon; infiltration will slow dramatically through the platy or weakly structured B horizon and during wet spring periods when the soils are saturated and slow to dry. Heavy and prolonged precipitation will also slow infiltration when the more permeable A horizon saturates. Saturation of the A horizon will be facilitated here because the soils are technically Freeon silt loam, heavy substratum (FoC2). Typically the limestone is sandwiched between layers of sandstone which is then overlaid with glacial till forming the principal soil parent material. Cary till, correlated with the third sub-stage of Wisconsin glaciation, is the parent till for Freeon soils. The Cary till is overlain by a thin concurrent and/or post-glaciation loess cap. Soil Disturbance and Hydraulic Modification The proposed mound location is alfalfa hay ground which appears to have last been seeded some years ago as evidenced by somewhat sparse alfalfa plants mixed with grasses and clovers. The surface topography is very uniform and extremely smooth. The A horizon has moderate fine to medium sub-angular blocky structure; the B horizon has weak platy and sub-angular blocky structure. Hydraulic conductivity of the solum can -and should be -improved by deep chisel plowing to a depth of at least twelve inches. - ~ --- Landscape Position The landscape position of the proposed mound site is to the north-east of the high point of a glacial ground moraine. The moraine rises to the south-west to a nominal elevation of 1240- 1260 MSL approximately 1060 feet south-west of the proposed site which is at a nominal elevation of 1230 MSL. Small scale cross slopes at the proposed mound site are 8.0% to the north-north-east; the topography descends uniformly to the north-east and east where surface drainage joins the headwaters of the mid-branch of Gilbert Creek. Agricultural crop land is east and north-east of the proposed system. No structures are down-slope to interfere with lateral movement of effluent. The 8.0% slopes at the mound site will increase the hydraulic gradient and encourage lateral movement of treated effluent. Upslope surface runoff can -and should - be minimized by the construction of a drainage ditch north of the sod lawn, along the existing shallow dead furrow, and up-slope of the system. The natural slopes facilitate the construction Landscape Position (continued) of such a diversion to carry surface runoff from the west to the east. The existing road ditches along the west and east sides of 320t" street will divert surface runoff from the west and south- west significantly minimizing the drainage area affecting the proposed mound location. Soil Series The Soil Survey of St. Croix County maps the site soils as Freeon Series upslope from Magnor Series to the north5. These soils are respectively described as "moderately well drained" and "somewhat poorly drained." Field observations of soil pits are in reasonable agreement with this mapping. Skyberg series silt loamy are located down-slope to the east along the north fork headwater drainage of the mid branch of Gilbert Creek. Skyberg series are described as "somewhat poorly drained," and -similar to the Magnor series -are located well below the proposed mound site. Both Freeon and Magnor series are Alfisols and Fine-loamy mixed Family; subgroups are Typic Glossoboralfs (Freeon) and Aquic Glossoboralfs (Magnor). Skyberg series are Alfisols and Fine-loamy mixed mesic Family, subgroups are Udollic Ochraqualfs. Field observations show redoximorphic features absent to depths of 10-12.5." In one of three pits redoximorphic features were not observed until the B horizon was encountered at 10;" in the other two pits high and low chroma mottling was observed between 1.5" and 2.5" into the B horizon, below the A-B interface. These profiles could be described as A+0" and A+1.5-2.5" respectively. All observed profiles had more than six inches of moderately structured silt loam S soils. The B horizons were weakly structured silt foams of either platy or sub-angular blocky structure. Redox concentrations and depletions were observed in the subsoil but were generally faint and few in abundance. Abundance and distinctness increased markedly with depth below 13 inches. No free water was observed in the soil boring considering the abundant precipitation in September and early October. Recommendations for this site include the use of a mound system designed to overcome limitations of a high level of seasonal soil saturation and slow permeability present in the soil solum. A soil saturation determination pursuant to Comm 85.60 must be completed by a CST and approved by the department to certify that this site has at least 6 inches of soil free of saturated conditions for seven or more consecutive days. Should a mound design be pursued for use at this site, the linear loading rate should not exceed 4.5 gpd/ft and the basal wastewater application rated should not exceed 0.2 gpd/ft . At least 25 inches of sand lift must be used when applying septic tank effluent to the distribution cell. The longest portion of the mound must be orientated along the contour.
