CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of November 7, 2003 The meeting was called to order by Chairman King at 8:30 A.M. Roll call was taken with King, Grant, Jacobson, Dowd and Peterson in attendance. Others present for all or parts of the meeting include Tim Ramberg, Jane Bond, Rich Loney, and Kevin Brown. A motion was made and seconded (Jacobson /Grant) to adopt the agenda as published. A motion was made and seconded (King /King) to set the December meeting for December 9, 2003 at 9:00 A.M. with King and Peterson reviewing vendors at 8:30 A.M. Action on Previous Minutes: A motion was made and seconded (Jacobson /King) to approve the minutes of the October 9, 2003 meeting. Motion carried. Approve Vouchers for Payment: King and Jacobson reviewed the vouchers at 8:00 A.M. A motion was made and seconded (King /Jacobson) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond handed out and reviewed the October 31, 2003 fund balances, comparing them to the previous year. Review Highway Safety Minutes: Bond reviewed the unofficial minutes of the October 29, 2003 Highway Department Safety Committee meeting. Seminar Attendance and Requests: Ramberg reviewed the following seminar attendance requests with the Committee: - A motion was made and seconded (Grant /Dowd) to reimburse one foreman two hundred twenty seven dollars and sixty -five cents ($227.65) for tuition for a personal skills seminar offered by WITC. He will attend the class on his own time without pay. The Committee also noted that no future class fees be paid by the Highway Department unless the request has been pre - authorized. Motion carried. - A motion was made and seconded (Jacobson /Dowd) to approve the necessary classes be taken by Jeff Durkee and Jim Krizan for re- certification of aggregate sampling not to exceed three hundred dollars ($300.00). Motion carried. - A motion was made and seconded (Peterson /Grant) to allow up to three (3) employees to attend Wisconsin Asphalt Pavement Association Meeting in Madison December 2 & 3 at a cost of thirty dollars ($30.00) per person plus lodging. Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 November 7, 2003 State Project Requests: There were no State Project Requests to present this month. Announcements and Correspondence: Ramberg reviewed and discussed the following announcements and correspondence with the Committee: - The two employees that attended a Ditch and Culvert seminar in Eau Claire Wisconsin presented by Transportation Information Center reported that good information was received. - Letter from Perry Atterholt, Vice President of Monarch Paving, commending St. Croix County Highway Department, especially Jim Harer, Patrol Superintendent, for helping them complete their I -94 interstate paving project on time. - Request from Town of St. Joe to assist them with winter maintenance. - Thank you from an employee for the upgrade done in the Hammond shop area. - Review of the Local Road Improvement Program (LRIP) progress as it affects St. Croix County. - Preliminary review of a sales study being done on CTH "MM" and CTH "I" for future right -of -way acquisitions. - Review and update of current crew work schedule. - Minutes from the WCHA District 6 Annual Fall Meeting. Machinery Management Update: Loney distributed and reviewed the 2003 equipment acquisition list. Jurisdictional Transfer and Study Update: More detailed information and preliminary transfer agreements with WisD.O.T. on the 35/64 project is in progress. Additional information will be presented at a later meeting. CTH "A" /Carmichael Road Update Discussions: Ramberg reviewed the agreement with the Town of Hudson for jurisdictional transfer on CTH "A ". A motion was made and seconded ( King /Jacobson) to approve the construction and jurisdictional transfer of roads agreement relating to Carmichael Extension - Dorwin Road /CTH A and the easement is to be held by The Glen Homeowner's Association and the maintenance of the trail on the County right -of -way is to be processed through the St. Croix County Highway Department normal permitting procedures. Motion carried. Review and Award Hauling Truck Proposals: A motion was made and seconded (Dowd /Peterson) to purchase a new 2002 Sterling LT -9513 completely set up, with a seven (7) year extended warranty from Badger Truck Center of Milwaukee Wisconsin for one hundred ten thousand dollars ($110,000.00) and to repaint the cab for an additional fourteen hundred dollars($1,400.00). Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 November 7, 2003 Review and Award Maintenance Truck Proposals: A motion was made and seconded (Jacobson /King) to purchase three (3) 2004 Sterling L -8511 single axle trucks with seven (7) year extended warranty from River States /LaCrosse truck Center of Eau Claire Wisconsin for a total of one hundred sixty -two thousand seven hundred ninety -five dollars($162,795.00). Motion carried. Consider Purchase of Used Air Compressor: The group discussed the inspection, features and other specifications regarding the used air compressor being offered and found that it did not meet the Highway Department needs at this time. Adjournment: A motion was made and seconded (Grant /Jacobson) to adjourn at 11:42 A.M. Motion carried. SECRETARY
