COMMITTEE TO AGRICULTURE AND EXTENSION COMMITTEE AND
ESTABLISHING LAND AND WATER CONSERVATION COMMITTEE

St. Croix County, Wisconsin
WHEREAS, the St. Croix County Resource and Education Committee performs a dual
function: (1) it acts as the committee on agriculture and extension education pursuant to
Wisconsin Statutes sec. 59.56(3); and (2) it acts as the and conservation committee
pursuant to Wisconsin Statutes sec. 59.70(20), exercising the powers and duties relating
to soil and water conservation contained in Wisconsin Statutes ch. 92; and
WHEREAS, in practice the Resource and Education Committee, when acting as the land
conservation committee, has acted as a separate committee and called itself the Land and
Water Conservation Committee; and
WHEREAS, the Resource and Education Committee desires to have the Land and Water
Conservation Committee formally established under the following criteria:
1. The Land and Water Conservation Committee will be an appointed
committee;
2. The members appointed shall be the 5 members of the Resource and
Education Committee plus one citizen member who is either the chairperson
of the federal Farm Service Agency committee or member of the Farm
Service Agency committee designated by the chairperson of the Farm Service
Agency; and
3. The Farm Service Agency member shall be paid a per diem for attending
committee meetings under Article VI, Section C.5. and be reimbursed for
expenses under the County Travel Policy identified in Article II, Section D,
Board of Supervisors Rules and By -Laws.
; and
WHEREAS, the Resource and Education Committee desires to change its name to the
Agriculture and Extension Committee to conform more closely to statutory language; and
WHEREAS, if the Land and Water Conservation Committee is established, the St. Croix
County Administration Committee recommends the following amendments to the St.
Croix County Board of Supervisors Rules and By -laws:
1. Article IV, Committees, Section A.1.b. is changed to read:
b. Agriculture and Extension Committee 5 supervisors
2. Article IV, Section A.3.f is created to read:
f. Land and Water Conservation Committee The members of the
Agriculture and
Extension Committee
plus the chairperson
of the Farm Service

Agency committee or
a member of the Farm
Service Agency
committee designated
by the chairperson of
the Farm Service
Agency committee.
3. Addendum, Committees & Descriptions — change the description of the Resource
and Education Committee to read:
Agriculture and Extension Committee
Responsible for the development of educational programs and services and the
provision of technical assistance to St. Croix County residents through University
Extension pursuant to Wisconsin Statutes sec. 59.56(3).
4. Addendum, Committees and Descriptions — add the following immediately after
the Agriculture and Extension Committee description:
Land and Water Conservation Committee
Responsible for policy development and budget management for the Land and
Water Conservation Department, pursuant to Wisconsin Statutes sec. 59.70(20)
and ch. 92, and the St. Croix County parks system and Parks Department.
THEREFORE, be it resolved that the St. Croix County Board of Supervisors hereby
establishes the Land and Water Conservation Committee with the criteria set forth above;
FURTHER, be it resolved that the amendments to the St. Croix County Board of
Supervisors Rules and By -laws are hereby approved as set forth above and directs that
the County Clerk and the Corporation Counsel amend the Rules and By -laws
accordingly.
