MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of May 7, 2003
The meeting was called to order by Vice - Chairman Grant at 9:00
A.M.
Roll call was taken with Grant, Dowd, Jacobson and Peterson in
attendance. King was absent and excused. Staff members present
for all or parts of the meeting include Tim Ramberg, Jane Bond,
Kevin Brown, and Rich Loney.
A motion was made and seconded (Peterson /Jacobson) to adopt the
agenda as published.
The June meeting was set for June 9, 2003 at 9:00 A.M. with King
and Grant reviewing vendors at 8:30 A.M.
Action on Previous Minutes: A motion was made and seconded
(Dowd /Jacobson) to approve the minutes of the April 8, 2003
meeting. Motion carried.
Approve Vouchers for Payment: Grant and Peterson reviewed the
vouchers at 8:30 A.M. A motion was made and seconded
(Grant /Dowd) to approve the vouchers for payment. Motion
carried.
Review Fund Balances: Bond handed out and reviewed the January
15, 2003 fund balances, comparing them to the previous year.
Review Highway Safety Minutes: Grant and Bond reviewed the
unofficial minutes of the April 17, 2003 Highway Department
Safety Committee meeting.
Seminar Attendance and Requests: There were no seminar attendance
requests at this time.
Ramberg noted that St. Croix County hosted roller training on May
6, 2003. Polk, Barron, Pierce and St. Croix Counties
participated. He also noted that grader slope control training
has been completed.
State Project Requests: There were no State project requests at
this time.
Announcements and Correspondence: Ramberg reviewed correspondence
in regard to the possible sale of the Gillen Pit. Ramberg will
investigate material quality and quantity at the location, along
with a cost analysis on a possible land purchase.
A request from the St. Croix County Parks Department was received
requesting assistance with a long -range plan for pavement
analysis on the park roadway system. Ramberg invited the Parks
Department to attend the PASER training provided by the Highway
Department.

A meeting was held with the past and present chairman from the
Town of Hudson and St. Croix County Highway Department to discuss
the jurisdictional transfer of CTH "A ".
Machinery Management: Loney gave the Committee an update on the
2003 machinery management purchases.
Loney commented on the Village of Hammond 3 rd Street project that
began May 5 The cost to the Highway Department for curb,
gutter and sidewalk should be less than $10,000.00.
Update on County Surveyor Position: The resolution, as drafted by
the Transportation and Planning, Zoning and Parks committees will
be presented to the County Board on May 20, 2003 for approval
after Corporation Councel reviews it. Ramberg is currently
working on an amended County Surveyor job description.
Review CTH signing Options: Ramberg reviewed the County Trunk
Highway signing plan as approved by the Transportation Committee
on February 18, 1997. Ramberg reviewed a proposal that would
reduce signing costs and increase traffic visibility and would
remain true to the original signing plan. A motion was made and
seconded (Jacobson /Peterson) to approve the adoption of a new,
smaller Adopt -a- Highway sign which would be used for any new
routes, and to replace old signage as needed. Also to eliminate
duplicate "Do Not Pass" and "Pass With Care" signage in
accordance with MUTCD regulations and the St. Croix County
Highway Department Plan of Implementation Signing of No Passing
Zones. Motion Carried.
Review and Award Road Oil Proposals: Ramberg reviewed the
proposals received for road oil. A motion was made and seconded
(Dowd /Jacobson) to award the 2003 road oil proposal to
Marathon /Ashland Company of St. Paul Park, MN for CRS -2 /HFRS -2
sealcoat oil applied at $.8807 per gallon, CRS -2 /HFRS -2 polymer
oil at $1.14 per gallon and CRS -2 and HFRS -2 Sealcoat oil picked
up at $.80 per gallon. And the 2003 hotmix oil PG58 -28 to Koch
Materials Company of Steven's Point Wisconsin for $182.21 per
ton. Motion carried.
Review and award Hotmix Material Proposals: Ramberg reviewed the
hotmix proposals received. A motion was made and seconded
(Peterson /Dowd) to award the 2003 hotmix proposal to Monarch
Paving of Turtle Lake, Wisconsin for $23.65 per ton coldmix
picked up and $20.14 per ton for hotmix type E -1 picked up.
Motion carried.

Review and Award Self- Propelled Sweeper Proposals: Brown and
Loney reviewed the self - propelled sweeper proposals received. A
motion was made and seconded (Peterson /Jacobson) to purchase a
2003 Rosco Sweep -pro from Bark River Supply of Eau Claire,
Wisconsin in the amount of thirty -three thousand five hundred
dollars ($33,500.00) without the extended warranty. Motion
Carried.
Review and Award 4x4 Crew Cab Pickup Proposals: Brown reviewed
the 4x4 -crew cab pickup proposals received. A motion was made and
seconded (Jacobson /Dowd) to purchase a 2003 Chevrolet 3500 4x4 -
crew cab pickup from Keyes Chevrolet of Menomonie, Wisconsin in
the amount of twenty -eight thousand two hundred eighty -five
dollars ($28,285.00) which was the low proposal that
substantially met specifications. Motion Carried.
Review and Award 4x2 Pickup Proposals: Brown reviewed the 4x2
pickup proposals received. A motion was made and seconded
(Peterson /Dowd) to purchase a 2003 Chevrolet 3500 4x2 pickup from
Keyes Chevrolet of Menomonie, Wisconsin in the amount of twenty -
one thousand seven hundred sixty -nine dollars and ninety -one
cents ($21,769.91) which was the low proposal that substantially
met specifications. Motion Carried.
Review and Award Excavator Tamper Quotes: Ramberg and Brown
reviewed the current status of the excavator tamper quotes and
requested to postpone a decision until additional information
could be gathered.
View Upcoming Projects: The Transportation Committee elected to
postpone the viewing of upcoming projects until a future
Transportation Committee meeting.
Adjournment: A motion was made and seconded (Jacobson /Peterson)
to adjourn at 11:55 a.m. Motion carried.
