HomeMy WebLinkAboutResolution 2004 (03) s✓ RESOLUTION AMENDING BOARD OF SUPERVISORS RULES AND BY LAWS IN REGARD TO CHANGING COMMITTEE RESPONSIBILITIES FOR PARKS SYSTEM AND RECYCLING PROGAM RESOLUTION NO. 3 C.2 604-1 St. Croix County, Wisconsin WHEREAS, the responsibility for managing the St. Croix County Parks system has been reassigned to the Land and Water Conservation Department; and WHEREAS, the Land and Water Conservation Department reports to the Resource and Education Committee for policy direction for all other program responsibilities; and WHEREAS, the Recycling Program of the Planning Department currently reports to the Resource and Education Committee for policy direction; and WHEREAS, all other program areas of the Planning Department currently report to the Planning, Zoning and Parks committee for policy direction; and WHEREAS, an exchange of these program responsibilities between the two committees would result in more efficient and coordinated use of committee, staff and program resources. THEREFORE, BE IT RESOLVED by the St. Croix County Board of Supervisors that the transfer of the County Parks system to the Resource and Education Committee and the transfer of the Recycling Program to the Planning, Zoning and Parks Committee is hereby approved; and FURTHER, BE IT RESOLVED that the name of the Planning, Zoning and Parks Committee be changed to the Planning and Zoning Committee; and FURTHER BE IT RESOLVED that Article IV, Section A.2.a. and Section D.3. and 7. of the St. Croix County Board of Supervisors Rules and By -Laws be amended to read Planning and Zoning Committee instead of Planning, Zoning and Parks Committee, and change the committee descriptions as shown on the attachment. Planning, and Zoning T�'� == r - Committee Responsible for policy direction for county planning and development, land use regulations, real property description, surveying, remonumentation, mapping and general land records management; direct the preparation and recommend approval or amendment of the county development plan and its specific elements; direct the preparation and recommend approval or amendment of county land use regulations and make related policy decisions as assigned by the County Board; establish and maintain policies for the county's surveying, mapping, real property description, remonumentation and land records programs; direct the preparation and recommend approval or amendment of the county's land information plan.. -; administration of the County's responsibilities under the recycling law, and educating and assisting the public by providing information on collection and disposal of solid waste. Emergency Management and Communications Committee Responsible for completing, reviewing, updating and implementing an emergency management program consistent with the State emergency management plan. Responsible for developing and maintaining an operational plan and procedures for an integrated and coordinated public safety communications system, overseeing a central communications facility and performing other related duties required by state law. Constitutes the elected state and local officials component of the local emergency planning committee (LEPC) required by the federal "Superfund" laws and Wisconsin Statutes sec. 59.54(8).
