CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of December 9, 2003 The meeting was called to order by Chairman King at 8:30 A.M. Roll call was taken with King, Grant, Jacobson, Dowd and Peterson in attendance. Others present for all or parts of the meeting include Tim Ramberg, Jane Bond, Rich Loney, Kevin Brown, Brian Hailing, Chris Colbeth and visitor, Danielle Bond. A motion was made and seconded (Jacobson /Peterson) to adopt the agenda as published. A motion was made and seconded (Grant /Dowd) to set the January meeting for January 9, 2004 at 9:00 A.M. with King and Dowd reviewing vendors at 8:30 A.M. Action on Previous Minutes: A motion was made and seconded (Peterson /Grant) to approve the minutes of the November 7, 2003 meeting. Motion carried. Approve Vouchers for Payment: King and Peterson reviewed the vouchers at 8:30 A.M. A motion was made and seconded (King /Peterson) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond handed out and reviewed the November 30, 2003 fund balances, comparing them to the previous year. Review Highway Safety Minutes: Bond reviewed the unofficial minutes of the November 20, 2003 Highway Department Safety Committee meeting. A motion was made and seconded (King /Grant) to have Darryl Gieshen, safety instructor, conduct the 2004 MSHA training in April 2004 as he did in the past at a rate of six hundred dollars ($600.00). Motion carried. Seminar Attendance and Requests: There were no seminar attendance requests this month. State Project Requests: There were no State Project Requests to present this month. Announcements and Correspondence: Ramberg reviewed and discussed the following announcements and correspondence with the Committee: - Ramberg revisited the concept of a wheel tax for both county and the local entities being discussed in various parts of the State. - The current organizational chart for St. Croix County Highway department was distributed and reviewed. • ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 December 9, 2003 - A request from the Village of North Hudson was received to use the Highway Department's vacant Houlton Shop for equipment storage. A motion was made and seconded (Peterson /Grant) to allow the Village of North Hudson to use our Houlton shop for machinery storage per the terms set forth in the agreement. Motion carried. - The Stillwater Bridge public input meetings were discussed. The Committee requested to take the opportunity to send a copy of the County's earlier resolution to WisDOT reiterating the position taken. - Halling introduced Chris Colbeth, the new Survey Technician. He also gave the Committee an update on the survey department projects and that the Planning Zoning and Parks (PZP) Committee requests his presence at their meetings monthly. The Committee discussed that Brian not attend so many meetings and update both committees via e -mail or in person on more of an as needed basis rather than monthly to increase efficiency, production and facilitate the plan more effectively. Machinery Management Update: Loney distributed and reviewed the 2003 equipment acquisition list. He stated that work on the shop area would be completed in early 2004 with consideration given to the installation of sound absorbing material on the ceiling. Jurisdictional Transfer and Study Update: More detailed information and preliminary transfer agreements with WisDOT on the 35/64 project is in progress. Additional information will be presented at a later meeting. Review Draft Highway Department Disaster Plan (COOP /COG): Loney distributed and reviewed the Highway Department Continuity of Operations (COOP) /Continuity of Government (COG) plan. A motion was made and seconded (Peterson /Jacobson) to approve the COOP /COG plan as presented with annual review. Motion carried. Review WisDOT Discretionary Maintenance Agreement (DMA) 2004: Agreements had not arrived in time for the December meeting. They will be reviewed at a later meeting. Review WisDOT Routine Maintenance Agreement (RMA) 2004: Agreements had not arrived in time for the December meeting. They will be reviewed at a later meeting. Review Proposed 2004 Projects: Ramberg gave an overview of projects slated for 2004. Review Sales Study for CTH "MM" and CTH "I ": A motion was made and seconded (Peterson /Jacobson) to approve the sales study for CTH "MM" and CTH "I" as presented. Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 December 9, 2003 Approval of Resolution Reappointing County Highway Commissioner: A motion was made and seconded (King /Grant) to approve the resolution appointing Tim Ramberg as St. Croix County Highway Commissioner for an indefinite term. Motion carried. Review of 2004 Projects: The Committee discussed options for a site for a maintenance shop in the north central section of the county. Ramberg updated the Committee on his discussions with Dave Solberg of WisDOT regarding the 35/64 project. Solberg will be available to review the project with the Committee at a later date. A motion was made and seconded (King /Grant) to adjust the speed limits on CTH "A" outside of Hudson to conform to the road design. Motion carried. Adjournment: A motion was made and seconded (Peterson /Down) to adjourn at 11:23 A.M. Motion carried. SECRETARY
