CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of June 9, 2003 The meeting was called to order by Chairman King at 9:00 A.M. Roll call was taken with King, Grant, Dowd, Jacobson and Peterson in attendance. Present for all or parts of the meeting include Tim Ramberg, Jane Bond, Buck Malick, Brian Hailing, Kevin Brown, and Rich Loney. A motion was made and seconded (Grant /Jacobson) to adopt the agenda as published. The July meeting was set for July 9, 2003 at 9:00 A.M. with King and Jacobson reviewing vendors at 8:30 A.M. Action on Previous Minutes: A motion was made and seconded (Peterson /King) to approve the minutes of the May 6, 2003 meeting. Motion carried. Approve Vouchers for Payment: King and Grant reviewed the vouchers at 8:30 A.M. A motion was made and seconded (Dowd /King) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond handed out and reviewed the March 15, 2003 fund balances, comparing them to the previous year. Review Highway Safety Minutes: Grant and Bond reviewed the unofficial minutes of the May 15, 2003 Highway Department Safety Committee meeting. A motion was made and seconded (Jacobson /King) to order the "Top Safety" monthly safety newsletter for all employees at a cost of $4.71 per employee per year. Motion Carried. Seminar Attendance and Requests: A motion was made and seconded (Jacobson /King) to send three (3) employees to the 2003 County Superintendent's and Foremen's Convention on September 24 -26, 2003 in Wisconsin Dells. Motion Carried. A motion was made and seconded (Peterson /King) to send three (3) employees to the 2003 CHEMS annual training on October 16 -17, 2003 in Green Bay Wisconsin. Motion Carried. State Project Requests: Ramberg reviewed various State project requests. A motion was made and seconded (Peterson /Dowd) to approve State CRC for pavement rehabilitation on STH 63 in the amount of two hundred thousand dollars ($200,000.00) Motion Carried. A motion was made and seconded (Jacobson /Peterson) to approve State DMA for joint repair on STH 35 in the amount of thirty thousand dollars ($30,000.00). Motion Carried. A motion was made and seconded (Jacobson /Peterson) to approve State shouldering project on STH 63 in the amount of thirty -one thousand dollars ($31,000.00). Motion Carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 June 9, 2003 A motion was made and seconded (King /Dowd) to approve State Service and Supply contract for driveway removal on STH 64 in the amount of forty -eight hundred dollars ($4,800.00). Motion Carried. Announcements and Correspondence: Ramberg relayed a thank you note from Jennifer Havens for the use of the Hudson Highway Department facility for the May 2003 clean sweep. Ramberg read the interpretation of the Safe Following Distance statute 346.915(2) to the committee in response to questions raised at a previous Transportation Committee meeting. Grant noted a request from the Emergency Management Committee that private contractors notify dispatch of road construction projects before they start. Emergency Management had complemented the Highway Department on their communication with dispatch. Ramberg addressed a request for proposal from the Wisconsin DNR for pick up and disposal of dead deer on the highways. The Transportation Committee respectfully wished to decline submitting a proposal. Grant and Ramberg reviewed discussions by the Emergency Management Committee to utilize the radio tower in Hammond for back -up county emergency communications. Preliminary costs to fulfill the requirements appear prohibitive. The Highway Department will be hosting a PASER training session at the Agricultural Center in Baldwin on June 19, 2003. Local towns, villages, cities and the Parks Department have been invited. Machinery Management: Loney gave the Committee an update on the 2003 machinery management purchases. Loney commented on the building repairs for the Hammond shop. Repairs should be completed by the end of this year, however, definite costs are not currently available. Gillen Pit Research and Discussion: Ramberg gave an overview of the type, quality and quantity of material in the Gillen Pit along with associated costs. Based on the information provided and the Highway Department's need, the Transportation Committee asked that a letter be sent stating that the Highway Department is not interested in purchasing the property at this time. CTH "I ", STH 35/64, and Village of Somerset Improvement Project(s): Ramberg gave an overview of the current and upcoming projects in the CTH "I ", STH 35/64 and Village of Somerset area. Scope, timelines and jurisdictional transfers are currently being discussed. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 June 9, 2003 St. Croix Central School Bus Garage Remediation Issue: Loney distributed a copy of a letter received from St. Croix Central School Administrator, Dan Woll, to the Wisconsin DNR asking to close the file on the soil remediation at the school bus garage property, which is adjacent to the Highway Department. The letter states that remediation is complete and is asking that natural attenuation be allowed to take place. Ramberg and Loney discussed the issue with Corporation Council, Greg Timmerman and Patrick Collins, Wisconsin DNR. It was noted that a file on site contamination may be closed, however, the case itself never is. Timmerman warned that future owners of a contaminated site must be able to prove they are not the source of contamination. A letter will be sent acknowledging that the contamination originated on the school property and the Committee had discussed it. Review and Award Excavator Tamper Quotes: Ramberg reviewed the excavator tamper quotes with the Committee. A motion was made and seconded (Peterson /Jacobson) to purchase a Tramac TR -14 excavator tamper with auxiliary hydraulics installed from Miller Bradford and Risberg for twelve thousand nine hundred sixty -five dollars ($12,965.00). Motion Carried. Review and Award Underbody Blade Quotes: Ramberg reviewed the underbody blade quotes with the Committee. A motion was made and seconded (Jacobson /King) to purchase a Root I- 66 -12' blade from Wisconsin Body and Hoist for six thousand five hundred ninety -six dollars ($6,596.00). Motion Carried. Adopt -A- Highway Update: Loney gave an overview of the current adopt -a- highway program in St. Croix County. There are currently 66 groups covering 154.25 miles in the county. There are 10 vacant sections totaling 28.12 miles. The Transportation Committee commended Charlie Grant for being instrumental in the implementing the Adopt -A- Highway program in St. Croix County. Loney also noted that the sign replacement program, as adopted by the Transportation Committee at the May 6, 2003 meeting has been implemented. 2003 Construction and Maintenance Project Status: Ramberg gave an overview of the status of current construction and maintenance projects within the county. Ramberg noted that there are approximately 12 miles slated for construction this year. He also noted that previous chipsealing projects are being reviewed for excessive wear. Ramberg introduced a new chipseal product designed to wear longer, be more resilient to plowing and retain striping longer. The Transportation Committee supported testing the new product during the next chipseal season. Preliminary 2004 Budget Discussions: County Board Chairman, Malick discussed the latest budget plans coming through at the State level. With that in mind, it is estimated that any additional levy funds in 2004 would only cover salary and health ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 4 June 9, 2003 care cost increases. The County plans to have their preliminary budgets together by late summer. Ramberg and Hailing discussed the potential need for an additional person in the survey department to help fulfill the needs of survey, planning, zoning and parks departments. The Transportation Committee authorized Ramberg to work with the other departments to investigate the needs further. Review and Award Pickup Quotes: Brown reviewed quotes for two (2) 4x4 pickups A motion was made and seconded (Dowd /Jacobson) to purchase two (2) 2003 Ford F -150 4x4 - extended cab pickups from Glenwood City Ford of Glenwood City Wisconsin in the amount of forty -seven thousand two hundred seventy -one dollars ($47,271.00) including licensing. Motion Carried. Quotes were reviewed for a 3 4 ton 4x4 extended cab pickup. A motion was made and seconded (Jacobson /Peterson) to award the purchase of a 2003 extended cab 4x4 pickup from either Johnson Motors of New Richmond Wisconsin or Glenwood City Ford of Glenwood City Wisconsin based on availability and options discussed not to exceed twenty -six thousand fifty -one dollars ($26,051.00). Motion Carried. Reconsideration of May Crew Pickup Awards: Brown reviewed the status of the crew pickups awarded at the May 5, 2003 Transportation Committee. Due to the end of the 2003 model year, dealers were no longer able to fulfill the proposals as written. A motion was made and seconded (King /Dowd)to reject all bids received and rebid for 2004 models. Motion Carried.
