CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of April 9, 2009 The meeting was called to order by Chairman King at 8:30 A.M. Roll call was taken with King, Grant, Rebholz, and Peterson in attendance. Demulling was excused. Others present for all or parts of the meeting included Rich Loney, Jane Bond, Jim Harer and Jeff Durkee. A motion was made and seconded (Peterson /Grant) to adopt the agenda as published. Motion carried. A motion was made and seconded (Grant/Peterson) to approve the minutes of the March 10, 2009 meeting. Motion carried. A motion was made and seconded (Peterson /King) to set the May meeting for May 8, 2009 at 8:30 A.M. with King and Rebholz reviewing vendors prior to the meeting. Motion carried. King and Peterson reviewed the vouchers at 8:00 A.M. A motion was made and seconded (King /Peterson) to approve the vouchers for payment. Motion carried. Bond reviewed the year -end fund balances, comparing them with the same period last year. Bond reviewed the minutes of the March 25, 2009 Safety Committee meeting. A motion was made and seconded (King /Rebholz) to allow the Safety Committee to move ahead with planning the Safety Roadeo for September 2, 2009. Motion carried. There were no seminar attendance requests. Loney reminded the Committee of the following upcoming seminars and meetings: • WCHA Summer Highway Conference June 8, 9 & 10 • Storm Spotter class at the Deer Park facility on April 22 " • May 15 Commissioner's and Committeemen's meeting to be held in Pepin County. • May 18 & 19 Ramberg will be attending Capitol Days in Madison. • Ramberg will be attending the NACE Conference April 20-23 • May 26 informational meeting for the proposed roundabout at Four Corners. Loney presented a state project request for approval. A motion was made and seconded (Peterson /Rebholz) to approve a contract with WisDOT for four thousand nine hundred dollars ($4,900.00) to install netting on the underside of the Hwy 64 Willow River Bridge. Motion carried. Loney also informed the Committee of an upcoming project with the State for work at State Hwy 64 and CTH T. No action was taken at this time. The Committee discussed the recent meeting to review the installation of roundabouts in various locations throughout the county. A motion was made and seconded (Rebholz/Peterson) in support of WisDOT's plan to install a roundabout at the intersection of US Hwy 63, State Hwy 64 and State Hwy 46. Motion carried. A motion was made and seconded (Peterson /Rebholz) in support of WisDOT's plan to install roundabouts at the intersections of State Hwy 65 and CTH TT, State Hwy 65 and west junction of State Hwy 12, State Hwy 65 and east junction of State Hwy 12, and State Hwy 65 and CTH G. Motion carried. Loney covered the following announcements and correspondence: ' ST.•CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 April 9, 2009 • Invitation to an outing sponsored by Cedar Corporation. • Opinion from Corporation Council regarding the sale of gasoline to local municipalities. • Distributed the WCHA newsletter. 2008 Financial Year -End Review Update: Bond discussed the status of the year -end closing entries and the status of the report of financial operations. Review and Award Culvert Proposals: Loney reviewed the culvert proposals received. A motion was made and seconded ( Rebholz/Grant) to approve purchasing of galvanized culverts and various attachments from both Johnston Fargo Culvert, St. Paul Minnesota and Lindner Culvert of Eau Claire Wisconsin on an "as needed" basis, depending upon price, availability and delivery schedules, and to purchase aluminized culvert from Lindner Culvert of Eau Claire Wisconsin at prices proposed. Motion carried. Review and Award Guardrail Proposals: Loney reviewed the 2009 guardrail proposal received. A motion was made and seconded (Peterson /Grant) to approve purchasing guardrail and accessories at the prices proposed from Mattison Contractors, of Knapp Wisconsin. Motion carried. Review and Award Hotmix Material Proposals: Loney reviewed the hotmix proposals received. A motion was made and seconded (Rebholz/Peterson) to award the 2009 hotmix proposal to Monarch Paving of Turtle Lake Wisconsin for $39.20 per ton for hotmix type E -1 or E -0.3, $43.50 per ton for hotmix type E -3, picked up at their New Richmond Plant, and quality control testing for $.16 per ton. Motion carried. Review and Award Road Oil Proposals: Loney reviewed the proposals received for road oil. A motion was made and seconded (Peterson /Grant) to award the 2009 road oil proposal to Henry G. Meigs, LLC of Portage WI for CRS -2 sealcoat oil applied at $1.8014 per gallon, CRS -2L /P sealcoat oil applied at $2.1014 per gallon, and the coldmix oil proposal to Flint Hills Resources of St. Paul Minnesota for SC250 coldmix oil at $2.57 per gallon and SC -500 coldmix oil at $2.57 per gallon. Motion carried. Review and Award Milling and Crushing Proposals: Loney reviewed the milling and crushing proposals received. A motion was made and seconded (King /Rebholz) to award the milling and crushing proposals to The Kraemer Company, Inc. of Plain Wisconsin for five thousand five hundred dollars ($5,500.00) per mile milling, three thousand four hundred thirty -nine dollars ($3,439.00) per mile reclaimed, $.14 per square foot for urban mill and crush and $.10 per square foot for six (6) foot wide milling and $.10 per square foot for profile milling. Motion carried. Consider Skid Steer Loader Offer to Upgrade: Loney presented the Committee with an offer from Bobcat of Hudson Wisconsin to upgrade our existing skid steer loader. A motion was made and seconded (Rebholz/Grant) to accept the offer to upgrade from Bobcat of Hudson Wisconsin for a 2009 T320 compact track loader as presented for a net amount of fifty thousand four hundred dollars ($50,400.00). Motion carried. Deer Park Facility Update and Consideration: Loney and Durkee presented the Committee with information regarding the condition of the floor in the new Deer Park facility. The findings of an independent firm were reviewed and recommendations from the staff were given for resolution of the issues discussed. Plans are to meet shortly with the contractor in an attempt to resolve the issue and report back to the Committee. Loney also noted there has been no activity on the sale of the original Deer Park shop site. ST..CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 April 9, 2009 Consider City of New Richmond Proposed Roadway Options: Representatives from the City of New Richmond rescinded their request to address the Transportation Committee regarding proposed roadway options. Economic Stimulus Project Update: Loney outlined the four projects submitted for application for economic stimulus funds. Consider Long -Range Rail and Strategic Transportation Matters: Loney distributed a draft model for a resolution to form a joint municipal transit commission. Plans are to have this item on the May agenda for future review. An email from Bill Draves of the Hudson -River Falls Area Rail Group was shared with the Committee with highlights from the Wisconsin Association Of Railroad Passengers state conference. 2008 -2009 Goals: The Committee discussed the upcoming County Board goal- setting meeting.
