MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of October 6, 2009
The meeting was called to order by Chairman King at 8:30 A.M.
Roll call was taken with King, Peterson, Rebholz, Schrank and Grant in attendance. Others present
for all or parts of the meeting included Tim Ramberg, Rich Loney, Randi Tolonen,
William Draves.
A motion was made and seconded (Grant/Schrank) to adopt the agenda as published.
Motion carried.
A motion was made and seconded (Peterson /Rebholz) to approve the minutes of the
September 8, 2009 meeting as presented. Motion carried.
A motion was made and seconded (Peterson /King) to set the November meeting for November
6, 2009 at 8:30 a.m. with King and Grant reviewing vendors prior to the meeting. Motion carried.
King and Rebholz reviewed the vouchers at 8:00 A.M. A motion was made and seconded
(King /Rebholz) to approve the vouchers for payment. Motion carried.
Ramberg reviewed the September 15 fund balances with the Committee.
Grant reviewed the September Safety Committee meeting minutes.
There were no seminar requests. Ramberg reminded the Committee of the West Central
District -Fall meeting on October 23 at 8:30 am in Ellsworth.
Ramberg presented a Local Force Account (LFA) agreement from WisDOT for Traffic
Control on Interstate 94 in the amount of $4,900.00. A motion was made and seconded
(Peterson /Schrank) to approve the WisDOT LFA agreement as presented. Motion carried.
Ramberg reviewed the following announcements and correspondence with the Committee:
• Ramberg and Harer will be meeting with the State on November 13 to review the Routine
Maintenance Agreement (RMA) for 2010.
• The Rail Coalition meeting will be November 20 at 8:00 am in Baldwin at The Orchard.
• WisDOT plans to install cable guard in the Spring of 2010 along Interstate 94 between
Carmichael Road and Highway 12 and at the County Trunk Highway T interchange. There
will be training for our employees to maintain these after installation.
• Ramberg indicated he received notice of the speed limit transition on STH 64, west of New
Richmond from 65 mph to 55 mph and then to 45 mph near CTH "K" speed limit.
• Ramberg reviewed the letter sent to Dave Bradley, St. Croix Central Schools, regarding the
purchase of fuel at the Highway Department.

Machinery Management Discussions: Loney reviewed the machinery management program for
2011. The Machinery Management Committee held their first meeting to review requests.
2010 County Aid Bridge Resolution: Ramberg presented the resolution for the 2010 County Aid
Bridges. A motion was made and seconded (Schrank/Rebholz) to approve the resolution. Motion
carried.
2010 Budget Review and Considerations: Discussions regarding the 2010 proposed budget took
place with Ramberg noting that the latest Transportation Aids estimate has gone down from what
was budgeted.
Consider Long -Range Rail Strategies: William Draves gave a presentation on passenger rail
service through Wisconsin. Routes include a train from Chicago to St. Paul and routes through Eau
Claire or Winona.
2009 -2010 Goals: Ramberg reviewed the status of the on -going short term and long -term goals.
Adjournment: King adjourned at 12:00 p.m. Motion carried.
