CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of September 8, 2009 The meeting was called to order by Chairman King at 8:32 A.M. Roll call was taken with King, Peterson, Rebholz, Schrank and Grant in attendance. Others present for all or parts of the meeting included Tim Ramberg and Jane Bond. Chairman King announced that Alfie Schrank would be filling Demulling's vacancy and welcomed him to the Transportation Committee. A motion was made and seconded (Peterson /Rebholz) to adopt the agenda as published. Motion carried. A motion was made and seconded (Grant/Rebholz) to approve the minutes of the August 7 2009 meeting as presented. Motion carried. A motion was made and seconded (Peterson /King) to set the October meeting for October 6 2009 at 8:30 a.m. with King and Rebholz reviewing vendors prior to the meeting. Motion carried. King and Peterson reviewed the vouchers at 8:00 A.M. A motion was made and seconded (King /Peterson) to approve the vouchers for payment. Motion carried. Bond and Ramberg reviewed the August 15 fund balances with the Committee. Ramberg explained the Highway Department's fixed asset management process as it relates to utility, building, and machinery expenses. Bond reviewed the August 26 Safety Committee meeting minutes. Ramberg reviewed a seminar attendance request for a Winter Road Maintenance seminar. A motion was made and seconded (Peterson /Schrank) to allow up to 5 employees attend the Winter Road Maintenance seminar on October 9 in Eau Claire Wisconsin at a cost of $45.00 per person. Motion carried. WisDOT will reimburse expenses associated with the state patrol section employees that attend the seminar. Ramberg presented a Local Force Account (LFA) agreement from WisDOT for emergency repair on STH 64 in the amount of $4,900.00. A motion was made and seconded ( King /Rebholz) to approve the LFA as presented. Motion carried. Ramberg reviewed the following announcements and correspondence with the Committee: • Request from a property owner to purchase land from the Highway Department at our Casey Pit site in the Town of Stanton. • Request from St. Croix Central School Superintendent for a cooperative purchasing agreement with the Highway Department to purchase fuel for their bus fleet. The Transportation Committee noted that those services are currently not offered. 2010 Budget Review and Consideration: King, Rebholz, and Ramberg gave a recap of the budget presentation made to the Finance Committee and reviewed minor changes in the County Aid Bridge petitions from the Towns. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 September 8, 2009 Consider Long -Range Rail and Other Strategic Transportation Matters: Ramberg presented material received from the recent WisDOT meeting held in Roberts discussing future roundabouts in that area. Correspondence regarding the West Central Rail Regional Coalition annual meeting was shared. The meeting is proposed to be held in St. Croix County area on November 20 2009 -2010 Goals: Ramberg reviewed the status of longer -range projects the Highway Department staff has been working on. The Committee recessed at 10:30 a.m. to view the current and proposed 2010 road projects. Adjournment: A motion was made and seconded (Grant/Peterson) to adjourn at 2:30 p.m. Motion carried. SECRETARY
