MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of March 10, 2009
The meeting was called to order by Chairman King at 8:30 A.M.
Roll call was taken with King, Grant, Rebholz, Demulling and Peterson in attendance. Others present for
all or parts of the meeting included Rich Loney, Jane Bond, Jim Harer and Jeff Durkee.
A motion was made and seconded (Peterson /Demulling) to adopt the agenda as published. Motion
carried.
A motion was made and seconded (Grant/Rebholz) to approve the minutes of the February 10, 2009 and
March 3, 2009 meetings. Motion carried.
A motion was made and seconded (Demulling /Peterson) to set the April meeting for April 9, 2009 at 8:30
A.M. with King and Peterson reviewing vendors prior to the meeting. Motion carried.
King and Demulling reviewed the vouchers at 8:00 A.M. A motion was made and seconded
(King /Demulling) to approve the vouchers for payment. Motion carried.
Bond updated the Committee on the status of the year -end closing.
There was no Safety Committee meeting in February.
There were no seminar attendance requests.
There were no state project requests.
Loney covered the following announcements and correspondence:
• Thank you note from the Hudson Fire Department for assistance during the recent fire at St. Croix
Transfer and Storage facility.
• Compliment from a motorist regarding the condition of 1 -94 during the most recent snowstorm.
• Implementation of the 4x10 hour work schedule beginning 3 -9 -09.
• Announcement from WisDOT that a public information meeting will be held in April on the
installation of round -a -bouts on STH 65 at the intersections of CTH TT, east and west junctions of
US 12 and CTH G.
• Public Officials informational meeting to be held on March 18, 2009 by WisDOT regarding a round -
a -bout at the intersection of highways 46/63/64.
• The spring District 6 Committeemen's and Commissioner's training will be held May 15, 2009 in
Pepin County
Patrol Superintendent Update: Jim Harer updated the Committee on various aspects of the Highway
Departments maintenance program, including how and where specific pieces of equipment are used in our
operations and the work distribution for County, State and local winter maintenance beats. He also shared
data from WisDOT compiled from weekly storm reports and how it is used to determine salt allocations
and storm severity regions. He invited the Committee to see a demonstration of the weather and road
surface condition and forecast tracking system that we use.
Consider Loader Offer to Upgrade: Loney presented the Committee with an offer from Fabco to upgrade
our existing yard loader. A motion was made and seconded (Peterson /Demulling) to accept the offer to
upgrade from Fabco for a 2009 Caterpillar 930H wheel loader as presented for a net amount of ninety -nine
thousand four hundred eighty two dollars ($99,482.00). Motion carried.

Consider Grader Offer to Upgrade: Loney presented the Committee with an offer from Fabco to upgrade
an existing motor grader. A motion was made and seconded (Peterson /King) to accept the offer to up
grade from Fabco for a 2009 Caterpillar 140M motor grader as presented for a net amount of one hundred
eighty -two thousand three hundred forty -nine dollars ($182,349.00). Motion carried.
2012 CTH "B" 1 -94 Overpass Bridge Replacement Discussions: An e-mail from WisDOT soliciting the
Transportation Committee's input regarding the closure options for the overpass bridge replacement at I-
94 and CTH "B" was read. After discussion of the impact of the options presented, a motion was made
and seconded (Demulling /King) to express the preference of the Committee to have the bridge remain
open during construction with traffic reduced to one lane. Motion carried.
Consider Deer Park Facility Options: Loney noted the Deer Park Fire District will not reconsider their offer
to purchase for the old Deer Park facility. The Committee discussed several options for disposition of the
property. A motion was made and seconded (King /Peterson) to put the property out for bids. Motion
carried.
Consider CTH "D" Road Construction Right -of Way Acquisitions: Durkee distributed a sales study
prepared by staff to establish a price per acre to purchase right -of way within our CTH "D" construction
project. A motion was made and seconded (King /Demulling) to approve the price per acre for right -of -way
on the CTH "D" construction project as presented. Motion carried.
Consider CTH "F" Road Construction Right -of Way Acquisitions: Durkee distributed a sales study prepared
by staff to establish a price per acre to purchase right -of way within our CTH "F" construction project. A
motion was made and seconded (Rebholz/Peterson) to approve the price per acre for right -of -way on the
CTH "F" construction project as presented. Motion carried.
Consider CTH "M" Road Construction Right -of Way Acquisitions: Durkee distributed a sales study
prepared by staff to establish a price per acre to purchase right -of way within our CTH "M" construction
project. A motion was made and seconded (Demulling /Peterson) to approve the price per acre for right -of-
way on the CTH "M" construction project as presented. Motion carried.
Consider Long -Range Rail and Strategic Transportation Matters: Loney distributed the St. Croix River
Crossing Project Annual Project Summary Report.
Information from the West Central Wisconsin Rail Coalition was distributed, along with the agenda for their
March 17, 2009 meeting to be held at CVTC in Eau Claire Wisconsin.
2008 -2009 Goals: The Committee discussed the impact the winter season has had on the Highway
Department budget.
Adjournment: A motion was made and seconded (Peterson /King) to adjourn at 10:46 a.m. Motion carried.
