CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of August 7, 2003 The meeting was called to order by Chairman King at 8:06 A.M. Roll call was taken with King, Grant, Jacobson, Dowd and Peterson in attendance. Present for all or parts of the meeting include Tim Ramberg, Jane Bond, Rich Loney, Kevin Brown, Brian Hailing, Erin Murray of Cedar Corporation, Dan Fedderly, Mark Ploeder of Wisconsin D.O.T, Terry Pederson of Wisconsin D.O.T, and Richard Putzy of Wisconsin D.O.T. A motion was made and seconded (Grant /Jacobson) to adopt the agenda as published. The September meeting was set for September 9, 2003 at 9:00 A.M. with King and Dowd reviewing vendors at 8:30 A.M. Action on Previous Minutes: A motion was made and seconded (Jacobson /Dowd) to approve the minutes of the July 9, 2003 meeting. Motion carried. Approve Vouchers for Payment: Grant and Peterson reviewed the vouchers at 7:30 A.M. A motion was made and seconded (Peterson /Grant) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond handed out and reviewed the June 15, 2003 fund balances, comparing them to the previous year. Review Highway Safety Minutes: Grant and Bond reviewed the unofficial minutes of the July 31, 2003 Highway Department Safety Committee meeting. After reviewing the preliminary agenda for the 20 Annual Safety Seminar to be held October 8, 2003, a motion was made and seconded (King /Dowd) to approve the agenda as amended. Motion carried. Review and Award Main Shop Insulation and Windows: Erin Murray of Cedar Corporation reviewed the proposed main shop insulation and window options and proposals received. A motion was made and seconded (Peterson /King) to award the contract for the repair of the Hammond main shop window and insulation to Dell Construction of Eau Claire Wisconsin in the amount of one hundred ninety -nine thousand eight hundred dollars ($199,800.00) that may be split with "direct order purchases" for cost saving purposes, with a completion date of October 31, 2003. Machinery Management Update: Loney distributed the current machinery management list. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 August 7, 2003 Jurisdictional Transfers (STH 35/64) Terry Pederson of WisDOT presented an overview to the Transportation Committee of the proposed agreement for jurisdictional transfers along the STH 35/64 project. With the consensus of the Committee, Pederson will bring a completed Local Road Alterations and Transfer Agreement to present to the Committee for approval at the September meeting. Jurisdictional Study Update: Pederson reviewed the status of the study being done by WisDOT concerning roadway jurisdictions. Review and Award Town of Cady County -Aid Bridge Plans: Ramberg presented the engineering proposals received for the Cady Township Zillmer County Aid Bridge project. A motion was made and seconded (Jacobson /Peterson) to award the engineering contract to the low proposer, Cedar Corporation of Menomonie Wisconsin for the amount of eighteen thousand seven hundred ninety -nine dollars ($18,799.00). Motion carried. 2004 Budget Discussion: Ramberg distributed and summarized the preliminary budget figures for 2004. Crew Pickup Status: Brown reviewed the proposals received for two (2) crew pickups. A motion was made and seconded (Jacobson /Peterson) to purchase a 2004 GMC 3500 4x4 crew cab from Bob Fish GMC of West Bend Wisconsin for thirty -one thousand five hundred twenty -three dollars ($31,523.00). Motion carried. A motion was made and seconded (Peterson /Jacobson) to purchase a 2004 GMC 3500 2x4 regular cab from Bob Fish GMC of West Bend Wisconsin for twenty -one thousand two hundred sixty -one dollars ($21,261.00). Motion carried. Review and Award Sign Truck Proposals: Brown reviewed the proposals received for the Digger Derrick truck. A motion was made and seconded (Dowd /King) to purchase a 2003 International 4400 with the Digger Derrick and flatbed installed with a seven (7) year extended warranty from Dueco of Waukesha Wisconsin for one hundred eighteen thousand five hundred sixty dollars ($118,560.00). Motion carried. Review and Award Salt /Chloride Proposals: Loney reviewed the salt /chloride proposals received for the 2003 -2004 season. A motion was made and seconded (Jacobson /Dowd) to accept the proposal for salt from Morton Salt Co., LLC of Chicago IL for thirty dollars and eighty -five cents ($30.85)per ton picked up at the St Paul terminal; calcium chloride from Scottwood Industries, Inc. of Overland Park, Kansas for six dollars and ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 August 7, 2003 ninety -nine cents ($6.99) per fifty pound bag delivered; and liquid calcium chloride from Standard Tar Products of Milwaukee Wisconsin for fifty -two cents ($.52) per gallon delivered. Motion carried. Seminar Attendance and Requests: Ramberg presented a request to send 5 to 8 employees to a power steering clinic in Eau Claire Wisconsin on August 27, 2003. A motion was made and seconded (King /Dowd) to allow 5 employees to attend the power steering clinic in Eau Claire Wisconsin on August 27, 2003 at a cost of $10.00 per person. Motion carried. Ramberg presented a request from the Safety Committee to send up to fifteen employees to a one -day hands on chainsaw safety seminar for a total of six hundred dollars ($600.00). Request died due to lack of a motion. Bond requested, on behalf of the Safety ROADEO Sub - committee, permission to purchase safety incentive awards for the winning ROADEO team and the top three individual score achievers. A motion was made and seconded (Jacobson /King) to allow the purchase of the awards for the Safety ROADEO not to exceed two hundred dollars ($200.00). Motion carried. State Project Requests: There were no State project requests this month. Announcements and Correspondence: Ramberg gave a summary of the negations with the Town of Hudson on jurisdictional issues on the CTH "A" /Carmichael Road Project. He stated that the project is nearly complete. Ramberg noted that the second round of chip sealing will begin in mid August. Review and Discuss August County Board Report: Ramberg and Hailing presented the Transportation Committee a preview of the presentation they would be making before the County Board on August 19, 2003.
