CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of April 8, 2003 The meeting was called to order by Chairman King at 9:00 A.M. Roll call was taken with King, Grant, Dowd, Jacobson and Peterson in attendance. Staff members present for all or parts of the meeting include Tim Ramberg, Jane Bond, Kevin Brown, and Rich Loney. Also in attendance was Dan Fedderly. A motion was made and seconded (Peterson /Grant) to adopt the agenda as published. The May meeting was set for May 7, 2003 at 9:00 A.M. with King and Dowd reviewing vendors at 8:30 A.M. Action on Previous Minutes: A motion was made and seconded (Grant /Jacobson) to approve the minutes of the March 7, 2003 meeting. Motion carried. Approve Vouchers for Payment: King and Peterson reviewed the vouchers at 8:30 A.M. A motion was made and seconded (King /Peterson) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond handed out and reviewed the December 31, 2002 closing fund balances, comparing them to the previous year. Review Highway Safety Minutes: Grant and Bond reviewed the unofficial minutes of the March 19, 2003 and April 1, 2003 Highway Department Safety Committee meeting. A motion was made and seconded (Grant /Peterson) to allow the use of the Hudson maintenance facility for the May 17, 2003 Clean Sweep. Motion Carried. Seminar Attendance and Requests: A motion was made and seconded (King /Dowd) to send two (2) Highway Department employees to the Trenching /Shoring seminar to be held in Owen Wisconsin on April 17, 2003 at a cost of $35.00 per person. Motion Carried. State Project Requests: Ramberg reviewed a CRC contract with WisD.O.T. for traffic control on I -94. A motion was made and seconded (King /Dowd) to approve the CRC contract with the WisD.O.T. for one thousand five hundred dollars ($1,500.00). Motion Carried. Ramberg also reviewed a Municipal Agreement with WisD.O.T. for CTH "GG" bridge construction. Announcements and Correspondence: Ramberg noted that a letter from the New Richmond Police had been received thanking the Highway Department for the detour on CTH "K" for their annual St. Patrick's Day parade. Ramberg reminded the Committee of the 2003 WCHA Summer Highway Conference to be held in the Wisconsin Dells June 3 -5, 2003. Machinery Management: Loney gave the Committee an update on the 2003 machinery management purchases. Ramberg stated that proposals for the pick up truck for the Parks Department had been received and tabulated. The Planning, Zoning and Parks Committee would be acting on the purchase at their April meeting. Ramberg also noted that the Highway Department may be working with the Zoning Department in purchasing pickups. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 April 8, 2003 The Highway Department has been notified that the Village of Hammond will be reconstructing 3 Street in front of the Highway Department this summer. The Highway Department will be assessed for curb, gutter and sidewalk. Ramberg is working with the Village and Ayres Associates on this issue. Highway Maintenance Employee Hiring Status: One highway maintenance worker has been hired with a tentative start date of mid April. Ramberg gave an overview of the current job posting status. Once all internal changes have been made, our employment needs would be re- evaluated. Review and Award CTH "V" Road Construction Proposals: Ramberg reviewed the proposals received on the CTH "V" reconstruction project. A motion was made and seconded (Jacobson /Peterson) to award the CTH "V" reconstruction project to the low proposer, F & K Excavating of River Falls Wisconsin for a total of two hundred ninety -five thousand six hundred seventy -one dollars and twenty cents ($295,671.20) and to allow optional work done at the discretion of the Highway Commissioner at an estimate of twenty thousand dollars ($20,000.00). Motion Carried. Review and Award CTH "A" /Dorwin Road Construction Proposals: Ramberg reviewed the proposals received the CTH "A" /Dorwin Road construction project. A motion was made and seconded (Grant /King) to award the CTH "A" /Dorwin Road construction project to the low proposer, Beslile Excavating of Somerset Wisconsin for a total of seventy -six thousand two hundred seventy -six dollars and sixty -eight cents ($76,276.68) and to Union Pacific Rail Road for crossing upgrades in the amount of seventy -one thousand four hundred sixty -six dollars ($71,466.00). Motion Carried. The Town of Hudson is in agreement with these proposals. Review and Award Centerline Striping Proposals: Ramberg reviewed the proposals received for centerline striping. A motion was made and seconded (Jacobson /King) to award the 2003 centerline striping to Traffic Marking Service, Inc. of Buffalo Minnesota for $.0245 per lineal foot for edge line and $.0250 per lineal foot for centerline on the county trunk highway system and $.035 per lineal foot for edge line and $.033 per lineal foot for centerline on the State Highway System. Motion carried. Review Culvert and Guardrail Proposals: Ramberg reviewed the 9 ed t e culvert proposals received. A motion was made and seconded (Peterson /Jacobson) to approve purchasing of culverts and various attachments from both Contech Construction, Appleton Wisconsin and Johnston Fargo Culvert, New Brighton Minnesota on an "as needed" basis, depending upon price, availability and delivery schedules. Motion carried. The proposals received for guardrail supplies were reviewed by Ramberg. A motion was made and seconded (Grant /Dowd) to approve purchasing guardrail supplies from both Mattison Contractors, Knapp Wisconsin and Johnston Fargo Culvert, New Brighton Minnesota on an "as needed" basis, depending upon price, availability and delivery schedules. Motion carried. Review and Award Milling and Crushing Proposals: Ramberg reviewed the milling and crushing proposals received. A motion was made and seconded (Peterson /King) to award the milling and crushing proposals to Mathy Construction Company, Onalaska Wisconsin for three thousand nine hundred ninety -eight dollars ($3,998.00) per milling mile, two thousand three hundred ninety -eight dollars ($2,398.00) per mile reclaimed, $.12 per square foot for urban mill and crush and $.095 per square foot for ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 April 8, 2003 Review and Award Mulcher Quotes: Brown and Loney reviewed the proposals received for a mulcher and mulch crimper. A motion was made and seconded (Jacobson /King) to purchase a Finn B70 mulcher in the amount of sixteen thousand seven hundred forty -five dollars ($16,745.00) from Jackson Landscaping of Lakeville Minnesota and a Brillion mulch crimper in the amount of two thousand five hundred ninety -five dollars (2,595.00) from Value Implement of Baldwin Wisconsin. Motion carried. Review and Award Tractor Options: Brown and Loney reviewed a recent tractor upgrade offer. A motion was made and seconded (Peterson /Jacobson) to upgrade two (2) existing 1996 John Deere 5200 tractors for two (2) 2003 John Deere 5320 tractors with five year extended warranties for a total of forty -one thousand three hundred twelve dollars ($41,312.00). Motion Carried. Professional Service Contract Agreement: Ramberg outlined a professional contract between D.J. Fedderly Consultant and a sample of work to be performed. A motion was made and seconded (Dowd /Grant) to approve the contract for professional engineering and consultant services with D.J. Fedderly Consultant in the amount of seventy -five dollars ($75.00) per hour plus expenses for professional services and one hundred dollars ($100.00) per hour plus expenses for field work requiring additional personnel and equipment. Motion Carried. The Transportation Committee discussed the status of the County Surveyor position. It was the consensus of the Committee that the resolution approved by the Transportation Committee on November 8, 2002 be presented to the County Board for approval. Review Telephone Communication Services: Ramberg reviewed options for long distance service for the Highway Department. A motion was made and seconded (Peterson /King) to change the long distance provider for the Highway Department to Qwest. Motion Carried. Review 6 -year Plan: Ramberg distributed and reviewed the most current draft of the six -year construction and improvement program.
